Dear Mrs. Goodnough:
Concerning your inquiry as to whether there is additional
capacity in the 6" water main on East Durant Street to
adqquately serve a 9 unit employee housing project, we
cannot give a clear cut definitive answer as there are too
many variables involved. In 1974 briscoe Maphis prepared
for the City of Asper. a Water Systems Report listing the
deficiencies within the distribution system, and also making
certain recommendations for improvements. The report also
listed various pressure drops that would occur on the system
assuming projected 1985 flows vis-a-vis certain improvements
being made or not being made. Therefore, I cannot, without
qualifications, state either one way or the other that any
development within the City of Aspen would have a dilato rious
effect upon the system; since the systems future capabilities
must rely upon City Council's willingness to fund the re-
commended improvements enumerated in the Briscoe Maphis Report.
More simplistically stated, if no further improvements are made
in the water system then there is not sufficient capacity to
provide for your employee units. However, if improvements are
allowed on a continuing basis then I see no problem being created
by the addition of these 9 units to the system.
In closing, I might comment that these same points were made to the
Planning Office in reference to the Midland Park project an employee
housing project on a mu di larger scale. Attached are copies of our
cozimients concerning; this project.

RE: Amendments to Growth Management Score Recommendations - Park Central
West and Goodnough Apartments
DATE: March 1.4, 1978
During the P & Z work session on February 28th, it was discovered that two
members of the Planning Office had scored the recycling facilities and
handicapped design sections using different assumptions. Therefore, those
point sections will have to be amended accordingly for the Goodnough and
Park Central West applications:
1. Goodnough
a. Recycling - Change from a 2 to 1 point. No extra measures beyond
recycling bins
b. Handicapped - Change from 0 to 1 point. Project will have to
meet UBC.
2. Park Central -West
a. Recycling - Change from 1 to 0 points, Project does not provide
bins.
b. Handicapped - Change from a 2 to 1. Project does not go beyond
UBC requirements.
The net result is no change for Goodnough. However the total was added wrong
initially at 33. The correct addition is 32, and that is the recommended total.
For Park Central, the net result is a reduction in two points. Considering
the previous amendment of an additional 3 points under housing, the new score
is 38, the recommended total.

Dear Mrs. Goodnough:
Concerning your inquiry as to whether there is additional
capacity in the 6" water main on East Durant Street to
adqquately serve a 9 unit employee housing project, we
cannot give a clear cut definitive answer as there are too
many variables involved. In 1974 Briscoe Maphis prepared
for the City of Aspen a Water Systems Report listing the
deficiencies within the distribution system, and also making
certain recommendations for improvements. The report also
listed various pressure drops that would occur on the system
assuming projected 1985 flows vis-a-vis certain improvements
being made or not being made. Therefore, I cannot, without
qualifications, state either one way or the other that any
development within the City of Aspen would have a dilato rious
effect upon the system; since the systems future capabilities
must rely upon City Council's willingness to fund the re-
commended improvements enumerated in the Briscoe Maphis Report.
More simplistically stated, if no further improvements are made
in the water system then there is not sufficient capacity to
provide for your employee units. However, if improvements are
allowed on a continuing basis then I see no problem being created
by the addition of these 9 units to the system.
In closing, I might comment that these same points were made to the
Planning Office in reference to the Midland Park project an employee
housing project on a much larger scale. Attached are copies of our
comments concerning this project.
