MINUTES OF JANUARY 4, 2011
Chairperson, Andrew Kole called the meeting to order at 8:30 a.m.
Commissioners in attendance: Bill Dinsmoor, Riley Tippet, Fred Ayarza, Don
Sheeley, Terry Butler, Kiki Raj and Siam Castillo.
Kathy brought up the performers on the mall and the fact that they should have
insurance to indemnify the City.
Andrew said they could register for a small fee.
Riley said if they perform they should have liability.
Fred said the Boulder mall has some seedy performers. There is a need to know
who is coming to perform. On the other hand I am not sure about a business
license.
Andrew said Tammy Barr handles the performers on the mall through Nancy
Lesley at the children's playground.
Kiki said the police aren't going around enforcing but they would have a
framework to say you can't do what you are doing.
Don suggested $20 dollars a day up to when they reach the 150 business license.
Kathy suggested that certain sites be designated on the form.
Don suggested some fee as a buy in to perform.
The board agreed on registration and insurance.
Don said possibly Nancy Lesley should review the applications.
The board agreed that in the vetting process they have to come to CCLC.
Lighting:
Kathy said Randy Ready would like CCLC to start collecting feedback from the
CCLC on what they like and don't like and encourage them to get input from the
core businesses that they represent. We will need that information and strong
support from the business community in order to approach Council about doing
more lighting.

Terry said it is a good idea for us to go around and visit businesses on the mall.
Fred said it is a core problem and it starts from the malls.
Kathy said Heather Isberian is interested in lighting in the core.
Bill said let's get the newspapers involved.
Andrew said he will do a petition for all the CCLC members to hand out.
Fred said we need exposure on this through the papers.
Commissioner comments:
Fred said he is happy to serve on the board and it is a privilege. Fred said he was
in the retail business for 40 years and will reapply to the CCLC.
Don said he went to the 12 days of Aspen and we need to incorporate the mall
lighting and have an opening ceremony.
