GALENA - WORKSESSION ................................................................. 8 ANNUAL AWARDS DISCUSSION - WORKSESSION ........................................................................... 8 ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF, JULY 11, 2001 Chairperson Suzannah Reid called the meeting to order at 5:00 p.m. Commissioners in attendance were Gilbert Sanchez, Lisa Markalunas, Susan Dodington and Melanie Roschko. Rally Dupps and Jeffrey Halferty were excused. MOTION: Melanie moved to approve the minutes of March 21st,· second by Susan. Motion carried 3-0. All in favor, motion carried. HOTEL ASPEN - 110 W. MAIN - FINAL REVIEW - PH Chief Deputy Clerk, Kathy Strickland swore in Augie Reno. Affidavit of posting was presented to the chief deputy clerk. Amy said part of the project that we were concerned with which was on half of the property that we could review is no longer happening. The commission gave direction to restudy some windows on the west side of the building, more transparency to the bridge that goes from the front of the hotel to the back and staff feels the applicant has responded adequately to the comments. Staff recommends approval. Augie went through the changes that they responded to from the last meeting. On the West elevation there are existing windows and they plan to add three windows. One window on each side and up above the bridge was added for more transparency. There are no changes on the front side. On the east elevation (Garmisch St.) the same amount of windows were added. No changes to the north side. The building materials will match the existing vertical siding that is there. There will be metal roofing on the arched roof and the windows aluminum to match the existing. There will be lighting basically at every door and they are a cylindrical form to match the existing. The peaks were much higher and now are reduced. Gilbert asked if they explored the roofline between the two gables. Augie said they looked at that but it was not part of the resolution. They can lower it if they have to. Looking at it naturally you will not see that line and there are major trees in front of it. Three dimensionally it will look better. Gilbert agreed. 2 ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF, JULY 11~ 2001 Chairperson Suzarmah Reid opened and closed the public hearing. COMMENTS Gilbert said what he sees today is acceptable to him. Susan said considerable improvements have been made since the beginning and she would feel comfortable voting for approval. Lisa was pleased with the changes on the south elevation. The window changes are appropriate. Suzannah said she appreciates the architect taking the aesthetic of the existing building and using that helps blend the design better. MOTION: Gilbert moved to grant final approval for 110 W. Main Street, Resolution #30,2001, Hotel gspen finding that the review standards have been met with the following conditions: 1. There shall be no deviations from the exterior elevations as approved without first being reviewed and approved by HPC staff and monitor. Motion second by Lisa. Yes vote: Gilbert, Susan, Melanie, Lisa, Suzannah Motion carried 5-0. 130 S. GALENA - CITY HALL - SCREENS AND HVAC Amy relayed that the discussion is screens and a cooling system for city hall. Ed Saddler, Assistant City Manager said he got an estimate of $20,000 for wood screens as opposed to the aluminum screens, which are $6,000. There are 60 screens and they are not all standard sizes. There is not enough money this year and will be budgeted for next. Amy said the wood screens are three inches wide and it is much beefier. Ed said metal rusts and it leaks onto the building. 3 ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF, JULY 11, 2001 The board felt that the street side of the building should have wood screens, Galena and Hopkins. Gilbert said the dormers could have metal screens. Ed said due to the heat a few air conditioners are being proposed for the windows to get through the summer. There will be proper notice in the paper regarding the air conditioners being used temporarily. The board approved the air-conditioners. Ed said eventually the entire building will be properly ventilated. The HVAC system would go in the south side of the building. The board felt that a site visit with the contractor who would install the HVAC system should occur before they make a final decision. 428 E. HYMAN - FINAL REVIEW - PH Affidavit of posting presented to chief deputy clerk. Amy said the only real issue at conceptual was the light monitors on the roof and the fireplace flue. The fireplace flue has been relocated. In reviewing the minutes Amy thought the board felt that the southern most monitor should go away. There were a few members opened to lowering it but staff's recommendation is to take it away. Staff also recommends approval. Chief deputy clerk swore in Michael Fuller, Chris Beebee, Janet Lapin, George Lapin. Michael Fuller said the monitor in question is 36 inches off the roof. It is a skylight that is translucent light and energy efficient. We think it is the right solution for the sun conditions that we have here. Chris Beebee said the sloped roof and curved roof is zinc with a dull finish. They are trying to daylight the building. Chris brought a model for the board to see. The flat surfaces and non deck areas are a mechanically fastened rubber roofing. Stucco is proposed for some of the walls and a sandstone tile in either a 12 by 12 or 18 by 18 for the interior walls of the deck and for the long sidewall and two ends of the curved roof space. Wood panels are 4 ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF, JULY 11~ 2001 proposed for the very bottom of the storefront. New cornice pieces will be on the front. Lisa said the sandstone needs to be in keeping with the brick. All the windows need to be refurbished as carefully as possible and the historic glazing kept. Should it be necessary to remove the window jams it should be brought to staff and monitor. Melanie said she doesn't support the skylight and would like to see flat skylights. She also has concerns about the details of the chimney and how it will be handled. The color of the sandstone should be picked after the original brick is exposed in order to determine the color palate. The detailing of the comer cornice need identified. There are details that need finalized before she could approve this project, chimney, skylight, stone, brick. Susan's concern is the skylight and it should be eliminated or flat. The chimney is also a concern. She also has concerns about the additions to the historic front. Gilbert feels this is a very good project. The issues here are the skylights. Everything else works well. Gilbert said he feels they will not be seen and they are consistent with the building and a very horizontal element. In the past we have approved these forms on top of buildings, Isis, Paragon. Gilbert said the monitor does not have a negative impact. The project is great and it brings life to the rooftop. Gilbert would approve the project. Suzannah agreed with Gilbert. Her concern is the front monitor and it could be managed by removing the connector piece. Maybe the skylight could be more compact in the east west direction. In a perfect world it should be flat. The horizontal mullions on the storefront could be raised in order for the proportions of the windows to be correct. Michael Fuller said the storefront is set back and they will try to replicate the photograph. 5 ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF~ JULY 11, 2001 Lisa said Melanie is correct about the sandstone color, once they strip the building the final color choice should be approved in light of what is on the building. Janet Lapin said the intention is to make the building historically correct. Suzannah said the board felt that if a flat skylight was presented it would be acceptable. Michael Fuller said the chimney is probably two feet above the roof and it is a 20-inch triple wall. Suzannah and Gilbert felt the issues could be handled by the monitor. Lisa and Melanie feel the issues should be brought back to the board. Amy said in the conditions of approval they need to look very carefully at the drawings of the store front after they are developed more and the photograph brought back in order to make this as accurate as possible. On the north elevation the windows that are going into the existing staircase tower they are not drawn from proportions and do they need mullions. Michael Fuller said the detail and scale would be there but they would not imitate the historical window, MOTION: Gilbert moved to approve resolution #31. 2001 which is final approval for 428 E. Hyman Avenue with the following conditions: ]. Make the southernmost skylight/monitor flat or eliminate it entirely. Eliminate the monitor that has been added since conceptual approval along the east wall. 2. Submit a demolition plan, as part of the building permit plan set, indicating exactly what areas of the historic building are to be removed. 3. Submit a preservation plan, as part of the building permit plan set, indicating how the existing materials, which are to be retained, will be restored. The requirement is to retain/repair all original 6 ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF~ JULY 11~ 2001 materials and replicate only those that are determined by HPC staff and monitor to be beyond salvage. 4. No elements are to be added to the historic building that did not previously exist. No existing exterior materials other than what has been specifically approved herein may be removed without the approval of staff and monitor. 5. HPC staff and monitor must approve the type and location of all exterior lighting fixtures. 6. There shall be no deviations from the exterior elevations as approved without first being reviewed and approved by HPC staff and monitor. 7. The preservation plan described above, as well as the conditions of approval will be required to be printed on the cover sheet of the building permit plan set and all other prints made for the purpose of construction. 8. The applicant shall be required to provide the contractor with copies of the HPC resolution applicable to this project. The contractor must submit a letter addressed to HPC staff as part of the building permit application indicating that all conditions of approval are know and understood and must meet with the Historic Preservation Officer prior to applying for the building permit. 9. The General Contractor and/or Superintendent shall be required to obtain a specialty license in historic preservation prior to receiving a buildingpermit. ] O. The HPC has granted a 500 squarefootfloor area bonus and a 2- foot height limit variance for the elevator tower. ] 1. Final colors for materials are determined after the building has been cleaned to come back to the board. 12. Store front drawings and their detail after they are developed need to be carefully looked at in order to make them as historically accurate as possible. These would be reviewed by staff and monitor. UTE CEMETERY NATIONAL REGISTER NOMINATION Amy said the Ute cemetery is being considered by the state review board in August or September. Some grant might be available for the restoration of the grave markets and putting out appropriate signs etc. ST. MARY'S CHURCH 104 S. GALENA - WORKSESSION Report: They are starting to roof the building and will be doing metal flashing and metal roof work. Colors were presented. Most of the roofs are shingled but there are some dead areas. Colors of windows were presented. ANNUAL AWARDS DISCUSSION - WORKSESSION MOTION: Gilbert moved to adjourn; second by Suzannah.
