MAIN - NO MINUTES .................................................................................................................... 6 "INTEGRITY ASSESSMENT FORMS"FOR POSTWAR ARCHITECTURE - NO MINUTES ....... 6 ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF, AUGUST 22, 2001 Vice-chairman Gilbert Sanchez called the meeting to order at 5:00 p.m. Commissioners in attendance were Teresa Melville, Lisa Markalunas, Jeffrey Halferty, Neill Hirst and Melanie Roschko. Excused were Suzannah Reid and Rally Dupps. MOTION: Jeffrey moved to approve the minutes of July 11, 2001 and July 25, 2001; second by Lisa. All in favor, motion carried 4-0. Yes vote: Jeffrey, Gilbert, Lisa, Melanie 233 MAIN STREET, INNSBRUCK INN- CONCEPTUAL REVIEW MOTION: Jeffrey moved to continue the public hearing and conceptual development of 233 Main Street until Sept. 26, 2001; second by Lisa. All in favor, motion carried. 312 S. GALENA STREET - PRADA - MINOR - RESO #38, 2001 James Lindt, Community Development presented. This is a public heating requesting approval of construction of a 17 foot tall temporary £aCade in front of the Andre's building at 312 S. Galena during the final months of their construction which is an interior remodel. Staff feels putting a faqade up in front of the original fagade detracts from the architectural nature of the building and staff feels it is not compatible with the historic district and the rest of the buildings. It might set a precedent for other construction interior remodels within the historic district. There are also concerns with monitoring issues that it would be difficult for staff and the HPC monitors to make sure that there are no unapproved exterior changes occurring while they have the 17 foot tall faCade up. Staff also feels it could potentially become a bulletin board for flyers put up by the public. Staff feels they could get at their required privacy by alternatively covering the windows from the interior as they have done already. Staff recommends denial of the faqade. Chief Deputy Clerk Kathy Strickland swore ~n Jerry Cavaleri and Chiara Calufetti, Brand Allen Architects. Jerry relayed that this is an interior remodel and the storefront will be removed and rebuilt which was approved by HPC. While that process is going on it is the intent not to open up the entire site to the public to look inside and also to keep people from crawling in there. There are also storm sewer issues and the sidewalk will need to be torn out. The applicant stated that they have security and would make sure that bulletins are not tacked on the building and if someone needs to inspect the building they are welcome to do so. The board will be needed for two months and it can't be erected until after Labor Day. Questions: Teresa inquired about the storefront and the removal of it. Amy said the storefront is not original and they are trying to restore it to what it was originally. Chiara Calufetti said they are only replacing the mullions. The center part is a vestibule with two main columns. They are replacing the mullions that hold the glass and they will be thinner. Lisa asked how the fa¢ade would be attached to the building. Jerry replied that it would be free standing. It needs to be stabilized to the building it would be done on the wood storefront system. Nothing will be attached to the wood. Lisa recommended that staff and monitor keep a close eye, an ongoing review on the project. Melanie asked why the storefront needed covered up if you are closing off the sidewalk? Is it a security thing? Neill asked if during the remodel would there be any danger from flying objects etc. of the construction? Jerry said all the pointing and heavy work has been done. Neill asked if the north south ends of the structure would be closed in as well. Jerry also informed the board that there will be doors on the sides and front as well. Jeffrey asked if the applicant had looked at another option that is not as large visually? Chiara said they could potentially lower it below the transom, which would be around three feet less. Melanie asked if a barricade could be erected from the inside, which would keep people from looking inside. Jerry said they have to work on the 3 ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF~ AUGUST 22~ 2001 outside of the building and have to set up scaffling in order to refurbish the front. This is the best solution for screening what is going on and protecting the public. Melanie said she has seen in Charleston where they drape the outside of the building with a canvas that had a picture of what it would look like when it was finished and possibly that could be looked into. Chief Deputy Clerk swore in Marco Lenardon who represented Prada. Marco said this is not the first time that we have worked with historic buildings and they had tried to do the drapes in a building in Boston but the cost is prohibitive. For a building 40 feet wide 60 feet tall they were looking at $250,000 including the drawing of what was behind the canvas. With that canvas you have wind involved. Safety wise the canvas would not do any good. Allowing the faqade would allow them to put all the equipment they need in order to replace the storefront and protect the building. The intent is to be open for XMAS and if that does not occur it will be bad for them and the community. There will be work going on in the vestibule and there will be a period of at least six weeks in which everything will be open. The majority of the work will be done from the outside. People will be setting stones and inside they will be installing wood. The proposal is to cover everything that is going on. If the height is reduced there is the possibility that while they are working on the transom there is the chance that pieces could fall down and get into the sidewalk. If they don't get the faCade approval they will just cover the sidewalk and enclose from the inside. Vice-chairperson Gilbert Sanchez opened the public hearing. Gregg Hills said he occupies the building to the right of the space so their front entryway is right next to the construction. They have done a great job with public safety and keeping it clean. Comments: 4 ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OFt AUGUST 22~ 2001 Jeffrey said having the height 17 feet tall makes sense if you are using it for external scaffiing. The flyers can be managed by the contractor onsite. At some point the plywood will have to meet the masonry on the north and south walls and that should be discussed. Neill said he feels this is Prada's clean and uncluttered look as far as the style goes and does the HPC want to approve that. Neill said he was a little concerned with the mass but as long as we can be assured that we are not going to have a cluttered look he could approve this. The- other concern is the length of time that it will be up. Jerry said the encroachment license goes for two months only. Melanie said she could approve this as long as it is not going to damage the building in any way. Lisa said the key is that it is a temporary structure and as long as the time frame is minimized and you represented that there are no adverse impacts on the building and as long as there is sufficient access by the HPC monitors she has no problems. Teresa said it sounds like you have experience with working with historical materials and the only question is design and style. In the guidelines there is nothing about a temporary barricade and maintaining the original store front and traditional designs. This is a large structure and which is worse scaffiing or plywood. She would rather see something smaller so that you could see the historical building; Gilbert said this is a construction element for a limited amount of time. The primary issue is how it is attached to the building. This is simpler and cleaner. Jerry said he agrees with everything that has been said. Jeffrey reminded the applicant to check out the sign code provisions. 5 ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF~ AUGUST 22~ 2001 James said this would require a sign permit. He also asked the board if there should be a condition on the time frame. Jeffrey moved to approve Resolution (438, 2001, the temporary barricade at 312 S. Galena, Andres building with the following conditions: 1. Fastening details to be gone over with staff and monitor to the historic resource. 2. Barrier shall be removed November 15th. 3. The three conditions presented from Hansen Construction's letter dated June 22, 2001: a) Prada and Hansen Construction would like to assure the city that we would not use this barricade as a screen to make any unauthorized alterations to the historic Andre's building. b) We will provide photographic documentation of the before and after conditions of the building so that no unauthorized work is done while the faf adc is under wraps. c) We will provide the city free access to make whatever inspections you feel are necessary. d) We will make sure that the barricade is not used as a bulletin board or billboard. If any one tries to post notices or advertisements on the faf adc we will remove them immediately. Similarly, if anyone paints graffiti or otherwise vandalizes the barricade, we will have it repaired immediately. Motion second by Melanie.
