MINUTES OF MARCH 7, 2012
Vice-chair Don Sheeley called the meeting to order at 8:30 am. Commissioners in
attendance: Riley Tippet, Terry Butler, Kiki Raj and Bill Dinsmoor. Excused
were Fred Ayarza, Siam Castillo and Andrew Kole.
MOTION: Bill moved to approve the minutes of Feb 15 second by Riley, all in
favor, motion carried.

Tom said it is his intent to keep Aspen litter free. Cigarette butts are everywhere
and our employees are out there sweeping up around the City information center. I
am comparing us to other places. Vail, Las Vegas both of those towns make us an
embarrassment. It is a three prong area, merchants, the town and land owners.
The guys go in and clean up the trash but they aren't passionate enough to clean up
the cigarettes.
The worst area is near the Cooper mall. By the tree wells, the beer bottles stay
there. I will give credit to the town as Mitzi Rapkin said she is addressing the
issue.
Bill asked about a bounty on cigarette butts, possibly you can get a parking ticket
credit.
Kiki asked about the cigarette butt containers and if they are being used.
Tom said the dirtiest places are where the garbage cans are. People also flip their
gum on the streets.
Riley said in Maine there is a $100. to $200. fine.
Terry said she walks her dog on the mall and about 90 percent of the time it is
clean. Terry said she picks up trash in the morning. We need to do some publicity
for the town. The locals need to make up for some of this.

Jim said on the Airport master plan we are only going to do something if a need
exists and if it is financially possible. We have federal grants that are paid by
airline tickets and when people have to ship by air. We have no local funding. It
comes from the users that are generated locally and nationally.
The runway has been extended and is in place. They want the customer experience
to be high and the county is the sponsor.
Safe, efficient and environmentally sensitive are the items under our umbrella.
There will be a new helicopter operating space, a new building, new hanger and
another Atlantic aviation facility.
There will be a parallel taxi way and medical emergency exit and entrance.
The landscape will be used to shield the hangers as the view planes are very
important to the community.
The local interest is at the terminal. The systems are old and there are a lot of
difficulties with the existing building. We have drainage problems. We need to
tilt the ramp away from the building. There are three elevations which do not meet
the ADA standards. We are considering building a new building.
The new terminal is 80,000 sq.ft. We have thought of an underground structure.
There will be a pedestrian crossing either over or under Hwy 82.
The proposal is a 1000 stall parking structure with a green room.
John said the airport was a dirt strip originally.
Terry said the underground parking is critical.
Riley asked what the hold is up. John said the hangers and a new FBO are a
concern. The concern is the west side development. The other concern is how you
pay for this. We need 210 million dollars worth of improvements.
Jim said the hesitancy is also on the parking structure.
Bill asked about the parking space. John said there will be a 1000 car parking
structure and additional surface parking. There would be about 500 more parking
spaces.

Jim said there is a need for addition parking for cars that belong to air craft.
Don said per parking space underground the cost is $25,000. The green top is the
best way to go.
Don said on the inside the information center needs to be vibrant.
Terry said the building can blend in with the environment with foliage etc.
Jim said the improvement plan would be the next step and then phasing
recommendations.

Hanna went over the 12 days of Aspen
The photo shoot was a success and the Samores and the reindeer.
The 12 bars of Aspen was not as successful. The bars liked participating but we
need to get the word out. It is hard to get the exact numbers of participants. We
would like to do it next year but in a different format.
Riley suggested using a punch card.
Hanna said the budget was around $15,000.
Julie Hardman said a lot of the events over lapped and we used our staff to attend
the events that we couldn't get to. Cp burger had 128 people skating in two hours.
Hanna said the reindeer are very popular. Cookies and coco from the Aspen Police
Department went well. The fire station had Santa and cookies. At the bon fire
there were about 1,000 people.
Julie said having home base by the clock tower was a good idea. People knew
where to find us and it is a central location.
Hanna said they would like to add next year something for the younger crowd,
maybe do the bar scene better.
Don suggested a mall lighting in conjunction with the 12 days. The Parks Dept. is
working on phased lighting for next year.

Julie said Hanna got a lot of donations which were worth thousands of dollars.
The photo booth could be a home run. If we had more money we could do it
professionally.
Bill said having a picture to take home has value.
Commissioner comments
Bill mentioned the lighting and the thought of the XMAS market going along with
that. ACRA will be seeing the lighting update.
Terry mentioned the article in the paper about Galena Street. What happened to
talking with the businesses on that street?
Motion: Kiki moved to adjourn; second by Riley. All in favor motion carried.
