RE: Aspen Parks Department Insubstantial PUD Amendment For
Tool Shed
Summary: Planning Staff recommends Planning Director grant
Insubstantial PUD Amendment approval with conditions for the
construction of a 160 s.f. tool shed attached to the existing
maintenance building at Parks headquarters at 585 Cemetery Lane.
Applicant: City of Aspen Parks Department, Ken Collins
Proposal: The tool shed is to be attached inside the "L" of the
existing maintenance building. Please see drawings for location
and details of the shed, Attachment "A" .
Staff Comments: The 8 'x20 ' (160 s. f. ) two-sided structure is
proposed to provide storage for tools. It will not be hooked up
to electricity, sewer or water. The floor will be gravel. The
sloped roof will be 8 ' to 12 ' tall.
The Planning Director may grant approval to insubstantial PUD
Amendments pursuant to Section 24-7-908 A. When considering a
project, the following criteria shall not be considered
insubstantial:
1. A change in use or character
2 . An increase in greater than 3% on the overall coverage of
structures on the land
3 . Any substantial increase in trips generation or demand on
public facilities
4 . Reduction by greater than 3% of approved open space
5 . More than 1% reduction in parking
6 . A reduction of required pavement widths or r. o.w. for streets
7 . Greater than 2% increase of gross leasable floor area
8 . Greater than 1% increase of residential density
9 . Any change which is inconsistent with a condition or
representation of the original approval, or which requires
granting further variation from the project's approved
dimensional requirements.
The proposed shelter meets all of the above criteria for
insubstantial amendments. According to the application, existing
buildings cover 5, 723 s. f. on the site. 3% of this figure is 172
s. f. The proposed shelter is 160 s. f.
Recommendation: Staff recommends approval of the 160 s. f. tool
shed as presented in the application.
I approve the Insubstantial PUD Amendment for the
addition of a 160 s. f. tool shed attached to the
maintenance building at the Aspen Parks Department
hea quarters at 585 Cemetery Lane.

off due to construction it may not be in the system yet. I give my

i am sending this to you because i don't know who deals with this
sutff also because it is always a pleasure to communicate with you.
the parks dept. has submitted an application to us and a $200
processing fee is required. they will do some sort of buget transfer
but we will not complete the app. until the money has been
transferred could you or the person who handles this please let me
know when that occurs??

Message:
Ken Collins dropped off an application for insubstantial PUD
amendment for the addition of the 8x20' shed attached to the existing
building. THe application looks ok, but Parks needs to pay the $200
flat fee for Planning processing. I don't know if you guys do a
budget transfer or cut a check. Until I hear that payment has been
made, I' ll hold on to the application. It will only take a day or so
to actually process once I hear the $ has been taken care of. Call
if you have questions. Thanks.

Dear Leslie:
The City of Aspen Parks Department is requesting land use
approval for an insubstantial PUD Amendment to construct a 20 'x 8 '
wood frame storage shed at the Parks and Golf Maintenance
Facility, 585 Cemetery Lane .
The 160 square foot shed will adjoin the existing building on
the north facing front of the original building, adjacent to the
garage bays . The shed will be a two sided structure with a 12 ' to
8 ' sloping roof . No utilities will be necessary. The floor will
be at grade, of dirt and gravel . Because the structure is only
two sided using the corner of the building for the other support,
staff feels the shed can be constructed in house. The total cost
to build should be $500 or less.
The purpose of the shed is to provide storage for small
equipment and miscellaneous tools. Presently, tools such as
rakes, shovels, etc. are stored in an old metal dumpster. The 8 'x
8 ' dumpster only allows for seasonal storage of tools (ie. spades
and rakes for summer, snow shovels and ice chippers for winter) .
The remaining tools formerly were stored at the Marolt salt shed.
Additionally, the dumpster is difficult to access and often times
employees must climb into the dumpster to retrieve tools . The new
shed will allow for year round storage of the tools as well as
possible storage for weedeaters or hand mowers .
The shed will have little impact on the neighborhood and
should not be visible other than from the yard of the maintenance
facility. Our closest neighbors, the Sharps, have been notified
of the proposed structure.
