VAN HORN SUBDIVISION, PL=N::ED UNIT 0'_'_:i =_ `/an Horn Outline Dev.Plar Mayor Standley opened the public hearing. `� Mr. Russ Pielstick, Architect was present and submitted the subdivision plat and V' the outline development plan. Reported the area is presently zoning for PL'D. Proposal calls for 6 or 7 single family lots and maintaining the area along the river as open space. Plat showed common ground for the people in the subdivision and would be held in common ownership. Street will be a private road and 16' wide. City Engineer Ellis reported roads held in priva'-.e ownership tend to take away from the public the right to the public land. Private roads tend to cause problems in the future and feel all roads should meet City standards. Minimum standard would be 20' to 24' . It takes 20' in order to put in utilities at a reasonable cost. • . d I Councilman Breasted moved to approve the PUD outline development plan based on trail accessibility approved by the Engineering Department and approval by the Engineering Department of access from Highway 82. Seconded by Councilman DeGregorio. All in favor, motion carried. MAGIC PAN, OFFICER CHANGE Forms required by the State and City were submitted to Council by the City Clerk who Magic Pan stated all was in order. 1 Councilwoman Markalunas moved to approve the office change of the Magic Pan, Inc. • Seconded by Councilwoman Pedersen. All in favor, motion carried. , COG HUMAN RESOURCE CO}^.4ZTTEE REPORT tj f I Representatives of the Committee, Lynn Gruzen and Betsy Thaete were present and •IHuman Resource reviewed the priorities established by the Committee with Council. It was pointed Report out the greatest need is co-ordination of all human resources. Mayor Standley - 'I pointed out this report is the background information needed by Council for their deliberations of Resolution #29, Series of 1974 which will be discussed after budget is adopted. Councilman DeGregorio- moved to instruct the City Attorney to prepare a resolution ,� commending the committee for the job they did in the report. Seconded by Councilwoman j Pedersen. All in favor, motion carried. ' COLORADO UTE POWER LINE, A-95 A request was made before the joint meeting of the County Commissioners and City ,Ute Power Line Council to construct a power line from Basalt to Aspen. City Economist Larry Simmons reported from the information submitted by Colorado Ute a recommendation cannot be submitted. The data is incomplete and incorrect. Councilman Breasted moved the City Economist report be sent to Colorado-Ute, Holy Cross Electric, County Commissioners, Pitkin County Planning and Zoning • Commission and COG. RECORD OF PROCEEDINGS 100 Leaves rang•. c.r ' F.'+ L a 1.n. Continued Meeting Aspen Plannin g & Zoning August 22, 1974 • The meeting was called to order at 12 : 10 p.m. by Chairman Spencer Schiffer . Janet Landry, Jack Jeakins and Bryan Johnson were in attendance along with City/County Planner John Stanford, City Attorney Sandra Stuller and Assistant Planner Yank Mojo. Vroom Building Roy Vroom had come before the Commission to present Conceptual, Preliminary & plans for moving his present building located on Final Main Street next to the First National Bank Building one-half block north to Lot A of the same block. The hardship felt by Mr . Vroom is that he must move this building prior to construction which is scheduled 10 days to 2 weeks from the meeting date . When he had originally applied for Ordinance 19 review, he learned that the docket for review was full and he could not be scheduled. Johnson felt that there is a hardship and that • hearing for conceptual, preliminary and final at one meeting was valid. Johnson moved to combine conceptual, preliminary and final stages of Ordinance 19 review. Jenkins seconded. All in favor--motion carried. Mr. Vroom explained. that the building that now houses his real estate office would remain intact but would be moved to Lot A of the same block. This was a temporary move but by no means would the temporariness of the move affect the necessary utility set-up. He would be following the the building code as to the utility requirement. He stated that this office would fill his needs until his new building that fronts on Main was ready. The Planning Department that his referrals were in order and were in favor of approval. Yank Mojo was questioned as to zoning--he stated that the site is now zoned C-1 with the proposed being Office/Multifamily. Landry moved to grant conceptual, preliminary and • final approval. Jenkins seconded. All in favor. 4 Motion carried. Van Horn Subdivision Outlying Development Plans were presented on the Outlying Development Plan- Van Horn subdivision to be located near the Roaring PUD Presentation Fork River and bordered on the north and east by Riverside Placer and Riverside Subdivision and on the south and west by the Roaring Fork River. The proposed subdivision, consisting of3. 0833 acr -s of land is across from the Ute Cometary and Children ' s Park. The plans for subdivision plans are to subdivide land only for the creation of 7 lots. The land will be offered for sale with the owner building a his own with his only restriction being that of a covenant between the grantor and grantee. • r • • Van Horn Subdivision The lots vary in size from 6 , 700 to 9 , 300 square cont'd feet with access by a private drive and parking on the individual lots. The present and proposed zoning will remain the same, R-15. The common land, 1 . 054 acres or 30°% of the total will be deed to all 7 owners Schiffer questionedwhat type of people that would live there. The developer explained that it would he the type that could afford 'luxury type homes as they would have to build after they purchased the land. The Planning office was satisfied with the plans as presented. Barnard arrives Johnson moved to approve the ODP-PUD. Jenkins seconded. All in favor. Motion carried . Box 512, aspen,Coloradp ,;72 I CITY OF ASPEN aspen ,colorado, stsn box v MEMORANDUM TO: Aspen City Council FROM: Aspen Planning and Zoning Commission SUBJECT: Van Horn Subdivision PUD Outline Development Plan DATE: September 27, 1974 An Outline Development Plan for seven (7) single-family residence lots has been submitted to the Planning and Zoning Commission for consideration under R-15 PUD. The project is located in the southeast part of the City, east of the Roaring Fork River, west of the Riverside Subdivision and Riverside Placer, south of Kastellic's property and north of the bend in the Roaring Fork River at the Ute Children's Park. The applicant's written proposal and site plan are attached. On August 22, 1974, the Planning and Zoning Commission found that standards of approval as requried by 24-10.1 (b) 2 of the Zoning Ordinance had been met, and recommended approval subject to sat- isfaction of all subdivision requirements. The Commission's findings are as follows: 1. The tract of land proposed for PUD develop- ment is in one ownership. 2. The area under consideration constitutes 3.083 acres (134,295 sq. ft. ) and is design- ated R-15 Mandatory PUD. MEMORANDUM Aspen City Council September 27, 1974 Page Two 3. The development includes substantial open space for the mutual benefit of the entire tract. The owner/developer has agreed to deed the open space to the lot owners as tenants in common. 4. The project is designed to provide variety and diversity of land use and to insure that the area adjacent to the Roaring Fork River is maintained in its natural state. 5. The developed areas surrounding the proposed subdivision are low density single-family neighborhoods. ' ci P IELSTICK ROSOLACK .: PHIPPE N TO MEMBERS OF THE PLANNING COMMISSION RE : Van Horn Subdivision Outline Development Plan PUD - Submittal Site Plan The proposed subdivision is located in an area designated by present zoning as PUD. This is consistent with the desires of Jack E . Van Horn, Jr . , the Owner and Developer of this 3 . 083 acre tract . It is our desire to provide an alternative to the condominium-apartment , the single lot - single family house , and typical sub-division house . The alternative we propose is a tight cluster of single family dwelling units on small private lots with a common parking area and common open space and recreation areas . (See attached drawing . ) The site plan proposed would do several things : 1 . It would greatly reduce the amount of land used for roads . 2 . It would allow a great reduction in the amount of land disturbed by utility runs (sewer , water , gas , electric , telephone , T.V. cable) , by topographic adjustments for access , and by building excavation, stockpile , and backfill operations . 3. It would allow us to have a larger setback from the river than that of a conventional subdivision. 4 . It would allow us to keep houses out of the lower meadow. 5 . It allows us to move structures closer to the base of a steep incline , setting the buildings more in harmony with the topography and the surrounding development . Lot Size Present zoning would allow 8 duplex lots for the acreage contained . This is , however , not practical , since a portion of the property is in the river . 15 , 000 square foot lots would destroy the lower meadow, would eliminate any possibility of a sizeable open space , and would crowd the river edge with structures . We , therefore , are proposing 6 , 000 square foot building sites with a common area on the lower meadow next to the river . Utility Provisions It is proposed that water , sewer, electricity, and telephone be connected to existing services already on or adjacent to the site . Gas , if required, would also be so connected . Schedule The schedule for beginning and completion is not known at this time , since it is related to the availability of financing and mortgage money .
