FARMERS MARKET & CCLC
BULLETS FROM SEPT. 10, 2001 MEETING
· Review board to consist of Farmers Market Association; CCLC member and two
city members,
· Appeals board - CCLC
· Sliding scale vending agreement. Fill the first block first with vendors and keep a
list until 12 to 15 vendors are available for the second block then open the second
block up.
· Diversity in products.
· Percentage of booths selling prepared foods for off-site consumption, i.e. Italian
Ice and Lewis Swiss Bakery.
· Hierarchy: Colorado grown, made and based.
· Items associated with the product can be sold, similar to a special events permit.
· Rotating co-up booth. Booth, crafts and produce from locals. Identify criteria for
co-up.
· Finger foods are essential for the growth of the Farmers Market.
· Identify what an entrde is, Entrees are not permitted.
· The farmers market needs merchant mix.
· Open city hall for restroom use for vendors only.

Agricultural Products: Roughly Half of Market
· Products: Must be primarily Colorado made/produced.
o This would allow for fruits, vegetables, wholesale food/beverage for off-site
consumption as long as that product is either made (grown) or produced
(assembled) in Colorado.
c> This would also allow for ancillary items associated with primary items, such as a
corkscrew or soaps, with no Colorado origination requirement.
· On-Site Consumption: Samples and/or "Finger Food" for on-site consumption would be
allowed. Compliance with applicable health regulations would be required. No on-site
sales of"meals" (needs definition).
· To be managed by Farmers
Locals Booths: Roughly Half of Market
· Taste of.4spen
o Rotating booth for local restaurateurs. No limit on samples, full entrees, take-
home prepared meals. Could be managed by local restaurant association.
o Compliance with local health regulations mandatory and may require a mobile
unit.
· Local Businesses
o Rotating booth for any local business. Could be managed by ACRA.
o Could also include a rotating booth for real estate agencies
Local.4rts and Crafts
~ Rotating booth for locals artisans. Could be managed by Aspen Art Museum or
Red Brick Assoc.
· Not-For-Profit Booth
o Rotating booth for local nfp's. Rotation could coincide with local non-profil
evems. Could be managed by Aspen Foundation.
Expansion:
o First priority: Increase vendors within existing vending area.
c> Expand market vending area either east one additional block or to Connor park
and alley behind City Hall. The may exist some safety issues with Hunter Street
if the market expands east.

o Opportunity for rotating music "booth."
o Allow for amplified music?
Management and Decisions:
Market Board
Each Group could designate a representative to serve on Board
Voting could be based on number of booths that person is representing
City staffand CCLC member would be non-voting Board members
Appeals could be handled by CCLC (Commercial Core Lodging Commission)
Market Coordinator:
o There may be significant value in a third party orgamzer to manage the market, associate
with each vendor, coordinate with City agencies, etc.
Next Steps:
c) Commercial Core and Lodging Commission (CCLC) discussion and recommendation on
revised vending agreement.
c) City Council - (no meetings have been scheduled)
o Step One: Work Session to discuss Farmers Market and recommendation
from CCLC.
o Step Two: Public Hearing to approve new vending agreement.
