City of Aspen, Colorado, for Winnetka West
Apartments.
On behalf of Mr. and Mrs. Leonard Koval , Benedict-Mularz
Associates, Professional Corporation submits the following
review for your consideration for 6 residential housing
units within the alloted quota for 1980. One studio unit
will be under employee housing guidelines of the City and
five will be on the open market.

Mr. and Mrs. Leonard Koval propose to construct six residential housing
units consisting of four studio units and two - 1 bedroom units on
Block 70, Lots H & I, located at South Aspen and East Cooper Streets
in Aspen, Colorado. At the present time a single family residence and
detached building is on the lot, which will be removed. The detached •
smaller structure will be demolished and the large victorian residence •
will be moved to another site within the City of Aspen. The Owner will
retain this historical residence as their Aspen home, so it is their
desire to find a lot in Northwest Aspen within a residential area as a
more desireable site than the existing area within tourist and commercial
environs.

One of the studio units will be submitted as housing under Housing
Authority Rental Guidelines and the remaining five units sold on the open
market.
• . The site is Zoned R-MF Residential Multi-Family Block 70, Lot H with 30
.feet frontage plus 5'-0" of Lot G, and Lot I with 30 feet frontage for •
a total of 65'-0" frontage and 100'-0" deep, or 6,500 square feet.
Permitted land uses are: One Family Dwelling; Two Family Dwelling;
Multi-Family Dwelling with minimum lot area per dwelling unit as follows:
Studio Unit - 1 ,000 square feet land per unit
One Bedroom - 1 ,250 square feet land per unit
Two Bedroom - 2,100 square feet land per unit
Three Bedroom - 3,630 square feet land per unit

The mix will be
2 One Bedroom requiring 1 ,250 $ x 2 = 2,500 cti
4 - Studios requiring 1 ,000 t x 4 = 4,000 t
TOTAL LAND AREA REQUIRED 6,500 t
According to bulk requirements, no open space percentage is required.
Off street parking required is 1 space per bedroom, therefore, 6 spaces are
provided.

The following analysis is submitted for the required review under City
Code Article X, Section 24-10 Growth Management Quota System.
Comments as required under Section 24-10.4 (1 ) :
(aa) The proposed housing units are located within the City of Aspen,
and will have service from the Aspen Water System. Please see
letter from Water District.
(bb) The proposed units located within the City of Aspen will be tapped
onto the Aspen Metro Sanitation District Service. Please see
letter from Sanitation District.
(cc) The present surface and run-off system of the City of. Aspen will
be adequate for drainage.
(dd) Automatic sprinkler system will be installed for all units plus
an automatic fire alarm system. The Fire Station is located
approximately 1,600 feet from the site and response time could be
within fifteen minutes.
(ee) The housing will be on Lots H & I of Block 70 with a 65'-0"
frontage on Cooper Street and 100'-0" on Aspen Street with total
area of 6,500 square feet. Four studio apartments and two, one-bedroom
units will be built with off-street parking provided on the south
or alley side of the property. One of the studio units will be an
employee unit under the City Housing Authority and Rental Guidelines.
Three studio and two, one-bedroom units will be sold on the open
market. The interior apartment on the First Floor will be rented as
an employee housing unit under Low Incoming Guidelines.
The site is 1/3 of the mile from the . Lower Elementary School and
the Upper Elementary School . The Middle School and High School
are about 5 miles from the site. At the present time school busing
within the City is provided by the City Bus System, centered at
Ruby Park which is three blocks away.

(ff) The development will be providing housing for an additional •
. household of four, in comparision with existing use of the
residences of two households. It can be assumed four additional
cars will be utilized, but off-street parking will be provided
with the new plan, whereas street parking is now being used.
Cooper and Aspen Streets will not be greatly impacted with. this •
additional auto use
The site is within three blocks of the City-County Public
Transportation Center at Rubey Park. The location suggests an
excellent auto disincentive with public transportation nearby,
a short distance to walk to ski lift and commercial core.

(gg) The site is 450 feet from Wagner Park, 650 feet from Paepcke
Park and 900 feet to Bass Park. The Hospital is about 4 miles
from the site and airport.Mass Transit is 3 blocks away.
. Additional impact on City facilities is negligible.
(hh) The Police Station located in the City Hall is about a 1/3 of a
• mile away with a response time within fifteen minutes. No •
additional Police personnel will be required.
(ii ) The main commercial core of the City is within 1/2 mile of the
site.
(jj) Adjacent property to the East and South are Zoned Lodge Two with
North and West property Residential R-MF. This-development is
compatible with existing adjacent 'land uses.
(kk) It is the intention of the Owner to start construction in the Spring .
of 1980 with completion by December 1980. No phasing of construction
will be considered due to the total construction area of only •
2,400 square feet land footprint or 4,800 square feet of floor area.

Dear Sir:
In order to complete the application for housing units under
the Aspen Growth Management Quota System Section 24-10 of
the City Code, information is requested from the water district.
According to Section 24-10.4 (1 ) (aa) information is needed
for main size and pressure, excess capacity available and
location of the nearest main. Could you please furnish
this information for Aspen Block 70 Lots H & I at the corner
of Aspen and Cooper Streets.
At the present time a large two story residence and detached
smaller residence are located on the property. It is the
intention of the owner to move the larger house to another
lot, demolish •the detached house and erect an apartment,
complex of four studio units and 2 one bedroom units. Each
unit will have a full bathroom with tub-shower, lavatory
and water closet, and kitchen sink and dishwasher.
I would appreciate an immediate response to these questions
as the application must be submitted by January 1 , 1980.

In response to your application under the growth management quota system
for four studio units and two one bedroom units at Aspen and Cooper Steets, i.
regarding availability of sanitation facilities:
Durant and Cooper, capacity .85, MGD present flow .19 MGD.
Trunk sewer, First St. line, capacity 1.3 MGD present flow .78 MGD.
The expected demand of the building is 972 gallon per day. There should
be no problem in providing sanitation service to this proposed huilding.
