The 72 foot expansion is to the front of the space occupied by the Main Street Music store. A note for the zoning officer when checking the building plans is to remember that we now have a park dedication fee for commercial buildings. Therefore this expansion should pay a minimal fee. ADJOURN MEETING a.cov • MEMORANDUM TO: Aspen Planning and Zoning Commission FROM: Cindy Houben, Planning Office RE: Wheeler Square Building Exemption Request DATE: October 4 , 1988 REQUEST: Approval of a minor addition to the Wheeler Square Building of less than 500 sq. feet of net leasable area. APPLICANT: Wheeler Square Associates (fsDiv. DESCRIPTION OF THE PROPOSAL: The proposal is to enclose approximately 72 sq. feet of space under an existing overhang in order to bring a front window out so that it is in line with the outside wall of the building. The space which is being increased in size is the store occupied by Main Street Music. In addition the external stairway will be remodeled stepping down into the courtyard area. STAFF COMMENTS: The Planning Commission has the ability to grant an exemption from Growth Management for the addition of less than 500 sq. ft. of net leasable area to a commercial building. Section 8-104 B. la. of the Code states that the Planning Commission has this authority if it is demonstrated that the expansion will have minimal impacts on the community. The areas of impact outlined by the Code include additional employee generation, additional parking demand, visual impact, demand on public facilities and the cumulative impact of additions. Employee Generation: The employee generation for 72 square feet in the CC zone district is . 03 employees. This is a negligible number and therefore no new employee housing is proposed. Parking: Based on the CC zone district requirements of 2 parking spaces per 1000 sq. feet of net leasable area, the addition of 72 sq. feet would require . 14 spaces. Therefore, no new parking spaces are being provided. Visual: The visual impact from the street level will be negligible. The addition will allow the store to be viewed more as a retail space from the courtyard level. The new stairway will not be visible from the street level and will not intrude into the courtyard area. The development was determined to be exempt from HPC review since the proposal does not impact the Historic character of the neighborhood. • • Cumulative additions: In reviewing the files in the clerks office it appears that no other exemptions for minor additions to the Wheeler Square Building have been requested. REC• IINDATION: The Planning Office recommends approval of the proposed addition of 72 sq. feet and stairway to the Wheeler Square Office Building. Demand on Public Facilities: The addition will not have a demand on public facilities. Sincerely yours, /(L---41 /' 4 Donald J. lei= er 710 East Durant Avenue•Aspen,Colorado 81611 303/925-2122 • • REVIEW STANDARDS: DEVELOPMENT APPLICATION FOR GROWTH MANAGEMENT EXEMPTION This application requests exemption from the Growth Management Quota System for the expansion of commercial use by not more than five hundred (500) square feet of net leasable area. Specifically, the plans for the remodel project provide for an increase in net leasable area of seventy two (72) square feet. As this increase is an expansion of an existing retail space, currently occupied by Main Street Music, the project will have minimal impact on the City. The proposed development for the Wheeler Square Building is designed primarily to enhance the retail space currently occupied by Main Street Music. This project will result in a storefront that is more retail in character, an improvement from the current design which is inferior for the purpose of retail use. The storefront, specifically the window front, will be relocated to be flush with the outside wall of the building, and the entrance of the store will be relocated to a position which allows for direct access from the Hyman Avenue entrance to the Wheeler Square Building. In addition, the exit door, which will access the lavatories and storage area below, will be located on the courtyard level, and the stairwell will be remodeled accordingly. The project will not result in any additional employees to be generated by the project. Using the guidelines provided in Section 8-106 of the Municipal Code for the Commercial Core (CC) standards for full-time equivalent employee generation, the employee generation for seventy two (72) square feet is . 03 employees. (Based on the CC requirement of 3 . 50 employees per 1, 000 square feet of net leasable) . On the basis of the negligible increase in the number of employees generated by the project, no additional employee housing will be provided. The expansion will result in a minimal demand for additional parking. As set forth in the Commercial Core Off-Street Parking Requirements in Section 5-209 of the Code, the requirements for a commercial use within this zone call for 2 spaces per 1, 000 square feet of net leasable area. Based on these standards, an increase in net leasable area of seventy two (72) square feet results in an additional parking requirement of . 14 spaces. Therefore, no additional parking spaces will be provided, and parking will be accomodated on-street as for the rest of the building. • • This project was submitted for review to the Historic Preservation Committee as a minor development within the historic overlay district. The development plan was determined to be exempt from HPC review, on the grounds that the proposed remodel does not impact the historic character of the neighborhood or the integrity of the nearby historic structures. In fact, the visual impact of this project from the street will be minimal, as the project is proposed for the interior, lower level, of the Wheeler Square Building. The change proposed for the retail space, currently occupied by the Main Street Music store, will actually bring the storefront of that space in line with the outside wall of that part of the existing building. As a result, that particular facade will be more consistent with the other outside walls surrounding the courtyard area. Therefore, the proposed development enhances the function, the design, and the aesthetic presentation of the Wheeler Square Building. The project will not result in any increased demand of the City's public facilties.
