Harald “Shorty” Pabst was Mayor in 1964 and purchased Lots N and O and West
22.5 feet of Lot P, behind City Hall which he purchased for $15,750 and then
sold to the city.
Resolution #16, 1983, named the property, in perpetuity, “Milton Conner
Memorial Park”. Conner acted as guardian of the Fraternal Hall Building (City
Hall) from 1928 until September 1944, when he participated in the granting of a
perpetual lease of the building to the City. From 1944 until the mid 1970’s, he
was instrumental in preserving this historic structure and in transferring
permanent title to the property to the people of Aspen in 1956.
