Dear Mr. Behrendt:
In regards to our phone conversation yesterday, yes -- you were granted seven additional
units in the 1998 small lodge lottery for the Saint Moritz Lodge. Your request was
specifically. for six.lodge units !i11d one employee unit. This allotment allows you to
proceed through the growth management exemption process.
Even though we have spoken about these additional units, the City has never officially
informed you in writing of the allotment, I apologize for any uncertainty we may have
created and I offer this letter for your records.
As we have discussed several times, there may soon be more flexibility in the zoning'
provisions for your property. City Council is holding a worksession on OctOber 19th to
discuss those possibilities with the City Planning Department. This is an open meeting
and you are welcome to attend. City Council appreciates the involvement ofland owners
when discussing possible zoning amendments.

Small Lodge Lottery
SUMMARY: The annual smillllodge lottery for lodge expansion has been scheduled for
tonight's P&Z meeting. Unlike the lottery last year, we have seperated the "lodge
expansion" from the "change-in-use" due to a pending text amendment which would
require mitigation for the demolition of a lodge and change to a free-market residential
use. Tonight's lottery is only for those lodges wishing to add more lodge rooms and/or
employee units. Only one lodge, the St. Moritz, has applied for lodge expansion units.
BACKGROUND: The following chart indicates the status of conversions and
expansions by the small lodges to date under the Small Lodge Lottery program.

'Please note that under Ord. 29 (which exempted these lodges from GMQS scoring and
competition), the lodges have nine (9) months following the lottery date to file for a change-in-use
approval from the Planning and Zoning Commission. A building permit must also be issued
within eighteen (I8) months of the lottery date in order to keep the allocations valid. The

Planning and Zoning Commission does have the authority to extend these timeframes as provided
in Section 26.100.050.
As of today, and based on-undeveloped allocations, the following pools are available for
this last lottery in 1998:
. 15 Free-market residential units (42 bedrooms)
. 33 Lodge expansion units
. 8,000 s.f. of office/commercial space
REQUEST: The St. Moritz Lodge is requesting the allocation of six (6) additional lodge
expansion units as well as one (I) employee unit, for a total of seven (7) units. There are
no other lottery applicants, and therefore no lottery process is necessary. The owner of
this lodge will be required to apply for an exemption from GMQSat a subsequent public
hearing before the Planning and Zoning Commission.
RECOMMENDATION: Staff recommends that the Planning and Zoning Commission
alllocate seven(7) units to the St. Moritz Lodge to allow them the opportunity to expand
after completion of the GMQS Exemption process.
RECOMMENDED MOTION: "I move to approve the allocation of seven (7) units to
the St. Moritz Lodge to allow them the opportunity to expand after completion of the
GMQS Exemption process".

a. To the oldest non-majorly remodeled Lodge in Aspen we would like to (A)
add 4 or 6 tourist rooms to the rear of our pool and garden, (B) add a much
needed one or two bedroom employee unit, and (C) correct the rear fire escape
system as requested by the Fire Marshall. The attached tabular analysis
describes this partially, An existing site drawing also accompanies this request.
The two story addition will have rooms of just under 315 square feet, with
the basement employee apartment sized by what is granted above. A small
utility room and a small guest laundry room is envisioned at the foot of the
basement entrance.
Very large trees, a tile pool/jacuzzi and a small garden, which are
important amenities to the existing lodge guests, severely constrain the buildable
envelope.
b. Preliminary budgeting suggests we will ba able to convert a 3/4 time desk
clerk position to a full-time position, and give our maid pool two and one-half
more hours work daily during busy season. While we won't generate need for
additional employees, we will solidify and enhance the existing positions. We
need the proposed housing for our existing staff, Housing office guidelines will
set rents, if we charge at all.
