Adjourn Aspen Saturday Market: November 7, 2001 Agricultural Products: Roughly Half of Market · Products: Must be primarily Colorado made/produced. o This would allow for fi'uits, vegetables, wholesale food/beverage for off-site consumption as long as that product is either made (grown) or produced (assembled) in Colorado. o This would also allow for ancillary items associated with primary items, such as a corkscrew or soaps, with no Colorado origination requirement. · On-Site Consumption: Samples and/or "Finger Food" for on-site consumption would be allowed. Compliance with applicable health regulations would be required. No "meals" for on-site consumption (needs definition). Potentially Hazardous - Must be prepared off-site at a licensed facility and sold as a take-home item. (Not prepared on-site and not for on site consumption) Not Potentially Hazardous - Can be enhanced on-site and served for on-site consumption. To be managed by Farmers Rules for inclusion to be the responsibility of the farmers group. Farmers responsible for providing trash containers, barricades, signage, street cleaning. City will provide barricades, permanent street s~gns, towing Locals Booths: Roughly Half of Market · Taste of~lspen o Rotating demonstration booth for local restaurateurs. Samples, demonstrations, and take-home prepared meals. Could be managed by local restaurant association. o Compliance with local health regulations mandatory and may require a mobile unit. Can be established as a "special event" with no licensing reqmrement. · LocalBusinesses o Rotating booth for any local business already licensed and operating in Aspen. Could be managed by ACRA or CCLC. ~ Could also include a rotating booth for real estate agencies. · Local,~rts and Crafts ~ Rotating booth for local artisans. Could be managed by Aspen Art Museum or Red Brick Assoc. · Not-For-Profit Booth o Rotating booth for local nfp's. Rotation could coincide with local non-profit events. Could be managed by Aspen Foundation. · Tables ~ Could be made available to locals' booths for small fee. o Could be provided by the City and stored in alley behind City Hall. Expansion: o First priority: Increase vendors within existing vending area. Allow for vendors and products not currently allowed for within the existing agreemem. o Expand market vending area either east one additional block or to Counor park and alley behind City Hall. No crossing guards are needed for Hunter Street, signs warning pedestrians of crossing auto traffic are recommended. Connor Park and Alley Or, east one block Existing market ] I Music: o Opportunity for rotating music "booth." o Non-amplified music can start anytime. Amplified music may start at 11 a.m. o Control by decibel level (needs to be defined) Subject to complaints and revocation of permit by CCLC. Management and Decisions: o Market Board o Each Group could designate a representative to serve on Board o Voting could be based on number of booths that person is representing o City staffand CCLC member would be non-voting Board members c) Appeals could be handled by CCLC o CCLC o Each Group would be permitted by CCLC similar to mall licensing process. o CCLC could promote the remaining spaces after the farmers group claimed theirs. o License could be revoked by CCLC. o Appeals could be handled by City Council Market Coordinator: o There may be significant value in a third party organizer to manage the market, associate with each vendor, coordinate with City agencies, etc. Next Steps: o Commercial Core and Lodging Commission (CCLC) - o November 7th discussion and recommendation on revised vending agreement. o City Council - o Step One: Work Session to discuss Farmers Market and recommendation from CCLC. November 13th, 4 p.m. o Step Two: Public Hearing to approve new v~nding agreement. Has not been scheduled.
