Dear iembers of the Planning and Zoning Commission:
I am writing on behalf of A.E. . Corporation, whose application
under Ordinance 19 for an 8 unit apartment building recently
received final approval with certain conditions , one of which
was that the units be rented on a long term basis, with
minimum six month 's leases.
My clients were not clear as to the duration of such a
requirement, and I thought it unlikely that you would require
such a condition "forever", so I contacted the City Attorney.
Ms . Stuller said that she thought it should be forever, but
that if I felt differently, I should write to you for
clarification and guidance, which guidance she would be
happy to follow.
I should like to suggest that it would be fair and appropriate
to have A.E. . enter into an agreement with the city pursuant
to which they would lease their apartments only under leases
with a minimum term of six months, and that this agreement
should be limited to a reasonable period of time, say three
to five years, or some period which you believe is reasonable.
The agreement with the city can be recorded, and can provide
that it may be enforced by the city or by a prospective
or existing tenant.
It does not seem reasonable to me to require the owners
of property to enter into such agreements for indefinite
or very long periods . Not only are such restraints viewed
with disfavor in the law, but also, it is hard for anyone
to foresee what the needs of both the owners and the city
may be beyond a reasonable period of time.

I should, therefore, like to ask that you consider this
question at your earliest convenience, and , if you feel
some time limitation on any agreement with the city is
reasonable, - to so advise Ms . Stuller.

Gentlemen:
The Pioneer Apartments as proposed would not have appreciable impact as
far as school enrollment is concerned. The configuration of the apartments
as studios would not gain any appreciable numbers of students.
In general, I would like the Planning Commission to consider possible school
expansion and the necessity of additional school sites. Whereas any single
small project would not have much affect, the accumulative effect at some
point in the future would necessitate additional school sites.

A. E. M. Corporation consists of a small group of
concerned Aspen residents interested in long term
housing.
A. E. M. Corporation is applying for a building permit
in order that construction of "THE PIONEER" , which is
to be located at 915 East Hopkins Street, can commence
as soon as possible. This apartment building will con-
sist of eight studio apartments to be rented only on a
long term basis to residents of Aspen. The location
of the building is in an area of other long term rentals.

1. In freezing weather: Do no masonry work unless
approved means are provided for heating materials,
and masonry is protected from frost until mortar
has hardened.
2. In rainy weather: Do no work unless materials
and work are protected by cover.
3. . Before stopping work for the day: Bring face and
backing to same level. Cover tops of walls with
non-staining waterproof covering.
4. When work is resumed: Clean top surfaces of loose
mortar.

A. Hollow Units: ASTM Specification C-90, current edition,
made with pumice aggregate, modified as required by
Building Code.
B. Miscellaneous: Provide solid blocks and other special
shapes required. Blocks are used for back-up purposes
only.

C. Laying Concrete Units: Lay in regular bond, breaking
vertical joints to evenly spaced lines, unless otherwise
indicated. Units with open cells exposed in fireplaces
not permitted. Make joints uniform, approximately 3/8"
wide. Build units tight to abutting masonry. Bond
each course at corners and intersection.
75 Masonry Reinforcement
A. Bars: Intermediate grade deformed steel bars made
from billets.
B. Wire Mesh: "Dur-O-Wall", "K-Web" or approved No. 9
gauge side and cross rods; width of mesh recommended
by manufacturer for wall thickness.
C. Reinforced Hollow Cell Units: Install mesh in horizontal
mortar joints not more than 16" OC vertically. Lap
joints in mesh in accordance with manufacturer's directions,
Set bars vertically in open cells where indicated on
Structural Drawings. Tie to steel previously placed in
walls and fill cells full of grout.
SECTION 17. 14 - ELECTRIC HEATING
1. GENERAL
A. Furnish and install all equipment necessary to provide
electric heating for the units.
2. DESCRIPTION OF SYSTEM
A. Heating - to be electric baseboard system as by "Federal".
Each baseboard unit to have individual thermostat.
B. The electrical contractor shall guarantee all workmanship
and materials and replace any found defective without
cost to the Owner for a period of one year after final
acc&tance is made by the Owner. Final acceptance must
be in writing.
C . All materials shall be new, of best quality,
3. SHOP DRAWINGS
A. Provide Owner with complete set of shop drawings for
the proposed system to be used. Include complete
technical data on the manufacturer of heating units
as well as the length and location of baseboard units.
Show also location and type of temperature controls.
4. GUARANTEE
A, The Contractor guarantees by his acceptance of the
contract that all work installed will be free from any
and all defects in workmanship and/or materials and
that all apparatus will develop capacities and •
characteristics specified, and that if during the period
of one year, or otherwise specified, from date of
certificate of completion and acceptance of work,
any such defects in workmanship, material or performance
appear, he will, without cost to the Owner, remedy such
defects within a reasonable time to be specified in
notice from the Engineer. In default thereof, the
Owner may have such work done and charge cost to the
Contractor,
