OLD Bartel stated that copies of Ordinance I19 , with the amend- BUSINESS moot incorporated in it, were presently available. Could. Ord. i19 be picked up in. the Buildnq Department. Geri Vagneur arrived. • Mixed-Residential Bartel stated. that at the study session the previous week, inventory several members had indicated. that they would work on the inventory for the area shown on the Ordinance U19 map as mixed-residential . Stated that John Stanford has prepared. the outline of what the Planning Office would like to have the Commission look at. Stated that copies of aerial photographs and address .maps have been prepared. Requested that. those working. on the project meet with. Stan- ford. Ord. 119 Review -t/ Bartel stated. that this project had come before the advisory Episcopal Church board, and that they didn ' t see any problems with the - first stage of that project. Jenkins made a motion. to approve the preliminary and final plans of the first stage of this project, seconded by John.- son. All in favor, motion carried. T.I. ATT,S GRANT- Bartel e;,:plained that the Parks Department and the Plan -idg / IN-AID APPLI- Office had prepared a $25 , 000 Grant-in-Aid application for CATION Stated that the Council had budgeted $25 , 000 and .. that they were trying to match that with land and water conservation funds . . Stated that the application was in , but for action to he tabc on the application by the State , needs comments from the Com- mission . Bartel submitted letter to the Commission, to Mr. O 'Malley of the Division of Parks and Outdoor Recreation. The letter read as follows : "The Planning. Commissions of the City of Aspen and the Couo- ty of Pitkin have reviewed the City ' s Grant-in-Aid Applica- tion by the Department of Parks and Recreation for multi- purpose trail and footbridge. This application is in com pliance with the Aspen. Trail System Plan which has been a- dopted by both the City of Aspen and Pith in County Planning and Zoning Commissions . There has been extensive use of the multi-purpose trail ex- tending to thn high school and city parks coin] ex funded by the Division of Game, Fish and Parks in 1972 . Further stated Review that the existing structure is a conditional use. Architect Ted Molars submitted drawing of proposed building . and gave a brief history. Mularz pointed out the need for additional classroom facilities and a 3arge meeting room. Mularz stated that: the Building Committee had done a Master Plan in order to do the project in phases . Could . take from 5-10 years for ultimate completion. Stated the first priority was the Church--proper. - Mularz pointed out that they would like to re- do the rooL Under present regulations , can build to 371/2 feet, but are looking at .34 feet. Would extend the Church 10 feet to the south, or 300square feet, and would replace the present spiral staircase with regular walkup-type stairway. Mularz gave a present site description. Stated they would have room for 9 additional parking spaces . Felt there were no technical problems as far as the variance was concerned. Jenkins stated that he would like to see the project come in as a Master Plan since the function of the building will not change. Chairman Adams suggest they come in after Ordinance #19 for the rest of the project. Commission agreed to grant approval of the project. Norway Shadows - Chairman Adams opened the public hearing on Norway Shadows Ordinance #19 Subdivision , Preliminary Plat. Review & Subdivision - Charles Brandt, Attorney, was present representing Preunch Preliminary Properties , Inc . Brandt described the location of the Plat project as 731 S . Aspen, the site presently occupied by the Norway Lodge . Brandt submitted plans for the project and stated there was 41 , 000 sane no feet of land . The Norway Lodge is currently reilLing on a month-to-month basis , with an average of 6 month-1 year occupancy . Further stated thin L: currently the rent is relatively low and the occupancy is 100% . Brandt stated that the proposed use was 27 units in three seperate structures : (3 ) Building A -- 9 units (all 2 Lan) (2) hull ding 13 - 6 units (all 3 3dr) ; (3) 1:0A ] vig C -- 12 units (an 2 MY ) . City Engineer. RE : EXPANSION AND MODIFICATION OF THE CHRIST EPISCOPAL CHURCH AT 5th AND NORTH AVENUES. DATE: Nov. 28 , 1973 I have reviewed _the proposed site plan of the above mentioned project and have discussed the following with Warren Palmer of Theodore L. Mularz , Architects . At the present the site drainage plan is acceptable with the addition of a dry well capable of handling the roof run off for a two-year intensity storm. At this stage the parking lot area is gravel and run off should not be excessive , however , should this parking area be paved at some future date,- an addi- tional dry well or detention pond for the parking lot run off will be required. I recommend that the preliminary plan be accepted as far as drainage, if adequate dry well facilities are added to the plans . Galena Aspen, Colorado 81611 Dear Gentlemen : Christ Episcopal Church would like to apply for a building permit from the City of Aspen for the purposes of expansion and modification of its current building located at 5th and North. It is my understanding that the first step in this application procedure is to submit a request for a "Conceptial Approval " to the Planning and Zoning Commission along with specified data sufficient to give the members of the Commission a preliminary presentation of what changes we have in mind and the reasons for making these changes . Our architect, Mr. Ted Mularz , will furnish you with the specified data . In addition as Senior Warden of our Church, I would like to explain some of the reasons for our wishing to make the mod- ifications. Over a period of years the concept of Christ Church has changed somewhat due to policies which are directed more toward community activities and cooperation . We are encouraging the Church to become more involved with the citizens of Aspen as well as supporting more social , religious and civic groups . We find our present facilities inadequate to handle these activities . We also have encouraged youth groups to become more active in the church as well as greater participation by children of our members in Sunday school . Both of these have expanded substantially and we simply do not have classroom facilities to handle the attendance by these children that we enjoy. A secondary, but nevertheless important reason, for our desire for modifications is our lack of enthusiasm for the general appearance of our current building in relation to its aesthetic appeal to our members as well as residents in the neighborhood. We feel that we can substantially improve the appearance and make it much more acceptable to all parties concerned and a real asset to the area . 2. In conjunction wfth this addition, consisting primarily of a parish house, the Church exterior would be re- designed over the present shell in harmony with the new addition. The ultimate goal is to produce a warm, inviting and inspiring place of worship. Although the project will be done in phases, as funds become available, the program, will consider the total scope of the project for purposes of design. After approval of total preliminary design the various phases can be established on the basis of priority and available funds . It is, however, understood that the initial priority consists of the construction of as much of the parish house as possible. beyond this additional phases , as established, will only serve as guidelines and can change or be combined depending again on future priorities and available funds . In keeping with the floor levels of the existing structure the parish house addition will also be on two matching levels as out- lined in the following requirements . The areas, as specified, are to be considered only as goals . Final areas will be determined accurately in planning on the basis of actual available land area and other site requirements such as setbacks and off street parking . PARISH HOUSE I . LO' ER FLOOR A . 4 Classrooms 200 sq. ft. + ea. The classrooms should be individual rooms with doors readily accessable from both the interior and exterior. B. Toilets Toilet rooms are to be accessable from both floors and contain the following minimum fixtures : I . Women : 2water closets , 2 lavatories 2. Men: I water closet, f floor urinal , 2 lavatories. C. Kitchen The present kitchen is to be expanded into the new space a minimum of 6 ft. to provide additional work space. Provision should be made for the following : 1 . 12 ft. more counter space. 2. remove existing 24 in. deep cabinets on north wall and replace with 12" deep full height storage cabinet to create wider aisle . 3. existing gas range, refrigerator and sink to remain. 4. 2 domestic dishwashers. - - - 5. range hood. - 6. garbage disposer. 7. 220 V. outlet somewhere in kitchen for possible future addition of electric appliances. B. dumbwaiter for service to floor above . D. Storage Room 144 sq. ft. + For choir robe storage and dressing . Closets should be provided for about 12 lineal feet of hanging . This room should be within easy access to church above. E. Sexton Quarters 220 sq. ft. ± To contain bedroom-s ; tting area , closet and full bath with access to exterior but not necessarily separate entry. F. Janitors Closet 20 sq. ft. t To contain floor type mop sink , and storage for cleaning equipment and supplies. G. Mechanical Room The present mechanical room appears to be large enough to accommodate the additional heating plant that will be required. Provision should be made for another boiler vent (chimney ) from this new plant. I . sunken Jourtyard To be developed on south side adjacent to existing church building to allow easy access from exterior as well as additional light and ventilation to not only new addition but to classroom area below existing Church. II UPPER FLOOR A . Gma l l ;Meet i no Room The small meeting room should be developed in the area of the present sacristy-office and expanded as possible . This area should be able to be opened to • the church nave to allow additional church seating for overflow crowds . • The primary function, however, would be for small group meetings and in general would have a warm comfortable atmosphere. A fireplace should be considered. The dumbwaiter from below would probably emerge in this room. 8. Sacristy 100 sq. ft . + The sacristy should be in close proximity or adjacent to the sanctuary and accommodate the following : I . existing oak drawer cabinet. 2. re-install existing sink . (drain to be run to independent drywell ? ) 3. 8 ft. long closet for vestments. C. Storage Room `1ithin easy access to both large and small meeting rooms for storage of folding tables and chatrs. D. Pastor's Office 200 sq. ft. + The Pastor's office should be warm and comfortable and contain adequate furniture for personal meetings, conferences and consultations. Large Meeting Room 1 ,000 sq. ft. Large enough to accommodate approximately 100 people for parish meetings. F. Library 100 sq. ft. ± The library can be a part of the large meeting room without a partition between the two, however, it should be a separately defined area . G. Vestibule The vestibule should be heated and contain a coat room and bench area. It should provide access to the meeting rooms as well as the stairway to the lower floor. In conjunction with the vestibule a side entry, in the area above the sunken patio, should be explored. H. Stairway To provide vertical circulation. I . Miscellaneous 1 . ''.'ithin the areas provided consideration should be given to work space required for making flower arrangements for altar use. The kitchen counters are presently being used. The kitchen can continue to be used for this purpose, however, if an area with a sink can be provided closer to the sanctuary it would be desireable. 2. Provide phone jacks in strategic locations thoough- out so that portable phones can be moved as necessary. tfX ISTI N-G CHURCH The existing Jhurch structure should be considered in the initial design program although the work may hot be done until a secondary phase of construction . Exterior I . A new roof structure superimposed over the existing roof on the basis of the approved schematic drawing. 2. Bell tower and/or steeple. 3. A one bay addition to the south to enlarge the present nave and seating capacity as well as develop a new front facade. 4. New front steps and walk . • 5. Stone exterior side walls. 6. Repair and/or replacement of skylights . 7. Some consideration should be given to the development of a common entrance, however, if interior circulation works well this may not be important or necessary. B. Interior I . Partially remodel interior as necessary to accommodate new roof structure and beams . 2. North window re-design. 3. Stained glass windows . 4. New fixtures 5. General redecoration . EXTERIOR Prime exterior work will be one of the final phases to avoid destruction during the building program processes of the other phases. The exterior work will be the frosting on the cake!' and it is extremely important in the sense that it will serve to draw the project and Its additions together as a unit.
