Meeting was called to older by Chi°atraan J i.n. Ada -is at 5 : 15 p.m. with Chuck
Vidal, Bruce Gillis , Bryan Johnson, and Jack Jenkins . Also present Assis-
tant Planners Fred Wooden and. Donna Baer.
• Minutes Chairman Adams pointed out a correction to the minutes
of August 30, 1973 as follows : McEntyre Apartments,,
Ordinance #19 Review - "Commission concensus was to
deny the request". Commission concurred with the
correction.
• . • • Jenkins made a motion to approve the minutes of August
28, 1973, August 30, 1973 (as corrected) , September 4,
1973, and September 6 , 1973. Seconded by Gillis . All
in favor, motion carried.
Oklahoma Flats Wooden stated that the Commission had previously held
Rezoning the public hearing on the rezoning of Oklahoma Flats ,
and at this point, must make a recommendation to the
City Council.
Wooden stated that he felt the PUD concept was valid,
• but didn' t feel. Commission could modify R-15 to at-
, tatch conditions to that zoning.
Wooden pointed out that while Ordinance #19 is in
effect, could recall this particular discussion of

Vidal stated that the Commission could adopt a policy
of encouraging more of that land to come in under a
PUD plan, with the possible concession of greater
density being allowed.
Wooden stated that the Planning Office presently en-
courages PUD plans .
Vidal stated that he felt the PUD plan with possible
concessions could be a concrete incentive on a sliding
scale.
Wooden stated that R-15 zoning allows either a duplex
or a single-family dwelling on 15,000 square feet.
• . - Wooden pointed out that the rezoning under discussion
was under the present zoning.
Jenkins made a motion to authorize the Planning Office
" : :•t:o draft d- esoluti:on' recomi-riending• rezoning the Okla-
homa Flats area from R-6 to R-15 . Seconded by Gillis .
All in favor, motion carried.
Apex Building, Larry Windes , Randy Wedum, and Attorney Jim Moran
Ordinance 0.9 were present representing the Apex building.

Ms . Baer explained that the present proposal involves
removal of one of the sub•-basement ,

Chairman Adams suggested the possiblity of 4 floors
rather than 7 , or possibly dropping 2 stories off the
building. Suggested they design something imaginative
that would be more apt to meet the approval of the
Commission-. - -
McEntyre Apts . - Ms. Baer explained that this project would be located
Ordinance #19 at 324 W. Hopkins , next door to the A-Frames . Explained
Review that it was a proposed 11-unit studio apartment building
on 9, 000 square feet, which is 3 lots. Under Ordinance #19
is mixed-residential.
Jim Gibbons, representing McEntyre, pointed out that
their first thought was to build a restaurant, later
decided that would rather build apartments .
Gibbons pointed out that they were qualified for 12 units.
Further pointed out that they had applied for a building
• permit prior to Ordinance #19 , but due to a technicality,
they were not in time.
Gibbons stated that this was to be quality-, low-cost
housing with off-street parking, and access by the alley
only. PO.Vited out that there was no view problem and
that the project was directly in line with the Applejack.
Stated that the project would clean up the area and
eliminate the burned out building that is now present
on the site.
Jim Breur stated that there would be less than 50% site
coverage with 12 parking spaces, 4 of which would be

Ms. Baer explained that the Planning Office recommendation
for this site was 4 units or 2 .single-family dwellings
for the following reasons : (1) general growth control;
(2) 11 units too dense; (3) that block has no multi-family
units.
Chairman Adams gave a brief background of the reasons why
the Commission is sitting onIIthat area and the transpor-
tation problem.
Gibbons stresed the advantage and the extreme need in
• Aspen for low-cost housing
Trueman Commission agreed to take a field trip to the Norway
Property Shadows site on Tuesday at 4 : 40 .
Bartel recommended that the Commission give the uses for
the 1st phase of the project, and then the square footage
for the 1st phase. Then recommended that the Commission
set up some procedures for the project. Questioned the
Commission' s position on starting point for the project.
Bartel stated that the second task would be the Agreement
of Understanding that would set up procedures for the
remaining steps.
Schottland gave financial details for the cost of the
units. Stated that businessman could put either 10 , 20 ,
or 30% clown. POinted out that it is less expensive to
buy the units than to rent and they would then have a
saleable commodity and a return on their. investment.

Gentlemen:
Re: Proposed studio apartments on East Hopkins between
Second and Third Streets
The object of this proposal is to familiarize you with the details of
our proposed long-term apartment, low-cost employee housing.
There will be eleven (11) studio apartments to be located on Lots M, N,
0, Block 45, City and Townsite of Aspen. It is our intention to
comply with and fulfill the needs and objectives of the Aspen
community in regard to the basic requirements for employee housing.
It is our hope that our proposed project will meet with the approval
of all concerned, and will be well received by future tenants.
A proposal was made for a building permit on August 3, 1973, prior
to the deadline for Ordinance 19. Unfortunately, due to an unforeseen
problem with the survey, our permit was denied at that time. Since
then a certified survey has been made and all necessary plans, surveys,
letters, etc., have been obtained, and are available at this time.
The architect and people involved who designed the building have
lived in Aspen for a number of years and have a feel for what Aspen
has in mind aesthetically for future building and have taken this
into consideration in designing the exterior of the building.
The building has been designed to fit into the neighborhood and not
detract from the character of the existing residences. It was felt
that the residential character of the area would be maintained by
eliminating the access and parking off of Hopkins Street. The parking
is located at the rear of the site; access is from the alley.
Letters to cover specific considerations such as (a) access, (b) fire
protection, (c) water pressure, (d) sanitation, are enclosed and
should satisfy all the requirements on this project.

If there is any problem concerning reduction of building bulk and lot
coverage, we are open to discussion from the Board.
Since our building is adjacent to the rear of the Applejack Inn,
which deals mainly with short-term rentals, no problem can be foreseen
as to view preservation.
