subdivision approval and Ordiance No. 19 review pro-
cedures . You will recall that this project had been
tabled by the Aspen Planning and Zoning Commission meeting
on September 6, 1973 , pending the receipt of additional
information.

Ch1man Jdems called the meeting to order at 5t15 p.m. with Barbara Lewis ,
vn .lehreon, Jack Denkins, Chuck Vidal , and Geri Vagneur. Also present
AF.sistant Planner Donna Baer .
Episcopal Church- - Ms . Baer explained that the Episcopal Church was located
Ordinance ;.39 at the corner of North and Fifth Streets . Further stated
Review that the existing structure is a conditional use
Architect Ted Mularz submitted drawing of proposed building
and gave a brief history. Mularz pointed out the need
for additional classroom facilities and a large meeting
room.
Mularz stated that the Building Committee had done a
Master Plan in order to do the project in phases . Could
take from 5-10 years for ultimate completion. Stated the
•
first priority was the Church-proper.
Mularz pointed out that they would like to re-do the roof .
Under present regulations , can build to 371/2 feet, but are
looking at .34 feet. Would extend the Church 10 feet to
the south, or 300 square feet, and would replace the
present spiral staircase with regular walkup-type stairway.
Mularz gave a present site description. Stated they would
have room for 9 additional parking spaces . Felt there
were no technical problems as far as the variance -was
concerned.
Whitney Miller was present and pointed out that the existin:
structure is twelve years old.

Jenkins stated that he would like to see the project come
in as a Master Plan since the function of the building
will not change .
Chairman Adams suggest they come in after Ordinance 1;19
for the rest of the project.
Commission agreed to grant approval of the project.
Norway Shadows - Chairman Adams opened the public hearing on Norway Shadows
Ordinance -1;,19 Subdivision, Preliminary Plat.
Review &
Subdivision - Charles Brandt, Attorney, was present representing Preusch
Preliminary Properties , Inc. Brandt described the location cy.E the
Plat project as 711 S. Aspen, the site presently occupied by
the Norway Lodge .
Brandt submitted plans for the project and stated there
was 41, 000 square feet of land . The Norway Lodge is
currently ienting on a month--to--month basis , with an
average of 6 month-1 year occupancy. Further stated tha :
currently the rent is relatively low and the occupancy
100 .
Brandt stated that the proposed use was 27 units in tin cc

Brandt pointer", out thict although part of the property lies
in the AR zone , the AR transition line bisects the propity ,
Brandt showed the proposed new development on a sketch
plan. POinted out that there would be a 30% building
coverage . Presently approximately 15% coverage . NOw
16 parking spaces , and would, be 12 more spaces under
Building C. Stated buildings would be staggered so that
the project would not appear so massive.
Brandt pointed out that access would he off of Aspen
Street. The grade goes from 7 , 990 feet to 7 , 955 feet,
which is not steep. As far as water protection , developers
don' t have reading, but realize it is low and are willing
to replace the 6" main with an 8" main. Feel that the
combination of a transportation system and the parking
spaces make the circulation system adequate.
The developer feels that the height and hulk of the
project will be minimized by the fact that it is tucked
to the side of a hill.
At this point, Brandt showed slides of the proposed site .
Lewis questioned the height of the structures , and. Brandt
replied that it would be within the 28 foot height limit.
Brandt stated that the developer was willing to donate
existing structures to the City as possible employee
housing if they build project.
Brandt stated that the condominiuMs 'woUld be in the - -
$70 , 000 - $90 , 000 sale range. Further gave a brief
summary of the problem with the AR transition line.
Ms . Baer ran down the Ordinance 419 provisions which
would be applicable to this project. Stated that the
density would go from 30 , in the current structure , to
100 , in the proposed dev elopment, although these would
not be year-round figures .
Ms. Baer pointed, out that: (1) AN transition --buildings
limited to 2 , 500 square feet per building with a height
limit of 25 feet; (2) does not blend into ski hill ;
(3) intensive use of land - should be lowered; (4) rural
design for hillside structures - does not fit; (5) cover-
age is maximum with this project.
Ms . Baer further pointed out the following subdivision
-.considerations : (1) 6" water main - no density should be
added at this site at this time; (2) Willard. Clapper
eXpressed concern with acres inland around the site;
('3) pave Ellis - generally poor state of access street
due to grade, width, dead-ended, unimproved cul-de-sac ,
etc.
Ms. Baer stated that the Planning Office feels these de-
ficiencies should be corrected before consideration of
raising density.
Vidal stated the problem of water pressure could be solved

Brandt pointed out that occupancy would probably not. be

Brandt further pointed out that. Ordinance `a.9 lines are
not hard and i nst, and fe j t that the rural scale and dc-
sign fits in. As far as fire access is concerned , feel
that the Sale problem exists anywhere and that you can
get in-and-around.
Jenkins pointed out that from anywhere you stand on the
project, all you see is building.
Vagneur stated that she felt that the proposed project
looks much better than what is currently occupying the
site.
Chairman Adams pointed out that condominiums give the
school more revenue and less children.
Johnson stated that he felt nothing could be done at
this meeting since so much is still unresolved.
Vidal pointed out that the developer should look at dif-
ferent clustering of the buildings , and feels that ob-
server could hardly see the buildings unless one was
standing across the street. Felt developer should wait
and come in with less density that would cause less ap-
prehension on the part of the Commission.
. Chuck Vidal left the meeting.
Chairman Adams stated he felt a better site plan could
be developed, with the possibility of going up rather than
spreading out. Stated the Commission had given the de-
meeting due to a number of things that are unresolved...
At this point, Lewis expressed a desire for more study
sessions due to the fact that 1/8 of the time covered
by Ordinance 'yl9 had expired.
Commission tabled the subdivision plat for Norway Shadows.
Bryan Johnson made a motion to adjourn the meeting at
7 : 00 p.m. , seconded by Jack Jenkins. All in favor, motion
carried. Meeting adjourned.

ORDINANCE NO. 19 - CONCEPTUAL PRESENTATION

NAME & TYPE OF
SUBDIVISION: Norway Shadows , a 27 unit condominium project
LOCATION: 711 S . Aspen, Aspen, Colorado, presently occupied
by the Norway Lodge (Lots 13 through 20, inclusive ,
Block 11 , Eames Addition together with a tract of
land designated as "Parcel No. 2" in Book 275 at
page 511, Pitkin County, Colorado, records.
This written presentation is intended to satisfy Sec . 2. I .A. 1 .
of Ordinance No. 19 by describing the proposed development and
stating how it complies with the use recommendations of the 1973
Aspen General Land Use Plan and the applicable review criteria.
The 41,000 square feet parcel of land being developed pres-
ently contains the Norway Lodge . The units in the Norway Lodge
have been converted from tourist accommodations to a month-to-
month rental arrangement due to the age and desireability of the
units. The applicant believes that removal or destruction of the
Norway Lodge and construction of condominium units is a realistic
use for the property and complies with the use recommendations of
the 1973 Aspen General Land Use Plan in the following respects .
1. Location and Zoning - AR-1 , Accommodations/Recreation
Transition. The property involved is on Aspen Street (across
from Lift 1A) and is , therefore , especially suited to the recreation
and accommodation needs of the Aspen visitor. This suitability
has been recognized in the 1973 Aspen General Land Use Plan.

2. Impact - The proposed use for the property, the property's
proximity to the proposed transportation system routing , the ski
lift and central area all tend to lessen the impact on Aspen and
its surroundings . Further, the fact that new structures will
replace existing structures should minimize any burdens on
community services , i.e . , police protection, fire protection,
access , circulation and utilities .
3. Building Bulk and Height - The project consists of 27
luxury condominium units , a recreation room, swimming pool , sauna
and 28 off-street parking spaces . The applicant believes the
project to be a well designed and considered development present-
ing a pleasant aesthetic appearance by the use of natural materials
and siting of the structures to appropriately utilize the exist-
ing topography. Three buildings comprise the project and of these ,
Building "A" is "staggered" resembling 3 separate components and
Building "B" is divided by an open stair section. The following
is the make-up of each building :
Building A - 9 units (all two bedrooms)
Building B - 6 units (all three bedrooms)
Building C - 12 units (all two bedrooms)
The three buildings will occupy approximately 13 ,300 square feet
of the 41,000 square feet contained within the property boundaries .
Although the "bulk and height" of the project may not strictly
comply with the Aspen Use Plan, it is submitted that the project
does relate well physically to the ski area for the property is
tucked up against Shadow Mountain which rises sharply on the west
boundary and is situated well below Shadow Mountain Village to the
south. Thus , a suitable physical and aesthetic transition exists

between the more intensive recreation/accommodation areas to
the north and the slopes of Aspen Mountain to the south.
4. Subdivision - Pursuant to Ordinance No. 4, Norway
Shadows will comply with the subdivision approval and platting
procedures set forth therein. Many of the review criteria contain-
ed in Ordinance No. 19 will be covered in the oral presentation
on September 4, 1973 , relating to the proposed subdivision.

The subdivision location presents major problems
in water supply, street access, and parking.
1) At peak consumption periods the existing water
system could barely deliver 1000 gpm combined
flow from the two fire hydrants nearest the site.
Each year the peak consumption period pressures
decrease. In addition the city is trying to
establish a minimum fire flow requirement of
1500 gpm in heavily developed areas which the
existing system cannot meet. Adding units in
this area will also decrease the available supply
to existing downstream users on Aspen Street.
2) South Aspen Street is presently one of the worst
streets in the city from an access, snow removal,
and parking point of view. The addition of another
parking lot on the upper end of Aspen is going to
aggrevate the access problem. Access to the site
should be kept as far down the hill as possible .
Because of the extremely severe parking problem
on the street, parking should be provided at the
minimum rate of 1 space/unit plus spaces for the
normal complement of employees on a one to one
basis .
3) The drainage plan will have to be analyzed by
Wright-McLaughlin and designed to conform with
the already completed Urban Runoff Management
Plan.
4) An easement for the existing sanitary sewer will
be necessary.
5) The normal requirements for participation in
street improvement and storm drainage districts
will be made.

two or more lots must be divided in accordance with said
Subdivision Regulation for the City of Aspen.

ments, etc . , and where necessary sketching recommended
alterations cn a copy of the plat.

When Ed Quest was in Aspen earlier this week to attend the
Tuesday evening Aspen Planning & Zoning Commission meeting , he
authorized me to make the following offer to the City of Aspen:
In the event that new buildings are constructed on the Norway
Shadows property replacing the three existing structures , Norway
Shadows Limited Partnership will give to the City of Aspen said
structures except for the one structure located in the north-
west corner of the property and the westerly portion of the main
lodge building. It is the intent of this offer to provide the
City of Aspen with the capability of offering low-cost housing
(the buildings offered the City presently house 24 tenants) .
Details of the offer relating to when the strucutres would have
to be removed, etc . can be worked out when construction plans
are more definite . I will , of course , mention this offer this
evening during our presentation of the Norway Shadows project
to the Planning & Zoning Commission. However, I thought you
should be apprised of it in advance .

. Date: September 4 , 1973
The subdivision location presents major problems
in water supply, street access, and parking.
1) At peak consumption periods the existing water
system could barely deliver 1000 gpm combined
flow from the two fire hydrants nearest the site .
Each year the peak consumption period pressures
decrease . In addition the city is trying to
establish a minimum fire flow requirement of
1500 gpm in heavily developed areas which the
existing system cannot meet.. Adding units in
this area will also decrease the available supply
to existing downstream users on Aspen Street.
2) South Aspen Street is presently one of the worst
streets in the city from an access, snow removal,
and parking point of view. The addition of another
parking lot on the •upper end of Aspen is going to
aggrevate the access problem. Access to the site
should be kept as far down the hill as possible .
Because of the extremely severe parking problem
on the street, parking should be provided at the
minimum rate of 1 space/unit plus spaces for the
normal complement of employees on a one to one
basis.
3) The drainage plan will have to be analyzed by
Wright-McLaughlin and designed to conform with
the already completed Urban Runoff Management
Plan.
4) An easement for the existing sanitary sewer will
be necessary.
5) The normal requirements for participation in
street improvement and storm drainage districts
will be made.
