This project meets the criteria for preliminary
and final approval, however, I do have the
following reservations .
1) The existing steel sidewalk service doors
which are to remain cause many problems .
They are super slick when wet and when open
they block the sidewalk, due partly to the
angle parking and snow, causing pedestrians
to walk on the street around the parked cars .
• This is a very hazardous and unpleasent
exercise. The proposed 14"x10" column adds
to this problem. Both I and the Building
Department would like these service doors
removed.
2) Electrically, the existing building service
is inadequate for the additional load and
a new underground service will be necessary.
3) Ofcourse, an attempt to reduce the rate of '
roof runoff is also required, however, I
believe Mr. Roy is aware of this require-
ment, and intends to meet this problem.

ASPEN HISTORIC PRESERVATION COMMITTEE RESOLUTION RECOMMENDING
CONDITIONAL APPROVAL OF THE PROPOSED WOODS BUILDING ADDITIONS
AND ALTERATIONS WITH RESPECT TO ITTS COMF'AT-IB-ILITY WITH THE
CHARACTER OF THE PROPOSED HISTORIC DISTRICT.
WHEREAS, the proposed additions and alterations to the
Woods Building have been reviewed by the Aspen Historic
Preservation Committee and found tc be generally sympathetic
with nearby historic structures and the historic character
of Aspen, and
WHEREAS, the architect of the proposed development agrees
to comply with several additional conditions, which are:
1. Sandblast the existing painted brick to restore
the original color and match the new brick with
the old as closely as possible;
2. Modify the contemporary handrail on the 2nd floor
to a style which is more compatible with the
historic character of Aspen; and
3. Review of paint colors by the Aspen Historic
• Preservation Committee when they are selected.
THEREFORE, BE IT RESOLVED THAT THE ASPEN HISTORIC
PRESERVATION COMMITTEE RECOMMENDS APPROVAL OF THE PROPOSED
ADDITIONS AND ALTERATIONS TO THE WOODS BUILDING, in that the
building is consistent with and will contribute to the
historic character of Aspen' s proposed Historic District.

SUBJECT: Woods Building Remodel
DATE: November 11, 1974
The Woods Building is located on the northwest corner of Hyman
Street Mall and Galena Street. The proposed building remodel
will result in 18,726 square feet of Commercial space on 6,750
square feet of lot, resulting in a floor area ratio of 2.8 to 1.
The recommended FAR for the Commercial Core zone is 2 to 1.
The building received conceptual approval on 16 October, 1973
and preliminary and final on March 19, 1974.
The Planning Office cannot recommend approval of this project
based on the inconsistency of the proposed building FAR with the
recommended FAR of the new zoning code.

Regular Meeting Aspen Planning & Zoning October 16 , 1973
to the Planning Office.
Gillis made a motion to amend the original motion to
read that the Commission would review the project under
Ordinance 419 , seconded by Johnson. All in favor, motion
carried.
ti R.O. Anderson Ms. Baer stated that this proposal was an addition of
Residence a garage and a studio, and would not increase the density.
Gillis made a motion to approve the proposal , seconded by
Johnson. All in favor, motion carried.
Ordinance #19 Architect Larry Yaw was present and explained that this
Review - was a proposal to add a second floor above the Tom Mix
v Sanderson Flying School for retail purposes . Stated that Tom Mix
Building has agreed to buy two parking spaces and construct roof
drainage according to' specifi_cations of the City Engineer-
ing Department. Would be an additional 900 plus square
feet.

Yaw further pointed out that this addition would not in-
terfere with the view.
Ms. BAer submitted a diagram of the proposed addition, and
stated that the Historic Preservation Committee had re-
viewed the proposal and had approved it,
Johnson made a motion to approve the addition , seconded by
Gillis. All in favor, motion carried.
Ordinance #19 Ms. Baer stated that the Historic Preservation Committee
Review had approved the structure, but .would like to review the
Woods Building color and the building material.
Ms . Baer briefly explained the diagram of the Commission
and explained that the City Council must grant approval
to the covered walk.
Gillis made a motion to approve the proposal on the con-
dition that the drainage be satisfactory for the covered
roof, seconded by Jenkins . Motion included that the
requirement for parking space purchase be determined. All
in favor, motion carried.
Ordinance #19 Ms. Baer explained that this was a review of two units

Condominiums Johnson made a motion to recommend for approval on con-
dition that the applicant dedicate a ski easement along
the southerly boundary of the property, seconded by Jen-
kins . All in favor, motion carried.
Ute Avenue Ms. Baer pointed out that this was a project on Ute Avenue
Condominiums at the Aspen Alps Road, a request for new 14 unit con-
dominium. l'ur.ther pointed out that the zoning in this
area was mixed residential .
Ms . Baer further pointed out that the Ordinance # 19 Re-
view Comm i ttce had recommended denial of the pro jccct_ for

Woods Building (Aspen Drug)- Mr. Rob Roy, Architect, was present and submit-
ted sketches of the proposed canopy addition and photographs of the exist-
ing area. Further stated applicant may want to use the roof of the canopy
for passage on the second floor. Also would like to place planters along
the outside edge of the canopy on the second floor. Council stated their
concern that there would be interior circulation as well as the canopy pas-
sageway. City Engineer submitted report requesting the columns of the can-
opy be set back 2 ' due to the parking and further no planting be allowed
on the street level.
Councilman Behrendt- moved to approve the encroachment, above and below
as presented, subject to the signing of an agreement with the City holding
the City harmless from liability and its removal if and when the City- so
desires. Seconded by Councilwoman Pedersen.
Councilman Behrendt moved to amend the motion to include the stipulations
outlined by the City Engineer. Seconded by Councilwoman Pedersen. All in
favor except Councilman Walls who voted nay. Motion carried.
Main motion - All in favor except Councilman Walls, who voted nay. Motion
carried.
Mr. Roy stated they would also like approval to place display boxes along
Galena Street on the street level that would protrude 4" to 6" .
Councilman Behrendt moved to allow the display boxes as proposed. Seconded
by Councilwoman Pedersen.
Mayor Standley stated he objected as this would cut down the sidewalk area.
Councilmember vote as follows : Behrendt aye ; Pedersen aye ; Walls nay;
DeGregorio, nay; Behrendt nay; Markalunas , nay; Mayor Standley nay; . Motion
carried.
Councilman Behrendt moved that the Woods Building have internal circulation
patterns that meet the building code seperate from the canopy. Seconded by
Councilwoman Pedersen. All in favor, motion carried.
Chart House Encroachment, hand or rail guard - Owner was present and sub-
mitted sketch. It was pointed out a variance was granted on setback, new
stairs have been installed. Council questioned sidewalks in this area.
Applicant stated the City Engineer presented a letter in March saying it
was not feasible without cutting down the large cotton wood trees in front.
Mr, Fred Smith stated at the time the variance was granted, there was a
condition attached that stated no encroachments be allowed. Clayton
Meyring, Building Inspector stated the stairs are a replacement of existing
stairs . They are not a new encrochment.
Council request the City Clerk, Building Inspector research this request
as to prior committmertts and research the possibility of a sidewalk on the
Monarch side of the building,
BUS STOPS

Mr. Jim Adams representing the Aspen Ski Corp. and Hight.:: s was present to
outline to Council the bus stops desired by both corporations . Map was sub-
mitted showing the routes and stops . Mr. Adams stated there would be a
total of 18 buses . Two alternatives were submitted one calling for a 5t01)
at Little Nell i..n addition to ] uhejr Pork and the other cl.:huinnt:iug the
stop at Little Nell . Main stop:; along Main Street would be the Vi.11 a 64
A)"t Inn; . It was pointed out these two stops would not be accommodating
the main portion of 7ecomcoudat.iafs .
Mayor Standley suggested the main stop be at the railroad property.

The Woods Building has been scheduled for sub committee
review on March 7th and for Planning and Zoning Commission
review on March 19, 1974. My file indicates that the
following conditions must be met before final approval
can be considered:
1. The Historic Preservation Committee wishes
to review paint color and building material
for the addition. The next meeting of the
Historic Preservation Committee is on March
15, 1974, and you should contact John Stanford
of this office to get an agenda time.
2. Negotiation of purchase parking.
3. Written comments from public agencies and
city departments as required by Sec. I. C.
of Ordinance 19.
4. A letter from the owner of the building to the
Historic Preservation Committee requesting
consideration for historic designation. It
would be convenient to present the letter at
the above mentioned Historic Preservation_
Eommittee meeting of March 15th.
