RE: APPLICATION FOR SMALL LODGE COMMERCIAL CONVERSION LOTTERY
Dear Stan,
Please consider this letter to be an application submitted on behalf of the Bell Mountain
Lodge for inclusion in the COMMERCIAL CONVERSION LOTTERY. The applicant
requests 7,250 sq. ft. of net leasable office space.
This letter has been organized to respond to the submission requirements of the Small
Lodge Conversion/Expansion Lottery Development Application Package prepared by the
Community Development Department. Our responses to these requirements are as follows:
Minimum Submission Contents for All Lottery Applications
1. The application form is provided as Attachment #1 to this application.
2. The application is being submitted by the Bell Mountain Limited Liability Company,
the owner of the property. A letter signed by Mr. James Valerio, one of the
managing partners of the Company, authorizing Alan Richman Planning Services to
act as the applicant's representative, is provided as Attachment#2 to this application.
3. The Bell Mountain Lodge is located at 720 East Cooper Avenue in Aspen. The legal
description of the parcel is as follows:
Lots K, L, M, N, 0, P and the West 20.73 feet of Lot Q, Block 105, City and
Townsite of Aspen.
4. A current title insurance certificate for the property is provided as Attachment #3
to this application.
5. A vicinity map locating the subject property within the City of Aspen is provided as
Attachment #4 to this application.

Specific Submission Contents: Development Application for Small Lodge GMQS Allotment
1. The Bell Mountain Lodge property contains 20,073 square feet. It is currently
improved with a 21 unit lodge facility. The City is in the process of rezoning this
property to Office (0), with a Lodge Preservation (LP) Overlay.
2. The applicant proposes to convert and expand the first floor of the Bell Mountain
Lodge into office space. The second floor of the Bell Mountain Lodge will remain
in lodge use, in the form of four (4) lodge suites with kitchens. The development will
comply with the requirements of the Office (0)/Lodge Preservation (LP) zone district
as follows:
a. Offices are a permitted use in the Office (0) zone district.
b. The development will be located on a single parcel that contains in excess of
6,000 sq. ft.
c. The parcel has a width in excess of sixty (60) feet.
d. The minimum yards for the development will be as follows:
(1) Front yard: Ten (10) feet
(2) Side yard: Five (5) feet
(3) Rear yard: Fifteen (15) feet
e. The maximum height of the building will be twenty-five (25) feet.
f. There will be at least ten (10) feet between each of the buildings on the lot.
g. The maximum allowable floor area ratio in the Office (0) zone district is 1:1,
provided 0.15:1 of that total is affordable housing. The development will
comply with this limitation, by providing at least 3,011 sq. ft. of affordable
housing on-site. The remaining 17,062 sq. ft. will be split equally (8,531 sq. ft.
each) between office space and the lodge suites.
3. The change in use calculation for affordable housing for commercial development
involves the following steps:
Step 1. Determine amount of proposed net leasable commercial space:
8,531 s.f. commercial x 0.85 = 7,250 s.f. of net leasable commercial.

Step 2. Calculate number of employees generated by the proposed
development:
7,250 s.f. x 3.0 employees/1,000 s.f. = 21.75 employees generated.
Step 3. Calculate credit for existing lodge units:
17 converted lodge units x 0.2 employees per unit = 3.4 employee credit.
Step 4. Calculate net employees generated:
21.75 employees - 3.4 employees credited = 18.35 net employees generated.
Step 5. Apply GMQS 60% mitigation standard:
18.35 employees generated x 0.6 = 11.01 employees required to be housed.
We anticipate that the 3,011 sq. ft. of affordable housing space on the property would
accommodate nine (9) employees (for example, three 3 bedroom units @ 1,000 sq.
ft. each or five 1 bedroom units @ 600 sq. ft. each). The applicant will provide the
remaining affordable housing either off-site or via a cash-in-lieu payment.
It is my understanding that the above responses and the attached forms represent the
information necessary to qualify for the lottery. Once you have reviewed this material,
please let me know if there is anything else you require.
