A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN,
COLORADO, AUTHORIZING A CHANGE ORDER FOR PROJECT 51112 —
425 RIO GRANDE PLACE UTILITY WORK, CREATING A NEW PROJECT
NUMBER AND ASSIGNING THE CHANGE ORDER TO THE NEW PROJECT
NUMBER AND THE CITY MANAGER TO EXECUTE THE CHANGE
ORDER.
WHEREAS, there has been submitted to the City Council Contract Change
Order between the City of Aspen and Shaw Construction GMP for Project 51112 —
425 Rio Grande Place utility work a true and accurate copy of which is attached
hereto as Exhibit "A";
WHEREAS, City Council wishes to establish a new project with project
number 51120, for Rio Grande Place Road Base improvements and assign the
change order to that new project number.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ASPEN, COLORADO,
That the City Council of the City of Aspen hereby approves that Contract
Change Order between the City of Aspen and Shaw Construction GMP for Project
51112 —425 Rio Grande Place utility work a copy of which is annexed hereto and
incorporated herein. In addition, the City Council establishes a new project with
project number 51120, for Rio Grande Place Road Base improvements and assigns
the change order to that new project number and does hereby authorize the City
Manager to execute said change order on behalf of the City of Aspen.
INTRODUCED, READ AND ADOPTED by the City Council of the City of
Aspen on the 24th day of April 2019.

CTL I Thompson, Inc. (CTL) is providing construction observation and materi-
als testing services for the Rio Grande Place Improvements project pursuant to our
master agreement to provide professional services for the City of Aspen. On April
23, 2019, James Kellogg, P.E., Glenwood Springs Division Manager for CTL, at-
tended a meeting at the site. Representatives from the City of Aspen, Phil Vaughan
Construction Management, Concept One Group, Roaring Fork Engineering, Shaw
Construction, Stutzman-Gerbaz, and Western Pipeway were also present. The pur-
pose of the meeting was to discuss existing fill that is present below parts of Rio
Grande Place.
At this writing, the composition, thickness, and extent of existing fill below Rio
Grande Place is unknown. Our observations indicate the existing pavement has per-
formed reasonably well. However, supporting new pavements and structures, such
as curb and gutter, on existing fill would involve increased risk of differential move-
ment and associated damage as compared to support on undisturbed natural gravel
and cobble soil and/or densely-compacted, granular structural fill. The risk of poor
performance would be further increased since parts of the street will be supported on
backfill in trenches for new utility construction. Supporting pavements and structures
on variable subgrade soils and/or soils with poor support characteristics is not rec-
ommended. Performance of the new pavements and structures cannot be reasona-
bly predicated for such variable and unknown conditions.
CTL recommends removal of existing fill below Rio Grande Place to a depth
of 2 feet, or until undisturbed natural gravel and cobble soils are encountered. Our
representative should be called to observe subgrade soils exposed, as well as the
subexcavation process to remove unsuitable soils. In some areas, it may be neces-
sary to place a geofabric or geogrid on the subsurface of subexcavated areas, prior
to placing structural fill to re-attain pavement subgrade elevation. This will need to
be evaluated by our representative during construction.
In general, the subexcavation process can be limited to areas below the
street and curb and gutter. Existing fill below sidewalks that will be subject only to

pedestrian traffic could require limited removal and replacement of existing fill. This
will need to be evaluated in the field during construction.
Utility trenches for the project are currently being backfilled with imported ag-
gregate base course that appears similar to a CDOT Class 6. We recommend that
the same aggregate base course be used to replace subexcavated areas of existing
fill. The aggregate base course should be placed in loose lifts of about 8-inches
thick, moisture-treated to within 2 percent of optimum content, and compacted to at
least 95 percent of standard Proctor (ASTM D698) maximum dry density. Our repre-
sentative should be called to observe placement and test moisture and density of fill.
