Kids First Advisory Board Meeting Minutes Friday, March 1, 2019 – 11:30 – 1:30 In attendance: Stefan Reveal, Rebecca Pascal, Chad Schmit, Shirley Ritter, Nancy Nichols and Cecelia Martin Approve minutes from previous meeting: February 2019 minutes were moved to approve by Stefan, seconded by Rebecca, MPU. Capacity planning update: Structural deficit – Shirley reviewed the conversation that she had with The City of Aspen Financial Director previously mentioned to the board. She additionally spoke with Jessica Garrow, Community Development Director and Shirley’s new supervisor. Jessica is interested in doing some “pre” work with the help of the community development department to analysis the sites, to help determine long and short tern costs and to assist with a presentation to the stake holders. Shirley met with Jessica – There is internal work we can do in preparation for 2020. • Meet with com dev staff (Garret, Sarah) about building site analysis, this will help us prepare for stakeholder meetings, and determine costs for the process, possibly short term and for the entire project. • Kids First Advisory Board can begin to identify stakeholder groups, for both sites. We will need public input on both sites; then be able to make a recommendation to council based on public input for a final site. • Kids First Advisory Board can begin to outline what the capital campaign might look like – challenging until there is a decision about a site and a building. • Kids First Advisory Board can generate ideas for the process for public outreach – consultant, how many, what method… I know some people who do this, but I will also talk to com dev and parks because they do this often. • Kids First Advisory Board should generate these ideas in April with a goal of formalizing a plan in May – so that any costs can be included in the 2020 budget. • Budget work begins in June for operating and capital budgets for 2020, budget approval happens in Oct, final approval by council late November. We could be writing and distributing the RFP (based on council direction in January), in late 2019, being clear that the funding is in 2020. This way we are ready to go with contracts as early as Jan 2020. Financial Aid: Shirley completed work on financial aid analysis as requested by the Kids First Advisory Board in February. Shirley shared spread sheets that showed the cost to families and the savings to Kids First for families who are at the 400% or higher and by increasing 1% and 2%. Additionally, Shirley and Cecelia discussed the changes coming for CCAP families. With the discussion of these two factors the board came to a decision for changes to Financial aid beginning May 2019. ✓ Stefan moved to change the financial aid calculator to reflect an increase of 2% to families who are at the 400% or higher, Chad seconded, MPU. There was some additional discussion about child screenings, (vision, dental, hearing) and lack of follow up by the schools or Kids First around families who may need additional resources of support. It was agreed that the Childcare program could and should offer this information and follow up for families. Kids First could assist with making a complete resource list for sharing.
