Kids First Advisory Board Meeting Minutes Friday, April 5, 2019 – 11:30 – 1:30 In attendance: Chad Schmit, Rebecca Pascal, Matt Zubrod, Margaret Clement, Beth Cashden, Sue Way, Shirley Ritter, Adley Kent, Megan Monaghan and Nancy Nichols Guests: Jessica Garrow, Garrett Larimer, Michael Miracle DESIRED OUTCOMES: • Approve minutes from previous meeting: Need to approve March and April minutes in May. • Understand next steps for capacity planning Garrett and Jessica presented information to the Kids First Advisory Board around the land use process, the public outreach process and budgeting information in connection to childcare expansion planning. Their objective for today was for The Kids First Advisory Board to understand the process and the time line – They shared a complete time line of each part of the land use process with dates and some information that represents start – today up until construction. As a group we discussed specifically the pros and cons that we are aware of today, of the two suggested sites, Yellow Brick and Burlingame. Some of these included: Yellow Brick Burlingame Sewer – C Traffic/parking – C Re-locating bball court – C Neighbors – C Neighbors – C Space is designated for childcare – P Proximity to the YB programs – P Must be an infant to 5 facility – C Could be more infant and toddler – P As a group we discussed Stakeholders. Thinking about all the people that this might involve. Our short list included: Parents of young children, Employers, City Boards, ACRA, AYPA, CMC, Aspen Schools, Roaring Fork Schools. The Kids First Advisory Board was asked to continue to think about these two things and to consider additional information they want to move with as well as any questions or concerns, and bring back to the May meeting. Jessica and Garrett will be working directly with Kids First Advisory Board during this process and will be attending the monthly meetings to help guide, inform and properly move this process through. Next meeting will include more information and some budget decisions for the 2020 budget. • Approve quality improvement funding and agree on policies for future year’s funding EQIT – ECE 111 funding  Chad moved that future funding for EQIT or ECE111 be changed to reflect the staff recommendation of reimbursing up to $300.00 for either class that the teachers choose to take. Rebecca seconded, MPU. Early Childhood Conference funding requests The Kids First Advisory Board discussed and agree to the following funding for conference reimbursements.  Sue moved that Kids First will reimburse programs for up to $500.00 per person attending a conference. This funding will include Early Bird Registration and a portion of the persons lodging or travel expenses. The number of people who can be reimbursed will fall under the following qualification: • Programs of 1-10 staff members will be able to receive reimbursement for up to 2 attendees • Programs of 11-20 staff members will be able to receive reimbursement for up to 4 attendees • Programs of more than 20 staff members will be able to receive reimbursement for up to 6 attendees Chad seconded, MPU. Future Grant Application funding requirements  Sue moved that staff would return the hard copy applications (that are incomplete) to the director, give them 2 weeks to complete the missing information, and re-submit before contracts are written. In future years, that unless applications are complete – information is filled out and attachments – it may not be considered for funding. Chad seconded, MPU Number of classes a person can or should take  Sue moved that childcare staff have funding approved to take two ECE classes as requested in the grant application. If an individual successfully completes two classes and requests funding for additional ECE classes, the request will be approved one class at a time with class completion as requirement before additional requests will be funded. Rebecca seconded, MPU. These applications will be considered at the May 3rd Kids First Advisory Board meeting.
