At the last meeting you requested information on our bylaws.
CCLC bylaws: Elect chairperson and vice-chair first meeting in January.
Can only serve two years consecutively.
NOTE: Assistant City Manager, Randy Ready has approved a position to
be advertised for a code enforcement officer. The CCLC had that
discussion at their last meeting, please review your minutes. I forwarded
Randy all of your comments.
NOTE: Before approving this license for a special event, staffwould like
CCLC's input on general policies for tenting, or use of public rights-of-
ways. Harley Baldwin will be present to help format the policy and discuss
his event.
Ideas:
Leave part of the sidewalk open, this works on the East side of Mill Street
due to the width. Some sidewalks are not wide enough.
A large percentage of the sales should go to a LOCAL non-profits.

CONDITIONS:

4. Sale or dispensing of.beer, wine or alcoholic beverages is prohibited without a special event
permit liquor license. Incorporated, non-profit organizations may apply for these through the
City Clerk's office 920-5061.
5. No person shall use any public park for business purposes and no business of any kind shall be
carried on except with the necessary permits and licenses and as reviewed by tke,~Special Event
Coordinator.
7. If merchandise or food will be sold at the event, a vending agreement must be entered into;
business license and sales tax license must be applied for.
For food service, a Temporary Food Service Survey Form must be completed and
returned to the Environmental Health Department.
8. If you plan on having fireworks, a permit and approval must be received from the Fire Marshal.

Trash/recycle containers and portable toilets must be removed within 24 hours of event.

Event: Holiday Shopping Night with Fendi, Brioni, Frette and Todd's
Date: December 27, 2001
Time: 5:00 pm - 8:00 pm
Location: 208 S. Mill Street. Aspen
Purpose: to benefit local charities
Sponsor: Harley Baldwin - Caribou Club
This is an important night for the stores to host a holiday shopping night while raising
money for local charities. The event is by invitation only, which each store invites
according to their store mailing list. Last year the event was a huge success.
Shoppers are invited to the stores for hand passed appetizers, water and wine from 5-8
pm.
Harley Baldwin designed and manufactured a special fire-proof wall hanging to wall off
the entrance to the stores for warmth. The wall hangs down from the Baldwin roof on the
outside of each structural post on Harley's sidewalk. The wall will be installed at noon
and removed early the following morning.
Like last year, we will comply with all fire department requirements (already discussed
with the fire department). We will be responsible for trash pick-up and a low noise level.
There will be overall security outside of the stores as well as security in each of the
stores.
6. I understand that damages to park facilities and property or not abiding by these above
conditions is cause for cancellation or withdrawals of this permit.

This completed form must be filed with the City Clerk's Office not more than ninety (90) days nor less
than thirty (30) days prior to the event date. Please supply the following information as it relates to
your planned event. You need only answer those questions which pertain to your event.

For numbers 2, 3, and 4 please make direct contact with the Streets Department (920-
5130) at least two weeks prior to your event. You will be charged for all requested labor,
materials and equipment.

Law enforcement services will be charged out at $68.00 per hour, minimum 2 hours. The
Chief of Police reserves the right to place officers and staff events as deemed necessary in
the best interest of public safety. An agreement with the Police Department will need to
be filled out.
6. Will alcoholic beverages be sold and/or dispensed at your event?
State of Colorado special event liquor license permit must be applied for with the City Clerk's
office. This permit process takes 30 days and is ONLY issued to incorporated non-profit
organizations,
