REGULAR MEETING COMMERCIAL CORE & LODGING COMMISSION APRIL 17, 2019
Chairperson Jeb Ball opened the meeting at 8:30 a.m.
Commissioners in attendance: Bill Dinsmoor, Amanda Tanaka, Jeb Ball, Angi Wang, Steve Fante. Absent
were Terry Butler, Charles Cunniffe and Kiki Raj.
Staff present:

Other attendees: Councilman Ward Hauenstein
MOTION: Ms. Tanaka moved to go into an executive session, Ms. Wang seconded. All in favor, motion
carried.
EXECUTIVE SESSION: Jim True
MOTION: Ms. Wang motioned to end the executive session, Mr. Ball seconded. All in favor, motion
carried.
COMMISSIONER COMMENTS:
Mr. Dinsmoor talked about speaking with Parker Lathrop in the fire department about the market
moving to the center of the street. Mr. Ball thinks it’s a really good potential solution and said that he
and Mr. Osur will meet with Mr. Lathrop about this.
ENGAGEMENT ZONES: Mitch Osur
Mr. Osur brought up Kemo Sabe’s proposal regarding the horses out front of their store. He was told by
council to pursue this and the idea of having four engagement zones active at a time around town.
Mr. Dinsmoor said that a lot of people are not engaged in what happens in front of Kemo Sabe. But he
feels that it’s cool until everyone wants it all too. Mr. Osur said that each engagement zone would be
using a parking space to enhance the shopping experience. The minimum timeframe for each lease
would be six months and he would like for CCLC to choose the applicants for each zone.
Mr. Osur said the city talked to the community about taking spaces for a bike lane and that idea was not
welcomed. The city doesn’t want to be involved in the process of selecting applicants for the
engagement zones except for setting the rules by which the zones will follow. This was really driven by
Tom Yoder at Kemosabe. If CCLC doesn’t want the job of choosing the candidates, it will be ACRA that
takes it on. This is a business trying to say they need help surviving and it will be great for them and add
vitality to the core. Mr. Ball said we have an invested interest in this project. Ms. Tanaka agreed and
said it’s fairer for us to make the decision because ACRA is more about their members. Mr. Dinsmoor
said to think of the worst-case scenario of a business who would want to come out. Mr. Osur said there
is to be no money exchanging hands. Mr. Dinsmoor said the notion adds vitality and charm, but
managing it is a nightmare. Mr. Osur said it will be him managing it and not CCLC. He said Kemo Sabe
wants to do it year-round. Mr. Dinsmoor said six months seems like too much time to commit to. Mr.
Ball said he thinks the six-month lease will be a good way to weed people out because they really have

to be committed. Ms. Tanaka also noted that Kemo Sabe is open 365 days a year and they have no off
season. Mr. Osur said it will cost Kemo Sabe 7k to use the spot for the whole year. He asked the board
to look through the information he handed out and send him feedback before his meeting with Sara Ott
next week. He would like direction from CCLC on the criteria as he may have been too tough in creating
it. He said it was his idea to be as strict as possible and then loosen up a little as they hash out the
details. He said this could be really great for bike shops, Ute Mountaineer, art galleries, Kemo Sabe,
White House lounge area, etc. He asked that everyone have their feedback to him by Friday at 5pm.
Mr. Fante asked the board who will be here in May as he will be out of town. Most people said they will
be out, so it was decided to cancel the first meeting and possibly have the second one depending on
who is here.
Mr. Dinsmoor said this idea of the engagement zones has potential to be really fun. Mr. Hauenstein
agreed and said if it doesn’t work, we can pull the plug. Why not try something new?
MOTION: Mr. Dinsmoor motioned to adjourn, Ms. Wang seconded. All in favor, motion carried at 10:05
