VARIOUS BOARDS AND COMMISSIONS AND EXECUTIVE SESSION FOR A
LITIGATION UPDATE, POTENTIAL LITIGATION DISCUSSION, AND DISCUSSIONS
REGARDING ACQUISITION, SALE AND LEASE OF REAL PROPERTY.

EXECUTIVE SESSION
C.R.S. 24-6-402 (a) The purchase, acquisition, lease, transfer, or sale of any real, personal, or
other property interest; (b) Conference with an attorney for the local public body for the
purposes of receiving legal advice on specific legal questions including litigation update
regarding Centennial Owners' Association v. City of Aspen, The Thomas M Marshall
Revocable Trust, et al v. The City of Aspen, et al, North Mill Street LLC v. City of Aspen et al,
119 Neale Avenue LLC v. City of Aspen, et al, Mountain Laurel LLC v. City of Aspen, City of
Aspen Local Licensing Authority and Clark's Market, Frontier, LLC v. 777 Gibson LLC, the
City of Aspen, et al and discussion with attorney regarding possible litigation; (e) (I)
Determining positions relative to matters that may be subject to negotiations; developing
strategy for negotiations; and instructing negotiators.

RESOLUTION NO. 68
(SERIES OF 2019)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, APPOINTING
SKIPPY MESIROW AS THE CITY COUNCIL DIRECTOR AND RACHAEL RICHARDS AS THE
CITY COUNCIL ALTERNATE DIRECTOR TO THE ASPEN/PITKIN COUNTY HOUSING
AUTHORITY (APCHA).
WHEREAS, The Intergovernmental Agreement between the City of Aspen and Pitkin County
establishing the Aspen/Pitkin County Housing Authority, which becomes effective on August 1, 2019,
sets forth the composition of the Board of Directors as follows: One (1) Director shall be a member of
City Council, One (1) Director shall be a member of the Board of County Commissioners (BOCC), one
(1) Alternate Director shall be a member of City Council, one (1) Alternate Director shall be a member of
the BOCC, and three (3) Directors and one (1) Alternate Director shall be jointly appointed by the City
Council and the BOCC; and
WHEREAS, Directors appointed from the City Council shall serve at the pleasure of the City
Council.
WHEREAS, the City Council desires to appoint Skippy Mesirow as the Director and Rachael
Richards as the Alternate Director to the APCHA Board of Directors; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ASPEN, COLORADO, THAT:
Pursuant to the Intergovernmental Agreement between the City of Aspen and Pitkin County
establishing the Aspen/Pitkin County Housing Authority, effective as of August 1, 2019, Skippy Mesirow
is hereby appointed as Director and Rachael Richards as the Alternate Director to the APCHA Board of
Directors.
INTRODUCED, READ AND ADOPTED by the City Council of the City of Aspen on the 24th day of June,
2019.

RESOLUTION NO. 69
(SERIES OF 2019)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, APPOINTING
COUNCILMEMBERS TO VARIOUS BOARDS AND COMMISSIONS.
WHEREAS, City Councilmembers serve on various community boards and commissions and
decide amongst themselves which members shall serve on which board; and,
WHEREAS, the City Council has appointed Torre and Ann Mullins to serve on the Colorado
Association of Ski Towns (CAST) board; and,
WHEREAS, the City Council has appointed Ann Mullins to serve on the DRGW Covenant
Enforcement board; and,
WHEREAS, The City Council has appointed Ward Hauenstein and Skippy Mesirow to serve on
the North West Colorado Council of Government (NWCOG); and
WHEREAS, The City Council has appointed Torre to the Aspen Chamber Resort Association
board; and
WHEREAS, the City Council has appointed Ann Mullins to the Ruedi Water & Power Authority;
and,
WHEREAS, the City Council has appointed Ward Hauenstein to serve on the CORE board; and
WHEREAS, the City Council has appointed Ward Hauenstein and Ann Mullins to the Sister
Cities board; and
WHEREAS, the City Council has appointed Rachael Richards and Ann Mullins to the CML
Policy Advisory Board; and
WHEREAS, the City Council has appointed Ward Hauenstein to the Nordic Council; and,
WHEREAS, the City Council has appointed Torre to the Board of Health; and,
WHEREAS, the City Council has appointed Skippy Mesirow to the Burlingame Housing Inc
Board of Directors to replace the seat filled by Sara Ott; and
WHEREAS, the City Council has appointed Ann Mullins and Ward Hauenstein to the RFTA
Board. Ward Hauenstein shall serve until September, 2018 at which time he will be replaced by Torre;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ASPEN, COLORADO, THAT:
That the following City Councilmembers are appointed to the following boards:
