Kids First Advisory Board Meeting Minutes Friday, May 3, 2019 – 11:30 – 1:30 In attendance: Rebecca Pascal, Margaret Clement, Beth Cashdan, Stefan Reveal, Shirley Ritter, Jessica Garrow, and Garrett Larimer. DESIRED OUTCOMES: • Approve minutes from previous meeting Beth moved to approve the minutes from the March and April meetings, Margaret seconded, MPU • Understand next steps for capacity and budget planning Garrett and Jessica recapped the April meeting – timeline and proposed planning steps to increase childcare capacity. Board members received a memo outlining phases of work to be done: o Community engagement, specifically defining the problem in creative ways and by going where the stakeholder groups already occur. What can be done by staff in 2019, and what budget is needed for outside consulting in 2020. o Planning analysis of the two parcels, in 2019, and budgeting for a second phase in 2020. o Short term steps to determine use and cost for part of the existing gym space in the YB as well as possible housing mitigation for childcare staff.  Beth moved to research the development of the gym space for use as 2 infant rooms and employee housing in the basement of the yellow brick building. Stefan seconded, MPU o Shirley will continue conversations with yellow brick building tenants to address concerns, incentives, timeline, and operations in the new rooms.  Stefan moved to recommend the use of up to $10,000 from carry-forward savings in 2019 to do phase one of community outreach and land use consulting for the long-term expansion. Margaret seconded, MPU. o Shirley will begin the 2020 budget process using the Asset estimate of $80,000 for phase two costs and will update the Kids First Advisory Board throughout that process. • Approve final 3 quality improvement applications o Aspen School District – The Cottage: Stefan moved to approve the staff recommendation of $7,899, Beth seconded, MPU o Early Learning Center – Beth moved to approve $18,615, Rebecca seconded, MPU o Growing Years – Beth moved to approve $10,498, Stefan seconded, MPU. This includes pre-k and toddler cubbies; but does not include infant cubbies nor landscaping costs. • Understand how changes to CCCAP will affect Kids First financial aid o Shirley received a memo for a BOCC meeting on May 21 concerning changes to CCCAP. She will be at that meeting to represent the interest of Kids First financial aid. New CCCAP rules go into effect July 1 and our new financial aid period starts June 1, so after a few months we will have better data to know the impact to our budget. The draft memo is attached. It was suggested that we initially assure childcare programs that we will fund the difference (if there is one) between the CCCAP reimbursement rate and their tuition rate, say for the first year.
