ADJOURN Next Resolution Number: 17 MEMORANDUM TO: Aspen Planning and Zoning Commission FROM: Chris Bendon, Community Development Director L , RE: South Aspen Street Lodge Conceptual PUD Review—Public Hearing Continued from September 18, 2012 DATE: September 25, 2012 SUMMARY: Tonight's hearing is a continuation of last week's hearing to review the South Aspen Street PUD application. The Commission provided feedback to the applicant last week concerning program, site plan, and massing. Tonight's meeting will offer the applicant the opportunity to show updated concepts and responses to the Commission's input. As plans remain in flux at the time of this memo, no new drawings are provided in advance of the meeting. Staff is proposing tonight's meeting to be similar to last week's where the Commission can provide additional feedback. Staff has not prepared a resolution for tonight's meeting. Staff suggests that the hearing be continued to October 2nd when a resolution can be considered. Staff is preparing a resolution stating the Commission's collective position on the project by topic. For example, the Commission believes the parking garage access for the lodge should be oriented to South Aspen Street, not Garmisch, to minimize traffic impacts on the neighborhood. The Commission requests the applicant explore the vacation, or partial vacation, of Juan Street in order to adjust the footprint of the lodge building southward. The Commission's position on these conceptual parameters will then be forwarded to the City Council for a similar discussion. If the project appears acceptable at a conceptual level, a more refined final review would occur with the Commission and then again with City Council. Staff recommends the Commission receive the presentation, review the updated designs, solicit public comment, and provide feedback regarding the project's site plan, program, and massing.
