A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN,
COLORADO, GRANTING APP'ROV AL FOR BANNERS TO BE PLACED IN
CITY RIGHTS-OF-WAY CELEBRATING THE 7TH ANNUAL DOWNTOWN
ASPEN'S WORLD'S FAIR AS PART OF WINTERSKOL
WHEREAS, there is a request from the Aspen Chamber Resort Association to
allow signs on public rights-of-way (Cooper A venue Mall) to celebrate the 7th Annual
Downtown Aspen's World's Fair as part ofWinterskol; and
WHEREAS, the Aspen City Council adopted Resolution 118, Series of 200 1,
approving the policies regarding signage on public property; and
WHEREAS, Section III Signs on Public Rights-of-Way of that policy states;
"Temporary signs shall be permitted in public rights-of-way to advertise
noncommercial special events open to the general public provided the following
policies and procedures are followed. . . Only two (2) signs per event/organization
shall be permitted. Signs shall not exceed ten (10) square feet each and banners shall
not exceed fifty (50) square feet. . . and Section H states any exceptions from this
requirement shall require City Council review and approval; and
WHEREAS, City Council finds the Downtown Aspen's World's Fair and
Winterskol is an event of importance to the entire community and therefore grants
pennission to allow banners in the city rights-of-way February 2, 2002; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ASPEN, COLORADO, THAT:
Section 1
The banners requested by the Aspen Chamber Resort Association to celebrate
the ih Anniversary of Downtown Aspen's World's Fair maybe installed in the city
rights-of-way February 2, 2002.
APPROVED by the Aspen City Council as its regular meeting January 14,
2002.

Dear Council:
Wintersk61 celebrates its 51st Anniversary Jan. 31 - Feb. 3, 2002. As part of the festivities, we
have scheduled the 7th Annual Downtown Aspen's World's Fair. The World's Fair is open to
all ACRA member restaurants and caterers and will create a flurry of activity in the commercial
core as participants sell specialty food and non-alcoholic beverages on the Cooper A venue mall
to the crowds gathering for the "Olympic Torch" Relay and Celebration. Musicians, clowns
and face-painters will also be on-site to entertain children of all ages.
As part of the World's Fair, we encourage participating restaurants to promote their businesses
at their booths in the commercial core to enhance business traffic. An important factor in this
promotion is the use of signage. In the past, each participating business has been allowed to
hang a banner identifying its restaurant. The Aspen Chamber Resort Association would like to
ask Council to consider allowing businesses to do so again this year.
www"'pencbombec,Mg After attending our Wintersk61 permits meeting with the Special Events Committee on Dec. 18,
we understand that new signage policies on public properties were adopted on Dec, 17, 2001.
We are asking for special consideration under policy III, "Signs on Public Rights of Way."
(please note the Special Events Committee did approve the Wintersk61 event itself at that time.)
The World's Fair is scheduled for Saturday, Feb. 2, 2002. To date, we have a total of nine pop-
up tents scheduled on the Cooper Avenue mall, seven of which will house representatives of
local restaurants. We will also have two non-profit organizations present at just a table, not a
complete booth, including the Anderson Ranch Arts Center and the Aspen Valley Skating
Club. Tent placement will begin at 8 a.m. The World's Fair itself will begin at II a.m. Vendors
will arrive for set-up at 10 a.m, Booth signage would be involved from approximately 10 a.m.
to 3 p.m., when the event breaks down.
Booth/tent size is 9 feet wide by 10 feet deep, with the backs of the tents adjacent to the water
ditch. (Please see the attached World's Fair layout diagram.) Banners or business signage
would be placed either in the back of the tent hanging against the toplback tent wall or on the
front of the 6-foot banquet table placed across the entrance of each tent. The maximum banner
size we have recommended to participants is 8 feet long by 3 feet high. In addition, we expect
that most businesses will provide signage on the table with either table tents or copies of
menus, Anderson Ranch Arts Center and the Aspen Valley Skating Clu,b ~ill ]ustittach
signage to the front of each of their 6-foot banquet tables. /"
The other two booths currently scheduled to participate at the World'.sPair are the ACAA
booth and the Flying Dog Bluegrass Band booth. As the producers of Wint~rsk6l,';e WOuld
like to request banner placement in our booth for promotion of the eventitself,:kIl~b\~';~ld
like to identify the Flying Dog Bluegrass Band as well. .

In addition, we would like to request consideration for one Official WintersK61 13anner to IJ{
hung on Saturday, Feb, 2 during the World's Fair. The Official Banner is 8 feet 10~g-bi4 feet
high and states "Go For The Gold - It's Wintersk61 2002" January 31 - February 3. In smaller
scale it lists the logos ofWintersk61's major sponsors including: American Express, The Aspen
Skiing Co., The Aspen Times, and AT&T Media Services. Traditionally this banner has been
hung at the end of the Cooper Avenue mall between the two lamp posts. This banner is
particularly important to Identifying the event and the activities taking place that day. Again,
this banner is temporary and would only be hung from approximately 10 a.m. to 3 p.m. on
Saturday, Feb. 2. (please note that placement of all tents and the one lamp post banner has been
approved by the Aspen Fire Department and is in compliance with fire lane needs.)
We look forward to another successful Wintersk61 Celebration and appreciate your
consideration of this matter. Identification of participating businesses is crucial to their
participation and to the success of this event. We will be available to discuss this matter further
at the City Council meeting scheduled for Monday, Jan. 14.
