MINUTES OF October 31, 2012
Vice-chair, Don Sheeley called the meeting to order at 8:30 a.m. Commissioners
in attendance: Bill Dinsmoor, Riley Tippet and Kiki Raj. Absent were Siam
Castillo, Terry Butler and Andrew Kole.
MOTION: Kiki moved to approve the minutes of October 3rd; second by Bill. All
in favor, motion carried.
Dan Nelson said Mill Street will have all white XMAS lights and icicles this year.
Rubey park will have colored lights. There will be multicolored in the middle of
the malls and white on each ends. We will be up-lighting the playground tree.

Stephen said Dan Nelson has come up with a good system to appease all those
involved regarding XMAS lights. We will evaluate at the end of this year and then
evaluate for next year. We can make some adjustments to the restroom and clock
tower. Changes last year were favorable and we will keep those changes this year.
We have the projection element installed and ready to experiment with. Some of
council like the up-lighting and some do not. We will turn them on and see how it
looks.
Bill asked if Parks would be looking for another lighting expert with the skills for
next year.
Stephen said we have a compressed time line to get things done. We need
someone that has the ability to be on call to do that. 70 % surveyed liked the new
lighting program. I expect to get a lot of feedback.
Bill said it is a tragedy that you have to listen to everyone in town. We should try
something new including the projection even if there are people that don't like it.
Stephen said Dan is going to have a white corridor and on the Hyman and Cooper
mall smaller trees will be lit up on each end.
Dan said he will start the lighting this week.
Stephen said we have budgeted $250,000 to fix the lighting throughout town and
the malls are included in that.

Don asked about the Art Museum and the fact that all the trees were removed.
Stephen said it is difficult to transplant those trees in the right-of-way because the
spade won't fit in the area. It is better to take the cash in-lieu and plant new trees
in different locations. They have a new system at that corner in their plans.
Don also asked about the blue spruce at Adam Walton's house.
Stephen said the owner has the right to develop the property. As the trees are
grown larger like the blue spruce the roots spread out. The trees were about 50%
gone. As a community we will be facing removing trees especially in the malls.
12 days of Aspen
Hannah Christian , ACRA member said the calendar is coming together. We have
cool activities. We will have a cheese tasting event. We are having a professional
photo booth and a pancake breakfast. It will be Saturday Dec. 30th and we will buy
electric griddles and it will be at the clock tower. We are not going to have
seating. It will be finger food like. The city will once again have a bon fire at
Wagner Park.
Lighting ceremony
Stephen said at the council work session it didn't get a lot of desire for the
program.
Don said we would like to see a switch on and off for a lighting ceremony. The
start of 12 days would be a good opening.
Hannah said we have a Small XMAS tree.
Bill said it wouldn't be climatic if the lights are already on.
Jeff Isaacson said he has a portable cart that he could do roasted chestnuts and
spiced cider. The carts are propane. It can decorate it for the XMAS holidays.
Riley said we need to have limits on the amount of carts.
Dan also said snow removal is a concern.
Ryan Chadwick, phoned in and said Jeff's cart can be stored in the finger mall by
Escobar where his cart is stored. Ryan said he will use his cart for the 12 days of
Aspen only.

Don said the cart should be up Decemberjanuary, February and March.
Escobar— ice bar
Stephen said one concern is power because all the power that is on the mall will be
used for our lighting program. A separate metered temporary service needs
installed utilizing our Electric Department and a certified electrician.
Ryan said this will be a trial and error. We do have mushroom heaters.
Stephen brought up snow removal and the fact that you will have safety issues
associated with a snow storm.
Ryan said the ice bar is on casters. We will use high top tables which would be
removed at the end of the day. The bar would be moved nightly to the side. Ryan
said we can have a cut through on each side.
Stephen said he is concerned about the amount of debris and cigarettes.
Dan said the entire area needs picked cleaned even in the snow.
Ryan said we are making a big capital expenditure. The cart would be for the 12
days of XMAS.
Riley said he is excited about the ice bar.
MOTIOIN: Kiki moved to approve the ice bar and heaters and the fact that this is
a test; second by Riley. All in favor, motion carried.
Riley said the ice bar will increase traffic on the mall and ad vitality.
Kiki suggested we contact mall lease holders and get a proposal and take the best
of the three.
Bill said we can consider this on a case by case issue. Bill said it will add vitality
and we have been trying to help the businesses. It is an experiment. It will
increase sales taxes for all the businesses around. It will also increase our guest
experience and make Aspen a destination relative to Vail.

MOTION: Riley made the motion to not charge Escobar for the mall lease; second
by Kiki. This is an experiment. This might be a benefit for the entire community.
Motion carried 3-1.
MOTION: Don moved to adjourn; second by Bill. All in favor, motion carried.
