MINUTES OF NOVEMBER 14, 2012
Vice-chair, Don Sheeley called the meeting to order at 8:30 a.m. Commissioners
in attendance: Bill Dinsmoor, Riley Tippet, Kiki Raj and Terry Butler. Siam
Castillo and Andrew Kole were absent.
Staff: Steve Barwick, Stephen Elsperman, Dan Nelson, Kathy Strickland
MOTION: Riley moved to approve the minutes of Oct. 31 st, second by Bill. All in
favor, motion carried.
XMAS tree lighting
Stephen Elsperman indicated that city council wasn't in favor of more tree lights in
the mall.
Don said the tree will be lit just like last year. There aren't additional lights.
Steve Barwick said CCLC should write a memo to council with their request.
Don said we are trying to do a kids tree with carolers and have chestnuts and hot
chocolate for sale.
Steve Barwick said council didn't want to compete with the Sardy house lighting.
Kiki pointed out that it isn't a XMAS tree, it is a tree in the mall. The Sardy House
lighting is Dec. 2nd and this would be the 20th to start off the 12 days of Aspen.
Riley pointed out that this is no different than the reindeer being on the mall.
Stephen Elsperman said we are having consistent lighting on the trees with the
icicles.
Andrew said this doesn't take away from the Sardy house. This is about our
downtown and it is trying to get people into the stores.
Escobar— ice bar proposal
Ryan Chadwick said he won't need power.
Don inquired about chairs and tables.

Terry said in Austria they don't have tables and chairs. They don't hang out. If
you have this ice bar you don't want seats.
Steve Elsperman said Dan Nelson is shifting everything down the mall a little and
that will allow the bar then snow removal. It would be moved toward the Ute.
Terry said she has a problem with it moving toward the fountain. The music was
blaring and loud this summer. You brought activity but it wasn't managed
properly.
Ryan said this is different. I was thinking of 4:00 to 6:00. This is an attraction to
get people to the mall. Ein Perry is moving back and he is my partner who is
moving back.
Ryan said he is talking about the season.
Bill said toward the fountain is OK. Lighting would enhance the bar. Having
extra tables and chairs is a necessity.
Ryan said the tall tables would be stainless steel or white. My focus is on the ice
bar. We would also need a mushroom heater.
Mike Daniels, Daniels Antique store. No one comes in to the store with the bar
there. The jet set is against it. The music is loud and it is not good for our store.
Every day people came to the stores with drinks which is not permitted. It creates
activity but the wrong kind.
Michael Tierney said the Red Onion would like to have outdoor access year round.
Kelly O'Donivan said she manages the Paragon building and owns Finbarrs. I like
vitality but residentially it is offensive. The noise is a big concern and I lost
business. Finbarrs has no problem.
Mike Daniels said we had three kids playing in front and it was conflicting. We
are going off from summer and they are going to attract the same kind of people.
John, Jet Set. I don't have a problem with something being there. It is still a bar
and a bar attracts bar people and in my opinion it takes away from the view of the

mall and putting a bar fly in the middle ruins it. It distracts our customers from
going into the mall.
Steve Barwick said it needs to be small and quiet. They could possibly use XMAS
music. There is no dwell time outside. There is a following of people that are
camped out there.
Kelly O'donivan suggested no tables and standing only and it shouldn't be messy
and loud.
Ryan said he can raise the prices to keep particular people out and only offer high
end drinks.
Terry said she loves Ryan's entrepreneurship. My clients at and drank there.
Europeans drink outside. If we do it right it could work.
Simon, Daniels Antiques said it blocks the area and people can't get through.
Steve Barwick said one concern is how it looks when it is not open.
Ryan said it would be like a fire place made out of a block of ice. We can come up
with a diagram. Ryan said the heaters would only be out 4 to 6:00. 1 don't to want
to pigeon hole myself.
Bill said to give you confidence we have experience and it can be adaptive. We
can pull the plug if it doesn't work and we spent 100 of hours to make the mall
seating work. We have no problem pulling the plug.
Steve Barwick said in the summer we need recognize the needs of the businesses.
We will tighten up the summer time. Steve asked the businesses if they can live
with this in the winter.
Kelly said the mall doesn't get a lot of traffic. I don't know if this is the best spot
to do it. You could do it in front of Finbarrs if that doesn't work.
Don said we had problem last summer.
Ryan said if it doesn't work it will melt.

Steve said Dan Nelson is the downtown coordinator. We need to make sure we are
understanding. It is formally his job to make this work.
Kelly said in September it was bad for business.
Riley said I have a hard time shooting things down. This is different than the
summer. If there is no music it might attract a different crowd. Maybe moving it
down is better.
Kiki said this needs to work for everyone and it has to be done nicely.
Don said a lot of the issues are because Ryan isn't here.
Ryan said his partner will be living above Escobar.
Michael Tierney said they have interests of being open at other times.
Bill said Steve Barwick will get with Stephen Elsperman and Dan Nelson and will
work with snow removal. Steve Barwick said the sense of CCLC is to do an high
end, classy ice bar. The preference form this group is to try it.
Steve Barwick said he has concerns with safety when it isn't open.
Andrew said Ein is good at executing. Having Ein is a good idea.
Michael Tierney asked how they would control the people.
Ryan said we have signs.
Rosie Andrews said she continually had drink cups in her flower pots and
cigarettes.
MOTION: Kiki made the motion to approve the ice bar from 2:00 to 7:00, second
by Bill.
Michael Tierney said he would be interested in outside dining.
Don suggested to Michael to put together a proposal. .
