1. Why do you want to serve as a member of City Council?
I want to help create a more responsible, effective and transparent
government that reflects the best interests of its citizens, second home
owners and visitors.
I want to protect our community from the wide extremes and short sighted
decisions of past Councils that has created drastic changes to the character
of our community.
I will bring to Council an atmosphere that I have established on the P &Z
and that is to maintain an environment of respect, tolerance and
understanding in our meetings so the public is assured of a government
that will listen to their concerns.
With my service on the City of Aspen Planning and Zoning Commission 1
will bring diverse and in depth discussions to the many issues facing our
city today. My input will help the City, Council move toward decisions
that are meaningful, practical and realistic and avoid ideological unproven
theory.
Recently development of the huge mass and scale of buildings has over
shadowed our small town heritage and has severely impacted the "mind,
body and spirit" that was initiated by Walter Peapcke. I want to help
restore the Aspen Idea that has been so severely impacted lately.
2. Which of your skills will your greatest strength on council (SIC)? What gaps
might you fill and how do your skills compliment the shills of the present council
composition.
Since serving on the City of Aspen Planning and Zoning Commission for
the last 6 years and being the Chair for 3 of them I have an up to date
working knowledge of the land use code and guiding documents_
My service on the Aspen Area Community Plan Commission as well as
the Historic Preservation Task Force allows me to understand the intent of
these documents as well as the diverse opinions represented during these
discussions.
It takes about 12 -18 months to get up to speed on the land use issues and
operations of government once one is assigned to a Commission or
Council. With my P &Z service I can hit the ground running and can
contribute a great deal immediately.
My ability to represent the community does not go to the extremes.
I have worked for six years to reduce the heights in the commercial
core to 38 feet through block zoning. I am not in agreement with
the 28 foot zoning either, as this will create a huge backlash in the
next election. The 28 foot height most likely will be incompatible
in certain areas of the Central Core. We need to avoid going to the
extremes and have a reliable, durable and predictable land use
code.
I have no relationship with any special interest group nor do I vote
according to their slates. My campaign is always about good
judgment and community values. I have honestly and diligently
served on the P &Z and have favored no one.
I have a great deal of community support due to my 500 or so
votes in the last Council election 2 years ago. Many of my
supporters wanted me to ran for council and would have shown
this support however with the large number of candidates and
being a moderate centrist in the Mayors race I couldn't garner the
votes but I still have the community support for any opinions as
they make sense and support our community values.

1. I'll serve so little people get a fair shake. And in Aspen, the millionaires are little people too.
Richard Stearns, President of World Vision U.S., points out that 1,125 billionaires hold more
wealth than over 50 percent of the world's population. That ain't sustainable. Aspen's big
government, like our nation's, can be dysfunctional and shouldn't be slanted in favor of Hunter
S. Thompson's term, the "greedheads." For more, see

2. 1 listen. Plus I love this community & have a great sense of humor. I've learned thru struggle to
laugh at myself more freely. Laughter lightens our load and lifts our hearts.
I'm a compromise between the Left and the Right, as the paper likes to characterize the Council.
Bob Braudis, Marilyn Marks, Maurice, Mick, Torre & Joshua Saslove are people whom I respect
their actions and opinions. I love Aspen resident & former Reagan Boy Wonder David
Stockman's new book, "The Corruption of Capitalism." As a libertarian tea partyer, I helped
organize occupy Aspen with Sopris Sun journalist and writer Jeannie Perry. Bob Braudis, Mayor
Mick, Texan Blanca O'Leary, & Jack Johnson all came.
I compliment the Council's Trust us attitude. Why? Big government needs to be lassoed & hung
out to dry. Thomas Jefferson said we need a little "insurrection" every 20 years; I agree. None
of us agree on everything but that's what community is: we break bread together and agree to
disagree.
3. 1 really like Mayor Mick personally; but I couldn't get him to pose for a painting, much less
obtain his anointment for political office. The Chicago machine went 3 -0 in the recent election.
Seriously, during the election season, I was in Texas with my family & learning to be lawyer
against Goliath.
4. I'm an Eagle Scout and a leader. I'm also not a suck -up. I try to follow the Golden Rule: Love
your God and love your neighbor. My father came from a Texas farm without running water or
electricity & is the American dream personified. Currently, Sandy and Bud Mulcahy's foundation
is involved in clean water and school building in the rift valley of Kenya_ partnering locally with Eli
Weiss's Wildize foundation: www.africawaterwells.org & www.wildize.org .
My family chartered Baylor University under the Republic of Texas where I did my BA. I
attended the Sorbonne and the Universidad de Salamanca in Spain & completed a masters at
SMU & a PhD in Humanities in 191h century French art. I worked my way through grad school
and then started a business. Like many, I came to ski and stayed. I served eight years as a
trustee along with Dwayne Romero for the Aspen Historical Society and was the volunteer
curator at the Snowmass Villas Gallery. Like Cliff Weiss, I was a ski and snowboard instructor for
the Aspen Ski Company. In 2010, 1 tried to start a union. LOL. Currently, I'm on the Town of
Everyone knows I'm funny so take this with a grain of salt. The government's gotten way
too big: we're building drone bases in Africa, the IRS targeted tea partyers for political reasons,
Obama called Yemen's President to keep an investigative journalist in jail, the FBI recently shot
& killed an unarmed citizen SEVEN times under questioning including execution style in the back
of the head before he allegedly confessed to a triple bombing with the Boston marathon
bombers, and both the NSA and the Attorney General of the Dept. of "Justice" got caught red -
handed with their fingers in the forbidden cookie jar which contains our Bill of Rights multiple
times. It ain't pretty. Do we choose more government or less? I'm for less.
We've got to love our neighbor and help them, not by simply relying on big brother government,
but through community, through volunteer community organizations like the Buddies Program,
through churches, through synagogues, and through mosques. Volunteering heals many
wounds. Peace Corps instead of drone strikes.
We need solidarity as a people instead of all this bickering over gay marriage and guns. We
must drop our minor differences and select leaders that return us to limited government and
protect our Constitutional freedoms. As that fired Aspen Daily News columnist Johnny Boyd
preaches, "In a civilized society the ability to criticize our masters is the last bastion of freedom."
Nevertheless, bullies like the Art Museum, the Hospital, and the 800 pound Gorilla need to be
spanked for their restrictions on free speech and "DO AS I SAY" arrogance: The Hospital
recently sent out a memo to employees on how they should appropriately speak to the Schultz
firing debacle that the CEO and Board helped create. ROFL. Seriously? As Susan Shapiro
remarked, this ain't North Korea.
Community is not fostered by bans on competing surgeons, critics or whistleblowers. Another
local example of bullying and our First amendment freedoms being taken away: Richie Cohen.
He's the community leader that presented 1500 signatures to Council protesting the Museum
being approved in secret. Worse, he taped a hilarious "FOR SALE" sign on some tractor trailers
that the Art Museum brought up from Denver and parked on a vacant lot. Cohen's also a senior
citizen on oxygen - -- certainly a real threat. The art museum dispatched the Aspen police to
inform Cohen that he was banned from the museum. Lighten up?
I'm banned from 4 organizations that l have long participated in various ways throughout the
years. I was banned from National Forest on the very day I passed out a living wage
unionization flyer [& not in uniform as stated]. Here in the West our public lands are sacred:
these lands are America's greatest gift to the world.

censorship of news articles from their facebook page paraphrasing JFK's famous "Those who
make peaceful revolution impossible will make violent revolution inevitable." The Institute got a
restraining order which prevents me from taking evidence in the lawsuit claiming you can't ban
Americans from public lands for passing out information. Reality is way funnier than fiction.

1. Why do you want to serve as a member of City Council?
In 1971 my parents moved here when I was 12; 1 now have 3 "children" Bo 21, Coco 20 and Chloe 8
(all with my beautiful wife Suzanne, with whom I celebrate our 25h anniversary next year). I am
passionate about Aspen's future, and all of our children's ability to make this their home and our
ability as seniors (ouch) to stay and help babysit the grandkids. Every generation is represented in a
healthy community and every community is different.
I believe 1 would come to the job experienced, educated and willing to roll up my sleeves and make
a difference. Little training required. I know an appointment is not made to lead and I think I have
strong team skills. I revel in finding common ground and creating solutions to difficult impasses. I
like to think I am a creative opportunist and problem solver. In every discussion I know I have to
come in with an open mind if I expect others do the same.
2. Which of your skills will your greatest strength on Council? What gaps might you fill, and
how do your skills complement the skills of the present council composition?
i augment many potential holes that I perceive in the current council, including:
• Aspen kid. I have been a kid in the Aspen schools (Aspen High class of 1976), Aspen Valley
Ski Club, Aspen Junior hockey (on first team ever), Aspen High football, etc.
• Restaurant worker. I. worked in Aspen restaurants for almost 20 years, from kitchen cleaner
at the old Arthurs when I was 13 to dish washer at the OLD Andres, to night manager at the
Ute city Bank in the 80's —with many in between.
• "Chalet Girl ". I know the travel business from the bottom up and what our visitors go
through and want. I was a "meet and greet" for a UK travel agency for 10 years; granted,
many moons ago.
• Aspen Young adult. In the 80's I was inspired by John McBride to 'help found, and become
the first President of, VOYC (Voice Of Youth Concerns) — the first group I am aware of that
emphasized the politics and issues of Aspen's young adults (yes, then as now it was jobs and
housing). We actually met with Whip Jones (owner of Highlands) to try and encourage
development of resident village at the base of Highlands. I ran for Pitco commissioner as a
34 year old with a 2 year old and new born.
• Business man. When I turned 301 got married and started having kids, I got into the real
estate business to try and find a way to own a home in my home town and went from ski
bum to family man.
• Environmentalist, from the Lovins school. I formed a company that built one of the first
Wetland Mitigation Banks in Colorado, a business started to use economics to save
Colorado's wetlands, native habitats and ranches. I sold over 20 TDR's when the system first
started.
• Public Private partnership formation, fund raiser and facilitator. _I was and am the President
of SPARC, the non profit entity that raised the private sector side of the money ($7.6mm) to
built the ARC. I led the administrative and City negotiations process to form an exceptional
public private partnership and met some of Aspens most generous donors.
• Aspen Recreation advisor. As Chairman of ARC Advisory Board I have 14 years of trying to
help Parks and Recreation be more efficient and effective in the service of our community
and business of recreation.
• Licensed Real Estate broker, but that has not been my principal focus in the real estate
business to date, but I have significant expertise in sales and marketing.

• Agree: That the former city council decided that a hotel (hot bed) project was their greatest
desire for the properties at the base of 1a.
• Disagree: I am shocked that a better solution could not be found than is currently vested, or
on the table for those sites (high end homes).
Lumber yard:
• Agree: In the concept of acquiring land for community use. I supported acquisition of the
Red and Yellow Bricks in the day.
• Disagree: With the price and apparent lack of professional investigation that went into the
purchase.
Hydro:
• Agree: with generating our power locally and preserving major water rights.
• Disagree: with the way the City handled the situation at virtually every level. I was
surprised Mr. Lovins and RMI (or their ilk) had not been consulted in advance of the project.
6. What issues do you consider most pertinent to the city and why, and are these issues you would
focus on immediately if appointed to Council?
Affordable Housing: add opportunity, diversity, and prosperity. The founders of our incredible AH
system never considered retirement and old age. I mean who in the 1970's thought they were going
to get old? They were amazing guys who fought incredible forces to make Community a zoning
value and they won, but the system can be much better and must evolve:
• Opportunity. To provide greater opportunity to more locals who can't otherwise afford free
market housing, include all generations of Aspenites and as many economic levels as
possible. Entry level and exit level should receive equal attention.
• Diversity. I think the more AH the better, IF, new AH seeks to fill housing needs at every
economic level and desired lifestyle, not just more of the same.
• Housing Prosperity. I believe the systems can evolve to 1) provide greater economic
opportunity for qualifying locals while ALSO 2) expanding the entry level into the system,
while improving the value of free market properties. I believe in the laws of supply and
demand. Increase Free market demand: Ideally this system could add local buyers to the
free market as AH owners move up. Free Market supply: is held in check as more available
development opportunity is in the Affordable market, reducing potential free market
supply.
Social impact. I believe that providing opportunity, diversity and prosperity to the local AH market
helps change the "Have vs Have blot" conflict we are seeing more and more. It helps reduce the
snobbism, and "reverse snobbism" we too often experience in Aspen.
Recreation: Our "industry" is recreation. Rethink Parks and Rec services taking full advantage of the
opportunities we have when we embrace the market place and what it can do to help us afford to
own and operate great facilities and programs for our community. Bringing guests to Aspen to
compete and recreate has huge positive ripple effects on our experiences, community and
economy.

Personal Prosperity. I believe we can do a much better job of harnessing the power of the market
place to get what we want and need as a community without "selling out" to money. I believe the
community, with tough low growth and AH rules, has made Aspen real estate incredibly valuable
and the real estate community counts on us to keep it so. I do not see a conflict between low
growth and high values, nor between more affordable Housing and high real estate values — in fact
see each ADDING to our free market values and want to find a way for locals to share in the value.
This is not communism, this is social capitalism where the values of individual merit and
.responsibility mean something.
7. What is your position on the city's pursuit of a 100% clean energy portfolio, and should hydro on
Castle Creek be included?
1100% support 100% clean energy. The more locally generated the better, while acknowledging that
Aspen may not be ideal to produce 100% locally.
I read Amory Lovins hydro letter front to back and as one of my local heroes I respect his conclusions
and find no fault with his assessment. I think it would be imprudent for any applicant for this
position to form a hard opinion without having all of the confidential advice of the City's legal team,
particularly as it relates to water rights. I see no value to the community in losing those very
significant rights. I believe water will be a huge issue sometime in the future and to ignore these
rights ignores future generations of Aspenites.
8. Regarding Aspen's built environment:
(a) Some feel speculative development downtown compromises our core values and our duality of
life. Do you? Why or why not?
"Speculative" is an interesting choice of words. We as a community define what can be built
through our zoning codes. I don't blame the market for building what we allow. We should have a
code that only allows what we want as a community and enhances our value. I think blaming people
for wanting to be in, and build in, Aspen is a cop out. Like it or hate it we write the codes so we
should take responsibility for what they allow and not blame property owners for follow the rules.
couldn't afford a home in my home town (unless I won a lottery) working in restaurants so 25 years
ago I got into real estate. My wife and I have worked our patooties off and now we (with our bank)
own our home in Aspen. It is our everything and our retirement. Am I speculator if I want to see real
estate values go up? Does anyone who owns Aspen property (affordable or free markets) want to
see their personal value go down? Anyone? I don't. I want to find ways for more locals to have the
opportunity to use real estate to build personal prosperity. Is that speculation? I think there are few
better investments (speculations ?) for Aspenites than Aspen real estate. More locals owning more
local real estate and becoming more prosperous is good for our economy, for our real estate
markets (free and affordable) and for our people. I think our guests like that we area community
and I would invest in the private, public and private /public sectors around building our community.
(b) What is your opinion on the recent ordinance limiting building heights to 28'?
• Agree: I am generally in favor of the 2 story limit in the core. Every aspect of development must
be balanced and in assessing this topic I do not see the community as a whole gaining enough
from these 3rd level, kabil lion $ penthouses that shade the core and obscure the views that
make us and our guests happy, and Aspen famous. We "sell" those views and experiences on
the mall and the value of this community is, in part, tied to them. I do believe there are places
that should not be limited to 2 stories — eg for a hotel at 1a.

v Disagree: The process of enacting the core height limit was poorly managed and I think created
a "false" building boom in the core by forcing property owners to build to preserve old rights.
For every unintended consequence there is a wasted opportunity.
9. Some affordable housing developments need capital improvements but their HOAs are
inadequately funded. What should be the city's role in addressing HOA funding deficiencies?
I am a strong believer in public private partnerships and each situation is different. i am likely to be
as sympathetic to existing AH owners and their predicament as most while also believing personal
responsibility is part of the equation. We as a community created this system and to a large extent
we were making it up as we went. Most of these owners had no experience in home ownership —
especially condo ownership - and we provided little to no structure or leadership when we should
have. Understandably mistakes were made, corners were cut, and we missed opportunities. We all
did our best, it is time we all do better.
1 believe I am prepared as any candidate you might interview to learn from these mistakes and
omissions. I have led many projects in the formation of HOA CCR's and management. I have deep
experience on every topic associated with condos, shared values, reserves and expenses ranging
from Aspen AH work to 5 star properties, and most in between.
10. Bonus: What is it about S hour meetings, 400 page packets and media scrutiny that you
find desirable?
Sorry for the length of my response, as you may be able to tell, I am at home with large projects and
professionally I have orchestrated or participated in meetings of similar length and intensity many
many times. Let's face it, we are all a little crazy to do this, but it's rewarding to participate in the
casting of ideas that end up making a place great.

1. Why do you want to serve as a member of City Council?
To assist Council to amend codes identified as critical in the Aspen Area Community Plan.
2. Which of your skills will your greatest strength on Council? What gaps might you fill, and
how do your skills complement the skills of the present council composition?
After six years on P&Z and as one of the chief architects (attended 98% of the meetings over
2+ years) for the Aspen Area Community Plan I believe I can give Council the back -story
behind the policies and action items better than anyone.
I attend P &Z meetings well prepared and bring skills in questioning development applicants
and staff that assist my fellow commissioners in making their decisions.
I am a numbers person that works with spreadsheets and manages my client's budgets on a
daily basis. I love Microsoft Excel.
My 7 years as a ski instructor, AVSC coach, and 25 years of marketing resort hotels gives me
a unique insight into the travel and hospitality industry on which Aspen is dependent. City
council awards ACRA a great deal of money plus tax support. My skills and experience will
give council an independent view of their proposals and budgets.
Few know this about me, but I was the managing partner of a New York entertainment and
sports event promotion firm working on behalf of national sponsors. Although it has been
awhile, that experience may be of help to council when evaluating the numerous requests
for financial assistance from event coordinators.
I took the exam and was licensed to be the general contractor for my own home. I designed
the home and went through the permit process.
I am a resident since 1975 but I resent being buttonholed as "living in the past ". It simply
means that like many, I've watched Aspen change and I know what we've lost.
3. Please answer a or b-
(a) Why did you not run in one of the recent elections for City Council?
I did not have a base of voters two years ago because I don't always agree or disagree with
either the Red Ant or the Mick Ireland base. I look at the merits of each issue, listen to the
community, and form my own opinion. I am not willing to ride the middle of the fence just
to be elected rather than be honest with the electorate about what I stand for.
I came in third in 2003 and 2005 because I had time to campaign harder and I had a base of
voters against the Straight Shot.
(b) What did you think your recent candidacy said about your community support and /or
ability to represent the community?
4. Please tell us about your community service in which you have been involved. Please
include non - profit boards /service, and /or community boards (P &Z, APCHA).
6 years P &Z, 2+ years AACP Joint Commission, Lift One COWOP, Aspen Mountain Lodge
COWOP, S -Curve Task Force, 6 years Villas of Aspen HOA board member, attended RFTA
and CDOT transportation meetings, Aspen School District Benefits Committee member,
Aspen Skiing Company Benefits Committee member.
5. What action has Council taken recently that you think was beneficial to the city and what
action did you not agree with?
Reducing commercial core zone building heights was beneficial to maintain our unique
community character and I agreed with the decision. I did not agree with a previous
Council's decision to blockthe Lodge at Aspen Mountain, which resulted in unneeded free
market townhornes and in my opinion will not accomplish the goal of bringing year -round
vitality to that part of town.
G. What issues do you consider most pertinent to the city and why, and are these issues you
would focus on immediately if appointed to Council ?.
There are residential development codes and review processes identified in the AACP that
must be revised. 8040 Line Review, Stream Margin Review and steep slope FAR reduction
must be updated. Environmentally sensitive areas must have further protection from
residential development in order to maintain our community and our resort economy.
7. What is your position on the city's pursuit of a 100% clean energy portfolio, and should
hydro on Castle Creek be included?
Yes to 100% clean energy. As for hydro, I offered a compromise solution when it was an
application at P &Z. The homeowners accepted my 20CFS minimum stream -flow
compromise but the city did not. No one gets everything in a compromise.
8. Regarding Aspen's built environment:
(a) Some feel speculative development downtown compromises our core values and our
duality of life. Do you? Why or why not?
Speculative development is raising the costs of living here for everyone. I think the city
needs to deal with the issue beyond downtown. In Aspen, the real estate and developers
tail wags the dog. Aspen needs to focus on growing the resort economy.
(b) What is your opinion on the recent ordinance limiting building heights to 28'?
Bravo!!!
9. Some affordable housing developments need capital improvements but their HOAs are
inadequately funded. What should be the city's role in addressing HOA funding deficiencies?
When I ran for Council in 2003 1 stated that APCHA needed to adjust their focus beyond
building more units to looking at how to maintain the aging inventory they already had. I
believe that because housing is subsidized, the city and county should have more influence
on HOA planning for capital improvements. I recently attended a Burlingame Phase 2 HOA
meeting in which a potential homeowner questioned the high cost of monthly dues and
asked if the new board could reduce them. This is indicative of the mindset of "why should
pay to maintain a roof or replace windows in 30 years if I don't live here any more "? I think
contributions to capital improvements should begin from the first month of ownership. The
cost of most improvements and timing can calculated from the first sale.
10. Bonus: What is it about 8 hour meetings, 400 page packets and media scrutiny that you
find desirable?
I'm used to large amounts of reading materials after six years on P &Z and COWOPS. I don't
like late night meetings and feel council members get testy and impatient and aren't always
at their best beyond 9PM. I also don't think its fair to the public. It's hot in council
chambers and the seating is uncomfortable. I would prefer splitting the agenda into more
frequent meetings or reducing the agenda by moving some of the discussion and public
comments to work sessions. It must be said that if present council requires late nights that I
am a grown up and will rise to the occasion. 111just take an afternoon nap.

I feel that I can put my skills and experience to good use.
2. Which of your skills will your greatest strength on Council? What gaps might you fill, and how do

I think my ability to see the bigger picture on the effects of code revisions. I look at the cause and
effect of decisions and see the unintended consequences of actions. I have a background that has
been involved with many aspects of Aspen's resort economy in my 37 years in town. i have
worked in the ski Industry, as ski instructor and ski patrol as well as domestic and International
Sales and Marketing for lodging and have also written development applications and taken
projects through completion. I have also been a Licensed Peal Estate Broker for over 25 years.

(a) Why did you not run in one of the recent elections for City Council?
Family issues and particular work load issues that have since been resolved were the reason I did
not run in the last election.
4. Please tell us about your community service in which you have been involved. Please include non-
profit boards /service, and /or community boards (P &Z, APCHA).
APCHA Board —11 Years
Senior Council - 2 Years I joined this County Board because of Senior Housing Issues that have
been on the horizon.
Housing Frontiers - This was an off shoot of the Citizens Budget Task Force of 2008 of which I was
the Chairperson.
Susan G. Komen, Aspen Affiliate. I have been involved with the Local Charity for 23 years and
served as the President of the Board of Directors for the last 2 years, my term ended March 31
this year. I served as President during the Planned Parenthood issue and I am proud of the fact
that because of the stand we took as the Aspen Affiliate for what was right for our community we
changed national policy and how they make decisions. You can't always take the easy way. The
right thing to do is often the hardest road to follow.
5. What action has Council taken recently that you think was beneficial to the city and what action
did you not agree with?
The support that the council gave to the 6 month rental proposal for seniors is a decision the
helps seniors and the housing program without costing us money and contributes to the stability
of the community.
The second phase of Burlingame needs a closer look. The construction of additional units when
the uriginai phase is sill! deaiing with unresolved issues that have been a problem for years does
riot fill me with confidence.
6. What issues do you consider most pertinent to the city and why, and are these issues you would
focus on immediately if appointed to Council?
would like the City to list the issues that need to be addressed with the Housing program and the
Business Community and put together small groups of citizens and task them with corning up with
written solution proposals. This is a method that has been successful in the past in this
community. This community has a wealth of knowledge that can be tapped into for assistance.
Divide and conquer works much better than complain and do nothing.
7. What is your position on the city's pursuit of a 100% clean energy portfolio, and should hydro on
Castle Creek be included?
I support the pursuit of the 100% clean energy. The new advances being made can only help, but
Hydro is a component of that and I would like to see if any of the project can be salvaged to our
benefit without environmental damage. We survived in this town for many years on Hydo power
and were envied by many and that was one big mistake this community made years ago when they
stopped using Hydro without thinking of future consequences,
8. Regarding Aspen's built environment:

Our core values are not defined by the buildings created but by the value we give the work and
effort of the residents that keep this community vibrant. New businesses and regulations that keep
the business community strong year round keep our quality of life possible for all income levels.
(b) What is your opinion on the recent ordinance limiting building heights to 28'?
I agree with the intent behind it, but I also think that there are some locations that could support
taller without damage to the views with some community benefits. There have been studies in the
past with block by block looks in the core of the buildings and view planes.
9. Some affordable housing developments need capital improvements but their HOAs are
inadequately funded. What should be the city's role in addressing HOA funding deficiencies?
There are a number of options that the City can use to assist the HOA`s without bailing them out.
There are ways to help them help themselves, The City has the ability to approve special taxing
districts or use Housing Funds for Low Cost Loans. The Housing Frontiers Group is coming up with
some proposals that will be taken to the APCHA Board and eventually brought to City Council for
approval. This City has some very smart residents that have been more than willing to step up to
the plate in the past and come up with solutions options to problems if asked for help.
10. Bonus: What is it about 8 hour meetings, 400 page packets and media scrutiny that you find
desirable?
I was told when I moved here 37 years ago that Aspen is full of people that would be institutionalized if
