VARIANCE DESCRIBED BELOW:
Pursuant to .the Official Code of Aspen of June 25, 1962, as
amended, a public hearing will be held in the Council Room, City
Hall, Aspen, Colorado, (or at such other place as the meeting may
be then adjourned) to consider an application filed with the said

Dear Bill:
This letter is a request for a Site Coverage Variance for the landmark designated
residence at 334 West Hallam.
As we have previously discussed, this structure would not qualify for a building permit
due to the practical difficulty created by trying to balance the floor area ratio with the
historic property's porches and overhangs.
The total allowable site coverage is 3,105 s.l. (34.5%) broken out as follows:

The practical difficulty has been to satisfy the historic preservation guidelines for
restoration of this landmark, retaining its historic porches and overhangs and
conforming to the site coverage and floor area ratio requirements.
I have attached a copy of a memo supporting this variance request from the Historic
Preservation Committee.
Also enclosed is a roof plan with site coverage calculations and floor plans with floor
area ratio calculations to assist with your review.

Dear Roxanne:
We would like to request that you write a letter supporting a site coverage variance
request for the above referenced property. As you are aware, 334 West Hallam is a
landmarked designated residence and is eligible for the National Historic Register.
Marta Chaikovska and Frank Peters, the present owners, would like to renovate the
structure but have been unable to secure a building permit due to an overage in site
coverage..
The total site coverage allowed for the property is 3105 s.f. (34.5%), broken out as
follows:
Building 2700 s.f. (30%)
Porches/Overhangs Exemption 405 s.f. (4.5%)
The proposed site coverage on the project is 3305 s.f. (36.7%), broken out as follows:
Buildings 2699 s.f. (30%)
Porches/Overhangs 605 s.f. (6.7%)
As you can see the overage, of only 200 s.f. (2.2%); is attributed to porches and
overhangs. These are elements which we feel add important character to the structure
and should remain in place. A variance of 200 square feet seems appropriate in this
case given the historic nature of the structure.

On May 27, 1992, at their regular meeting, the Aspen Historic
Preservation Committee voted unanimously to endorse the applicant's
site coverage variance request of 2 .2% (200 sq. ft. ) for the
landmark property at 334 W. Hallam, known as the Eugene Wilder
House-.
Section 7-605 of the Aspen Land Use Regulations states:
Variances: The Board of Adjustment shall not take .any action
on a development application for a variance pursuant to
Article 10, in the H, Historic Overlay District or development
affecting a historic landmark, without receiving a written
recommendation from the HPC.
The HPC finds that the variance is minor in nature (200 sq. ft. or
2 .2%) , and is necessary due to the numerous porches and overhangs,
which give this structure its historic character. The remodeling
activity has been previously approved and vested by the HPC. The
HPC is unable to grant site coverage variations, except in cases
involving detached accessory dwelling units ("Cottage Infill") .
Please consider this the HPC's positive recommendation in support
of your approval for the site coverage variance as proposed.
