The Clarendon Homeowner's Association is requesting a variance of
the density allotment in the R-6 P.U.D. for the development of a
deed restricted employee unit.
The allowable density for the land area is 15.75 units. Presently
there exists 15 units which leaves .25 of the allowable density
undeveloped. Since~'& does not fully qualify for the development
of one additional unit, the Associationisrequesting a variance in the
underlying bulk requirement that allows 15.75 units to allowing an
increase of .25 to 16.0 allowable unit density.
The Clarendon Condominiums was developed under the existing R-6
P. U. O. of 15 units on the property with no floor area ratio require-
ments. The property at one time was platted as single family lots
and could have been developed as 15 homes on small 4,500 sq. ft.
lots. The initial development potential could have been 15 single
family homes at a maximum of 2,400 external sq. ft. each, for a
property total of 36,000 sq. ft. This does not include an additional
500 sq. ft. of garage per unit that is allowed (an addition of 7,500
sq. ft.] for an overall property total of 43,500 sq. ft.
However, under the P. U. 0., a townhouse concept was developed
which decreased the overall density from a potential of 43,500 sq. ft.
to a developed density of 22,900 sq. ft. (5 two bedrooms at 1,360
sq. ft. and 10 three bedrooms at 1,610 sq. ft.]. The P.U.D.
decreased the density potential by 20,600 sq. ft.
The deed restricted employee unit that will be developed from this
variance approval will be 700 sq. ft., which will be consistent with
the lowered density of the development. In respect to square
footage, a unit with 700 sq. ft. equates to approximately one-half
(1/2] of a normal free market, one bedroom living unit.

The unit will consist of one bedroom, one bath, with a living room,
dining area, kitchen and small office. The unit will have no impacts
associated with it as its location is towards the center of the site
(see enclosed drawing), and the architecture and materials will be
consistent with the existing development.
The development of the employee unit, which has received support
from the Housing Authority, will be restricted under the guidelines
of low to moderate income housing.
The vacancy rate of the Clarendon Condominiums is such that a
permanent employee living and working at the development would assure
security and continuing maintenance to the individual owners and
condominiums.
In consideration of this, the Homeowner's Association respectfully
requests a .25 increase in the existing bulk requirement which is
15.75 to 16.0 for the development of this deed restricted employee
unit.
We appreciate the consideration of the Board in reviewing this
request for variance and urge a positive outcome for the Clarendon
Homeowner's Association.

RE: Clarendon Condominiums request for a variance on the
underlying bulk requirements.
Dear Board Member:
The Clarendon Homeowners Association is requesting a
variance on the underlying bulk requirement which presently
allows for 15.75 to 16 units. The .25 increase would allow
for a 700 sq. ft. deed restricted employee unit which would
house the caretaker employed by the Homeowners Association.
This request was presented to the Housing Authority Board
on February 16, 1984 at its regular board meeting. After
discussion with Gretchen T. Greenwood, representative for
the association, the Housing Authority unanimously and
strongly support the .25 density increase requested by the
Clarendon Condominium Homeowners Association. This request
is totally consistant with the mandate of the Housing Auth-
ority as directed to them by the City of Aspen and Pitkin
County, that is to provide affordable housing for those
persons employed in Aspen and pitkin County.

In summary, it is the Housing Authority's recommendation
that the Clarendon Homeowners Association request for a
variance in the underlying bulk requirement which presently
allows 15.75 units to allow an increase of .25 to 16.0
allowable unit density, so as to provide employee housing.
It is also the recommendation of the Housing Authority that
the proposed employee unit be deed restricted under the
Housing Authority low or moderate guidelines.
