C7\.f'----' Aspen Alps Condominium Association October 6, 1981 Members Planning and Zoning Commission City of Aspen City Hall Galena Street Aspen, Colorado 81611 Gentlemen: I am the General Manager of the Aspen Alps Condominium Association, a licensed Real Estate Broker in the State of Colorado, an instructor in Property Manage- ment for the University of Colorado, Chairman of the Resort Condominium Com- mittee of the Colorado-Wyoming Hotel & Motel Association and a resident of Aspen for twenty-five years. As such, I would like to make the following comments on the proposed thirty-one unit "Lodge at Aspen" to be located at Ute and Origi- nal Streets in Aspen. The land does lend itself to development, but is the proposed lodge "the highest and best use?" V0he first and underlying point is that according to accepted theory, a hotel operation will break even with 100 to 150 rooms. Less than that will cause an undue burden on the owners. Several concerns regarding the actual design are: (j,-c") J. Limousine Parking: Parking is to be adjacent to the Aspen Alps' '/ exit, through which there is heavy traffic. Ute Avenue is narrow at that point and is not maintained by the city. The proposed structure will shadow the street and cause ice buildup. The design of the roof will cause the snow and ice to slide and drain to the north side and into the street. Snow plowing would have to be done to the mall and Hyde house side. pr::L~ V 2. Lounge Area: The proposed area will be multi-purpose. It is designed to be used as a dining room, a conference area, a recreation area, a banquet room, as well as for apres ski and lodge parties. ff a. 2. /A.., 3. Hot Tub: The proposed hot tub will be shaded on all sides / .If::)except the north. It is adjacent to the parking area and there seems to be no (.~3(./ provision for an equipment room. Office Area: The proposed size of the area seems to be small to accommodate front desk, accounting, reservations, service personnel and administration. v/ j ., ; "., < 'Y.~ ~,~ 5. Employee Quarters: The proposed area is 1200 square feet for eight employees. A full service hotel usually has one employee per room. In Aspen, one employee for each two rooms can be satisfactory. The Aspen Alps has approximately 65-70 employees for 77 condominium units, not includ- i ng the restaurant, health spa, and beauty parlour personnel. ,:.--.--., 6. Food Service for Guests: The "non-public" restaurant could not operate without a substantial loss. Design questions are: kitchen vents and odor, kitchen refuse, storage and refrigeration, liquor license, delivery entrance, kitchen noise. 7. "Ski-I n" Access: The Aspen Mountain Road is proposed as a '(t/" 'ski-in entrance. It is currently plowed and sanded to allow access to the Aspen l / Alps North Building. A lawsuit in the late 1960's ruled thaFthe road could be . used, but would be considered a non-maintained county road and would be restricted in width. \ .\ ) 'I ,/C.~- " , /~.- . /.. / ,:]// >".- 8. Automobile Impact: It is the experience of the Aspen Alps that guests do NOT walk to Ruby Park carrying their skiis. Approximately 50% of rental guests use rental cars. Our occupancy is traditionally 50% condominium owners. We keep 23 vehicles on the property which belong to Aspen Alps owners. Employees coming from down valley either carpool or use the bus sys- tem. Our employees from Aspen do not carpool, but arrive in cars or motor- cycles. Employee parking, vehicle storage and visitors automobiles will have to park on South Original or on Ute Avenue, both of which are very narrow from snow buildup and are already innundated with Aspen Mountain skiers' verhicles. There will be additional impact on these streets with the development of the Little Annie Ski Area. I t would appear that the plans and economics of the proposed Lodge at Aspen indicate a "lodge" complex to allow acceptance under present zoning, and that conversion to condominiums would be the next logical step to make the property ,( '--ii"~ r .'; ~ ,_ "c } '.., , , page 3. I t is apparent from the current Real Estate market that high quality, high cost condominiums are amongst the few properties that are selling. I feel that it would be more realistic to allow the developer to construct free market luxury condominiums in keeping with the surrounding area, rather than going through the exercise of developing a lodge which would be of questionable sales value, and eventually be converted to a condominium complex with limited sales appeal.
