BEFORE THE CITY OF ASPEN BOARD OF ADJUSTMENT
TO ALL PROPERTY OWNERS AFFECTED BY THE REQUESTED ZONING OR USE VARIANCE
DESCRIBED BELOW:
Pursuant to the Official Code of Aspen of June 7.5, 1962, as amended, a
public hearing will be held in the Council Room, City Hall, Aspen, Colo-
rado, (or at such other place as the meeting may be then adjourned) to
consider an application filed with the said Board of Adjustment requesting
authority for variance from the provisions of the Zoning Ordinance, Chapter
24, Official Code of Aspen. All persons affected by the proposed variance
are invited to appear and state their views, protests or objections. If
you cannot appear personally at such meeting, then you are urged to state.
yo~views by letter, particularly if you have objection to such variance,
as the Board of Adjustment will give serious consideration to the opinions
of surrounding property owners and others affected in deciding whether to
grant or deny the request for variance.

Dear Board Members:
This request is for a variance to allow a covered, screened
trash area, approximately .4' x 14' in size, off the kitchen
at the rear of Arthur's Restaurant on Main Street, which will
project approximately 11' into the rear yard set back, or to
within 8' of rear property line on alley.
Recently Arthur's purchased the former A.R.I. Building to the
east and the lots between. Parking approvals, expansion of a
conditional use approval and special review for two new deed
restricted employee housing units have been granted by the
Planning & zoning Commission.
Pre-application design approval has been granted by H.P.C. for
a design approach which proposes the construction of a new,
third Victorian house between the two existing structures (con-
nected at the back), thereby preserving the residential scale of
Main Street, avoiding what's been called by others, the "Floridora
Syndrome." I suppose, therefore, this design approach may even-
tually be called "Arthur's China Syndrome."
One of the major advantages expressed by both the P&Z and adjoining
property owners of this expansion is the opportunity to move
the trash area and service areas off of First Street and deep
into the alley where it belongs. This variance request is to
allow the applicant to further soften the interface between
commercial and residential uses by being allowed to cover and
screen a potentially ugly area.
It cannot be incorporated into the proposed building for this
simple reason. The plan, as presented, shows no significant in-
crease in existing Arthur's dining space (except for the conversion
of the existing ~ 240 S.F. waiting area to new dining - by U.B.C.
standards this means 16 new diners). The problem has always been
totally inadequate kitchen space. Almost all of the new con-
struction is devoted to an extension of the cooking line, an

enlarged and automated dishwashing system, and revised prep and
service areas. The rest of the new construction is to allow
(for the first time) a gracious entry and cloak room, and for
bathrooms for the handicapped. The enlargement shown of the kitchen
space is still not enough to serve the existing dining space
efficiently, but it is an improvement. An invitation is extended
to the Board of Adjustment to make a site inspection of the
existing kitchen at Arthur's, during working hours, to see how
six Chinese cooks, a dozen waiters and prep chefs, manage not to
cut each other up much more than once or twice a year. You may
check A.V.H. record~.
The reason for the expansion of Arthur's is as follows: to enlarge
the kitchen to meet the needs of existing dining; and to provide
entry and waiting/cocktail areas of sufficient size and grace
to try to make up for the fact that as many as 150 people have
had to stand for over an hour in a 15' x 15' room. The kitchen
area cannot be reduced.
The options to the Board of Adjustment are these: deny the variance
and have 2 or 3 dumpsters in the alley, or grant the variance
and allow them to be screened.
