Lots Q.R.S, and the East 10' of Lot p) in Aspen, and homeowners in the immediate vicinity of that property owned by }~. James Ov,ens of 213 West Bleeker Street, Aspen, we strongly oppose the granting of a vdriance to ~~. Owens as requested by }tr. Owens. Although our home is located at 200 West Bleeker, Aspen, and such an two-story addition as }~. Owens requests variance for would not physically obstruct scenic views from any por- tion of our property, surely others would experience a dim- inution of aesthetic. as well as financial value to their property as a result of the granting of this variance as requested. The neighborhood in general has in our experience. which experience dates back to 1949. been a one-family- dwelling neighborhood. and has generally maintained the atmosphere of a FJU,ULY-oriented area. The ~anting of such a variance as l~. Owens requests would only add im- petus to the movement now several years afoot to change the complexion and atmosphere of the neighborhhod from that of an area wonderfully suited to family life to one resenbling other parts of the City of Aspen, where the family has been relegated to the botton rung of the resi- dential ladder, and the transient single population has taken over. We are not opposed to neighborhoods that cater in zoning and residential construction to the transient single population, nor are we opposed to low-cost housing in the City of Aspen which might provide suitable residence for the many hard-working transient singles who frequent Aspen annually, or for long-term residence. BUT, this neighbor~ood remains one of the few within the City limits that still maintains its family-oriented zoning and atmosphere, and it is our concerted opinion that this Owens variance request should be denied. In addition, we feel that maintaining the single-family-dwelling aspect of the neighborhood, as well as the West End in general, might well serve to preserve those qualities of Aspen that have been and are the long-term qualities that make Aspen what it is; pandering to the current wave of insidious under-nining of these qualities serves only the purposes of those who wish to personally and selfishly gain finan- cially from their property ovmership in the City of Aspen, Bue.ch 2 at the expense of their neighbors and of the City of Aspen at-large, when considered in the long run. Surely it is tiDe to take a stand on this issue and disallow further "legal under-Dining" of our residential philosophy in Aspen. Let us also consider that a two-story addition to one single-family dwelling in AlfY neighborhood of Aspen must result in at least two Dore motor vehicles added to the already over-abundant amount of motor vehicles in the City, contributing further to the pollution and physical congestion that have plagued the City for the past several years. \ie can honestly state that ALREADY Bleeker Street on our block is over-run l-li th motor vehicles; most espec- ially in this neighborhood, with the school so nearby, we should consider all means of holding population down and thereby alleviating the constant danger of motor vehicle accidents, as well as the kind of congestion that all too frequently even keeps us from exiting our property in our Jeep via our own driveway - usually, even though it is posted, OUT driveway is blocked by one or two motor ve- hicles. And that last is an infinitesimal problem when viewed alongside the other problems be-setting the neigh- borhood.
