down to six: Reasons:
(1) Pedestrian access to property is excellent and the property is
within 1-1/2 blocks of Ruby Park, the center of the public
transportation system.
(2) At the conceptual approval for the subdivision, the City Council
indicated that they did not want 17 off-street spaces but rather, since
the property is so close to Ruby Park, they wanted 2 or 3. Therefore,
pursuant to City Code ~2-22(d) (1) the special conditions and circumstances
do not result from action of applicant.

FOR NOT GRANTING:
APPLICATION IS MADE FOR A BUILDING PERMIT TO BUILD A SIXTEEN
UNIT MULTI-FAMILY DWELLING. The proposed multi-family
dwelling will have seventeen bedrooms and will require seventeen

RE: Blue Spruce Condominium Redevelopment - Publtc Hearing
DATE: April 28, 1977
This is a Public Hearing to consider the Preliminary Plat of the Blue
Spruce Condominiums Redevelopment plan. The project consists of 15
studio-units (680 square feet in size) on 15,000 square feet of land
zoned L-2 which permits multi-family dwellings. Only six parking spaces
are provided at the suggestion of the Planning Office, The applicant
is appealing the parking requirement of 15 spaces to the Board of Adjust-
ment. One employee housing unit is provided in this plan where non exist
nOli.
The site is currently occupied by a 17 unit lodge and swimming pool.
The Planning and Zoning Commission, on February 22, 1977 recommended
Conceptual Subdivision approval conditioned on the following:
1. The applicant make proposals for parking spaces and
e~ployee housing at the Preliminary Plat stage.
2. That rentals and occupancy be limited to a short
term basis vlith the exception of e~ployee units.
3. That management be on site at the Blue Spruce Lodge.
The comments of the Planning Office are as follows:
1. Remodeling and redevelopment of existing facilities
is exempted from the current building delay instituted
by the City Council.
2. The site planning is a distinct improvement over the
existing lodge structure. This design is oriented
south with the pool and yard areas on the south side.
A small conference facility is provided to accommodate
guest needs for a meeting place.
A service yard and firewood storage area is also pro-
vided to facilitate utility service I'equirements.
It is unclear from the drawings submitted as to the
number of fireplaces proDosed. We would encourage the
applicant to limit the installation of fireplaces to one
for the conference/lounge area.
3. Parking - Due to the proximity of the Blue Spruce to
existing transit services, the ski lifts, and the
downtm'm mall area, we support the limiting of parking
to six parking spaces. This appears to be a practical
number and is aqreeable to the applicant. ^ limousine
pick-up service'should be provided by Blue Spruce to
accommodate and encourage guests to 1 imit car usage.

4. Housir1.9.. - It appears that the proposed one unit for
housing is not in accord with the recommendation of
Brian Goodheim as stated in his memo of March 9, 1977.
We request the applicant to continue to work with
Mr. Goodheim to resolve this issue.
5. Utilit~ servic~ - The City Electric Department has
requested that utility connections be made from
South Monarch Street.
6.
The City Engineer has recommended granting Preliminary
Plat approval subject to satisfaction of certain
technical requirements prior to Final Plat approval.

7. The Planning Office recommends Preliminary Plat
approval subject to satisfaction of the above
concerns.

Re case No. 77-10 to be heard on Uay 5. 1977. The
Telemark Apartments Association wishes to express
objection to the cutting down of off-street parking at
the Blue Spruce Lodge. Allowing this variance would
increase on-street parking which is already a severe
problem in the area due to the Chart House Restaurant
and the increased building.
