' ,~ The Aspen Institute desires to proceed with construction as early as weather conditions permit in the spring of 1974 of a study and conference building on site "F" as indicated in its Master Plan. This building has been part of a coordinated plan involving the existing Physics Building and a future study building for scholars and artists in residence as noted on site "G" of the Master Plan. This coordinated plan envisions a central plaza between the three buildings. Appended is a copy of the appropriate portion of the Master Plan. The site for the study and conference building is partially in R-6 zoning "and partially in AR-2. That portion of the Institute's property fronting on Gillespie Street for a depth of 100 feet is zoned R-6. It is desired to place this building 50 feet from the Institute's property line on Gillespie Street. Appended is a site plan drawing by Benedict Associates showing the location of this building. It is the architect's view that the location of the three buildings concerned so as to allow the central plaza will be much more pleasing aesthetically, not only as an academic grouping, but to the general public and nearby property owners as opposed to a series of three buildings all in a row. , ........ "", ",# NOTICE OF PUBLIC HEARING Case No. 7 4-9 BEFORE THE CITY OF ASPEN BOARD OF ADJUSTMENT TO ALL PROPERTY OWNERS AFFECTED BY THE REQUESTED ZONING OR USE VARIANCE DESCRIBED BELOW: Pursuant to the Official Code of Aspen of June 25, 1962, as amended, a public hearing will be held in the Council-Room, City Hall, Aspen, Colo- rado, (or at such other place as the meeting may be then adjourned) to consider an application filed with the said Board of Adjustment requesting authority for variance from the provisions of the Zoning Ordinance, Chapter 24, Official Code of Aspen. All persons affected by the proposed variance are invited to appear and state their views, protests or objections. Reid, owners of a home on Lots 8, 9 & 10, Block 98, Hallam Addition will be out of town on April 11. 1974, we respectfully state our opinion regarding the zoning variance requested for the Aspen Institute for Humanistic Studies by Benedict and Associates. Gillespie Street, between 5th and 6th Avenue where the proposed two new buildings are to be built, is fast becoming a huge parking lot. The activities held in the Music Tent from the Design Con- ference in June until the last concert in August, plus the daily and often night projects at the Aspen Center for Physics building draw hundreds of cars to this area. The parking problems are acute and we already feel that this part of the west residential area (the only residential area within the city limits), is fast becoming one of the busiest traffic areas in town. A 100 foot setback, buffer zone, as we understood the meaning of such, is an area to be used for landscaping and to create an attractive and quiet frame for an otherwise busy activity. This was the reasoning behind the 100 foot setback re~uired on Highway 82. We believe Block 94, on Gillespie street should have this 100 foot protection without further street cuts and without further parking. We suggest, along with our neighbors, that access to the present Physics Building and the two new buildings, should be from Third street. with parking on the north side of the new buildings, away from the residential neighborhood. April 9 Board of Adjustment Page 2 --------------------- We believe that not only the residents within a 300 foot radius of the proposed buildings, but the entire West End Homeowners Associa- tion will appreciate all that the architects and planners for the Aspen Institute can do to keep this area as attractive as possible. We therefore cannot favor the renuest for a 50 foot variance. We also feel that the Aspen Institute should file a Master plan. This Residential Zone along Gillespie Street was established in 1961 to provide a buffer area between institutional development and the historic residential area. This represents a unanimous decision of all property owners within 300 feet of the proposed building. April 8, 1974 The Aspen Board of Zoning Adjustments BoxV Aspen, Colorado 81611 Attention: City Clerk's Office Re: Aspen Institute request for setback variance Gentlemen: Since I will be unable to attend the public hearing this Thursday, I am writing to express my strong objections to the requested variance for the following reasons: 1. The ultimate development of the Institute facilities as they affect the adjoining neighborhood should relate inward to a campus-like environment instead of outward to the public street as indicated on the Institute Master Plan. The proposed plaza indicated in front of the Physics Building would generate noise and activity extremely disturbing to nearby residents and would encourage parking on the residential streets as well. 2. The 100 foot buffer zone should not only be strongly enforced but should also be heavily landscaped to provide the screening effect for which it was established. Further, there should be no curb cuts allowed through this buffer, and all access, both pedestrian and vehicular, should be from within the Institute Complex. As in most communities requiring buffer zones, no parking should be allowed within this area as well. 3. I agree with the architect's efforts to avoid an in-line placement of the three buildings; however I feel that the plaza indicated on Gillespie Street should be reoriented to the north side of the Physics Building and the building remodeled as necessary to achieve this new orientation. The proposed Conference Building could then b1"moved further from Gillespie instead of closer to it. Gentlemen: A representative group of residents within the 300 foot area of the proposed Aspen Institute For Humanistic Studies building site F, have met and re- considered the application for variance, File 74-9, as recommended by the Board of Adjustment at their meeting on April 11, 1974. On April 11, 1974 the neighbors directly involved expressed unanimous oposition to the granting of the variance. F' All residents were unable to attend the meeting as they have gone on vacation at this time. The following suggestions were made by the residents attending the meeting: 1. Inasmuch as the residents of the area do not feel tha t they can alter their position within the next few days, (by Monday, April 15 ,1974, the date of the Board of Adjustment Meeting which will reconsider the application), it is suggested, that the Aspen Institute For Humanistic Studies withdraw their application for variance at this time. 2. Upon withdrawal of the application for variance, the residents involved feel in the near future they will be happy to meet with representatives of the Aspen Institute For Humanistic Studies to resolve this particular question as well as other of their concerns in regard to future Institute plans for this area. This letter represents the feeling of the residents who we were able to reach on such short notice. Sincerely yours,
