BEFORE THE CITY OF ASPEN BOARD OF ADJUSTMENT
TO ALL PROPERTY OWNERS AFFECTED BY THE REQUESTED ZONING OR USE
VARIANCE DESCRIBED BELOW:
Pursuant to the Offi~ial Code of Aspen of June 25, 1962, as amend-
ed, a public hearing will be held in the Council Room, City Hall,
Aspen, Colorado, (or at such other place as the meeting may be
then adjourned) to ccnsider an application filed with the said
Board of Adjustment requesting authority for variance from the
provisions of the Zoning Resolution, Title XI, Official Code of
Aspen. All persons affected by the proposed variance are invited
to appear and state their views, protests or objections. If you
cannot appear personally at such meeting, then you are urged to
state your views by letter, particularly if you have objection to
such variance, as the Board of Adjustment will give serious con-
sideration to the opinions of surrounding property owners and
others affected in deciding whether to grant or deny the request
for variance.

Provisions of the Zoning Ordinance requ~r~ng the Building Inspector
to forward this application to the Board of Adjustment and reason

Application is made for a building permit to remodel a
two family dwelling and build a third floor for an
astronomical observatory.
The proposed astronomical observatory will be 36.5 feet high.

I ~~~Qrs:a~1 that you have purchased a home on Hopkins street and
wish to install or build an astronomical observatory in it for your
son's use. I have considerable experience in the use of astronomical
telescopes and would like to offer you the following advice before
you proceed with this commendable venture.

It is preferable to install any telescope as far from a city\with
its light and glare. Since you are confined to the city you should
do what is possible to reduce the problem of city light glare.
All that you can do, is to build your observatory as high from the
ground as possifule, and to keep your efforts from being near worthless,
you must manage to get the level of the telescope above the level ,
of surrounding street lights.
TI'R reason for this is that you cannot look through a bright light
source and see a dim object such as star nebula. And of course you
get the added bonus of increased field of view if your telescope is
mounted above surrounding buildings and trees.
This will bring another problem into the situation, and that is
stability. No building can b~esigned solid enough to suitably
support an astronomical telescope of any size. It is not a question
of the weight of the instrument, but of vibration. It is practically
impossible to walk across a building floor without creatinF a
small vibration, and if the floor should be supporting a telescope
operating at 100 power, then the vibrations are multiplied 100 times,
making observation impossible.
To control the vibration problem, you must isolate the telescope
from the building. This can be done by mounting the telescope on
a concrete or steel pillar f~rmly imbedded in the ground. The
pillar should pass through any existing floors without contact with
the floors and the size of the pillar should be at least six inches
of diameter for each five feet of height.
