Provisions of the Zoning Ordinance requiring the Building Inspector

Application is made to move an existing physics building
into the R-6 Residential Zoning District for use as

TO ALL PROPERTY O~~ERS AFFECTED BY THE REQUESTED ZONING OR USE
VARIANCE DESCRIBED BELOW:
Pursuant to the Offi~ial Code of Aspen of June 25, 1962, as amend-
ed, a public hearing will be held in the Council Room, City Hall,
Aspen, Colorado, (or at such other place as the meeting may be
then adjourned) to consider an application filed with the said
Board of Adj llstment requesting authority for variance from the
provisions of the Zoning Resolution, Title XI, Official Code of
Aspen. All persons affected by the proposed variance are invited
to appear and state their views, protests or objections. If you
cannot appear personally at such meeting, then you are urged to
state your vie\oJs by letter, particularly if YOLl have objection to
such variance, as the Board of Adjustment will give serious con-
sideration to the opinions of surrounding property ov.'!lers and
others affected in deciding whether to grant or deny the request
for variance.

Description of proposed exemption showing justification:
The subject building was constructed in 1968 by the Aspen
Center for Physics to provide facilities at the Center for
accelerator design studies held by the National Accelerator
Laboratory. The building has been used since 1970 for the regular
physics-astrophysics program. It provides 2/3 of the office
space available for this program. The physics-astrophysics
program is of international importance, and is supported by the
National Science Foundation and the National Aeronautics and
Space Administration. The program consists entirely of seminars,
workshops, and informal research activities. Roughly 175 physicists
and astrophysicists from 60-70 institutions participate in the
program each summer, with 55-65 in residence at the Center at
any time.
The building was constructed with the understanding that
it was not in keeping with the overall architectural style of the
Aspen Institute, and that its.present location was to be considered
as temporary. (The building was orginally built as a temporary
structure, but has since been insulated, heated, and landscaped,
and is adequate for office space for the summer program.)
Since the present location of the building is not in
conformance with the master plan of the Aspen Institute, it is
proposed to move it to the new location indicated on the attached
plan. If repositioning is permitted, the building will be
placed on a concrete block foundation, and the surrounding area
will be landscaped. Ingress and egress will be to the north.
No on-street parking will be necessary to serve the building.
The present off-street parking area for the Center will be
expanded westward as required.
Future usage of the building at the new location will be
confined to seminar and workshop programs of the type now
conducted at the Center. Retention of this office space is
essential for continuance of the operations of the Center.
The Aspen Center for Physics is joined by the Aspen
Institute for Humanistic Studies in respectfully requesting
a variance in the zoning code (currently R-6) to permit the
relocation of this building according to the attached plan.

Gentlemen:
About a year ago the Aspen Center for Physics
applied for a variance to move the Physics building
from the present location to a location zoned R-6.
If we are not mistaken, it was met with 100% objections
from the surrounding property o,mers.
For personal reasons we hope that the board again
will deny this request.

HE: Institute's request to change zoning from Residential
to Institutional in order to move Physics Buildings
from their present site to North Street.
I would like to state my o;nosition to the above zoning
change reql~est for the followinG "easons:
1. Breaking of our present Zoning Code.
2. Infringement on the surrouncing residential area.
3. Increased traffic on North Street.
Also, in closing, I would like to state my criticism that
the BOard of Adjustments Adgenda is not published in the
newspaper prior to its hearings so that all interested
parties in the neighborhood can vo~ce their opinions.
