BEFORE THE CITY OF ASPEN BOARD OF ADJUSTMENT
TO ALL PROPERTY OWNERS AFFECTED BY THE REQUESTED ZONING OR USE
VARIANCE DESCRIBED BELOW:
Pursuant to the Official Code of Aspen of June 25, 1962, as amend-
ed, a public hearing will be held in the Council Room, City Hall,
Aspen, Colorado, (or at such other place as the meeting may be
then adjourned) to consider an application filed with the said
Board of Adjustment requesting authority for variance from the
provisions of the Zoning Resolution, Title XI, Official Code of
Aspen. All persons affected by the proposed variance are invited
to appear and state their views, protests or objections. If you
cannot appear personally at such meeting, then you are urged to
state your views by letter, particularly if you have objection to
such variance, as the Board of Adjustment will give serious con-
sideration to the opinions of surrounding property owners and
others affected in deciding whether to grant or deny the request
for variance.
The particulars of the hearing and of the requested variance are

Application is made for a building permit to build a two
family dwelling. The proposed two family dwelling will be
built on 6,000. sq. ft. of lot area which will reduce the
lot area of an exisitng two family dwelling to 5,000 sq.
ft.
No portion of a lot required for a building site under the
provision of the zoning ordinance shall be included as a
portion of a lot required as a site for another building.

PROPOSED EXCEPTION
There is presently located on Lots M, N, 0 and the West 20.feet
of Lot P, Block 50, Aspen, a two-family dwelling unit, numbered 214 West
Bleeker Street. There is also located on Lot M (or Lots M and N) a structure
which was formerly a dwelling unit but which is not presently utilized a~ .
such. See the sketch of the property attached hereto.

It is proposed that the existing structure on Lots M and N be
demolished and a new two-family dwelling unit be constructed on those two'
lots. Such contains an aggregate of six thousand (6,000) square feet.
In order for the existing building located on Lot 0 and the West
twenty feet of Lot P to then rest on an area qualifying as to minimum ground
area under the Zoning Code, an exception to the Zoning Ordinance will be
required since Lot 0 and the West twenty feet of Lot P contain only five
thousand (5,000) square feet. The proposed development of Lots M and N will
then qualify under the Zoning Code standard for minimum lot sizes.
Therefore, it is requested that a zoning variance be granted
reducing the minimum lot size required by the Zoning Code to five thousand
(5,000) square feet for the dwelling unit located at 214 West Bleeker Street
and lying on Lot 0 and the West twenty feet of Lot P, Block 50.
As justification for the requested exception, the following points
are made:
1. It is intended that the new two-family dwelling unit will be
made available for rental to permanent residents of Aspen, thereby fulfilling,.
in part, a real need of the community.
2. The old structure, of doubtful esthetic value to the neigh-
borhood, will be removed.
3. The valuable land will be put to fair economic use.
4. Certain adjoining properties occupy far more land per building
than that proposed for the new two-family unit. Tentative plans call for
approximately seven hundred fifty (750) square feet per dwelling unit.

As the owner of tbe house at 200 West Bleeker, on Lots Q,R,S and east 10 feet
of P in Block 50,Aspen, I am immediately adjacent to the property at 214 West Bleeker
which is requesting a variance.
I object to such requested variance being granted.
lYhen we built our house in 1949 Block 50 was entirely one-family residential
and I have never been aware of ,or notified of, any change in the zoning.
lhe house located at 214 Wes, Bleeker street, on Lots M,N,O ana tbe west 20
feet of P, Block 50 ,Aspen, was built as,and was u.alized as a one-family residence at

leastA#p until the fall of 1967 ( which was the last time I personally resided in the
house next door at 200 West Bleeker, although other members of my family have been re-
Siding there since then ). I find it hard to im~ne that 214 West Bleeker has recently
been changed to a two-family dwelling without some zoning changes,and consequent notifi-
cation being given to adjoining property owners.
The structure located on Lot M (or Lots M and N ) was a fairly decrepit barn
used as a garage and tool shed when it was used at all. It was not used as a dwelling
unit at any time up until the fall of 1967 to my knowledge.
I object to the requested variance which would permit the construction of a
two-family dwelling unit on Lots M end N.
Yo;;, offer 4 points as "justification for the requested exception" I
1. I agree that private capital should certainly be encouraged to invest in medium-
priced housiDg for rental to permanent residents of Aspen, but not at th~ cost of lower-
ing residential values for other surrounding property owners. One-family dwellings should
be built in predominantly one-family dwelling areas for rental to pennanent residents of

Aspen. Two-family dwellings should be built in areas not already established as one-
family dwelling locales.
2. " rhe old structure", a dilapidated barn-gar/l€e, could well have been condemned
and torn down before this.
3. "The valuable land" would be put to better use, in my opinion, if the owners were
to build a. one-family dwelling unit on it. As a side issue, the owners would contribute
markedly to maintenance of quality values in Aspen if they would restore the dwelling
at 214 West Bleeker st. to its original one-family status. They have reduced the value
to the owners, and the economic value of the houses themselves, of all the one-family
dwellings in Block 50 even tough, in your view, they may have increased the price value
of the land itself. Your view of "value" seems to be a purely mormy-producimg one,tfpf
i.e. to construct on each segment of land in Aspen as much saleable or rentable dwell-
ing space as your flexible zoning code will permit.
4. "Certain adjoining properties occupy far more land per building than that proposed
for the new two-family unit". This statement, by itself, indicates all the more reason
for the Zoning Board to refuse this request for variance; the use proposed for that
piece of land and the reduction of square-footage of earth per ~/ptt~ capita that is
proposed are in direct variance with the illnnediate area in which the property lies.
..by should VIe permit ~ of Aspen to deteriorate into crowded multiple housing?
I object strenuously to your granting this variance.

Gentlemen:
It is our desire that the request for a variance at 214 West
Bleeker Street be granted to J.R. Williams Properties.
The dwelling presently residing on the west side of the property
is an eyesore at best. Overall, it's our feeling the appearance
and esthetics of the proposed two family dwelling will represent
substantial improvement to the street.
