MINUTES OF July 17, 2013
Bill Dinsmoor called the meeting to order at 8:30 a.m. Commissioners in
attendance were: Kiki Raj, Terry Butler, Siam Castillo and Hana Pevny. Absent
were Don Sheeley and Riley Tippet.

MOTION: Kiki moved to approve the minutes of July 3rd; second by Siam. All in
favor, motion carried.
Bike lane painting on the streets in the core
Tyler Christoff, Engineering said the bike lane was a goal of council and they
asked for an implementation plan for over the next five years.
We looked at past city studies and we did bike counts throughout the town. Issues
that were discussed in 1991 some have been accomplished.
Tricia said we also received input from Open Space and Trails. For future phases
we are looking for community input and input from the CCLC.
Bill said bicycles have to stop at stop signs etc. the same as cars have to do but
they don't stop.
Tyler said we need to provide information that bicyclists are also using the road.
Tyler said we identified the main thoroughfares. Hopkins and Main are main
thoroughfares.
Bill said the cyclist that he sees use the sidewalk. What does the information on
the road do to the tourist? They need to understand the rules.
Tyler said the sign on the street is directed for the cyclist to follow the lane. Every
major city has shared lanes and visitors are recognizing the sign.
Tyler said education is something that we are working on. We have a website,
flyers etc.
Hana suggested education through the bike shops so they can make the renters
aware.
Tricia asked about Aspen Street since Bill's restaurant is on that street and since
they put the bike signs on that street.

Bill said he sees many more bikes on the sidewalk rather than the street. He
mostly sees the four wheelers.
Bill said this is a phased thing. What is happening in the fall or spring? What is
working? I am concerned you are creating a problem because of the lack of
education.
Tyler said we are in the evaluation phase presently. We might go back to council
in the spring to see if they need any more street signs added.
Terry said if we are painting on the street we need to educate as it is confusing.
Tyler said there are two places that people have asked for, one to the music tent
and the other is Cooper Avenue coming in from the pass.
Tyler said we are not going to cater to one use we want something that everyone
can use.
Hana said she has never seen the sign before and we need to educate people to
share the road.
Terry said if there is no priority to the bike person are we just confusing people and
maybe it isn't needed.
Bill said people think the bike lane is entitled to the cyclist.
Kiki said they are a slower vehicle which gives priority to bikes in a practical
sense.
Terry said she likes bikes lanes but these are not bike lanes. On Hopkins it is
confusing. Where cars are parking on each side it is confusing.
Bill said our Council and City are focusing on alternative forms of communication.
We need a safer interaction between the bikes and cars.
Tricia said the Parks Dept. and Parking picked the corral stations and they will go
away in the fall.
Pro-cycling Bike Race
Nancy Lesley said the start is at Paepcke Park. We are hosting the overall start and
people come in earlier and can spend more time.

With NBC sports we wanted more discussion about Aspen/Snowmass regarding
the press coverage. We want to bring in a bigger economic impact. The race starts
Monday August 19' on Main Street.
At Brush Creek to Medicine Bow we start at Upper Ranch Road and come down
behind the road and then come down Smuggler to Bleeker. The route will occur
three times. This is our third year and our goal is that the festival is in Paepcke
Park. For four hours on the 19" getting into and out of Aspen won't be allowed
except for emergency vehicles.
Nancy said the strong push will be August 1st. The airport is also going to throw a
party. We are trying to minimize the street closures and opening them back up as
fast as we can. We are applying knowledge from the past and incorporating it.
Bill asked how long it takes to get the information on the return when we close our
town down.
Lesley said this year is a learning curve. This is so rare that you will see the
cyclists riding three rounds.
Bill asked what is the measurement is?
Nancy said hotel occupancy is the only way to tell. Nancy said this event will be
televised in 180 countries.
Bill said do we fund this not knowing the measurement.
Hana said she is excited about the international coverage about the bike race. For
us to get that level of coverage is incredible.
Bill said we are looking at funding for another event similar to this.
Discussion:
Hana said she talked to Debbie Braun and she couldn't understand why the city
wouldn't give the $1,500. for the evaluation.
Dan Nelson said he is ordering more tables and chairs for the mall.
MOTION: Bill moved to adjourn; second by Siam. All in favor, motion carried.
