MINUTES OF AUGUST 21 2013
Chairperson, Don Sheeley called the meeting to order at 8:30 a.m. Commissioners
in attendance were: Kiki Raj, Terry Butler, Bill Dinsmoor, Siam Castillo, Riley
Tippet, Fred Ayarza and Hana Pevny.
Staff. Kathy Strickland, Chief Deputy City Clerk
MOTION: Siam moved to approve the minutes of August 7th; second by Fred. All
in favor, motion carried.
Jewelry at the Saturday market
Kathryn Penn, a local business person who has a store in town came to the meeting
with photographs of Rebecca Bourke's booth and claimed she is selling a product
that is made in China and India. I was in the market at one point and it is against
the market rules to sell products that aren't yours.
Don asked Rebecca if the pieces were in her booth.
Rebecca said they were put out by a girl by mistake that she had hired. Rebecca
said once she saw what was happening they were put away. Rebecca said she sells
the Indian diamonds at her other markets.
Siam said she knows the supplier of the pieces.
Riley said we let in the leather skirt person in due to her creativity and
embellishments on the skirts.
Rebecca said she makes all her-items herself.
Terry suggested we get rid of chain strung jewelry for 2014.
Fred said it is impossible to monitor chain every day. That part of the industry is
very difficult to monitor.
Hana said this is a gray area. I am liking the area of eliminating the chain.
Kiki said we need to make changes for next year and emphasize "artisan jewelry".
Siam said a lot of the jewelry I have seen is made elsewhere. I feel like there is
some abuse and you are bending the rules to make a profit.

Kathryn said she sells Indian diamond jewelry and her customers
bought it from Rebecca. As a retailer you can't be competing tell her they

Bill suggested staff draft a warning notice and have her sign it.
Noise Ordinance
Kathy said council is going to have a noise ordinance work session to increase the
decibel level. Kathy said the mall lease says no amplified music.
Terry said guitars etc. do not need to be amplified.
Kiki said she is opposed to amplified music.
Siam said it is dangerous to have amplified music.
Terry said there is a huge population of residences that live downtown.
Fred said he observed mal leases such as Finbarr's and others leaving their tables
and chairs in the middle of the mall as a warehouse storage while they are not
open. We should address this next season.
