The goals for this work session include the following: Background on this project Purpose of the project and scope Describe pieces of the project that are not included in the scope Gain Council input The primary goal of the project is to obtain traffic data including movements and generation rates to assess the existing conditions that lead to congestion on Maroon Creek and Castle Creek roads. The secondary goal of this project is to identify ways to improve traffic flow during peak periods on Castle and Maroon Creek roads due to the interaction at the Highway 82 roundabout near Aspen (Aspen Roundabout) with non-infrastructure modifications. BACKGROUND:The City receives a significant amount of complaints for the congestion on Maroon and Castle Creek Roads throughout several city departments. During peak traffic periods, vehicle backups consistently occur at the 20-year-old roundabout during peak periods on State Highway 82 (Aspen Roundabout) that intersects Maroon Creek and Castle Creek Roads. This vehicle congestion from Highway 82 in the roundabout negatively impacts the function of the roundabout and vehicles using Castle and Maroon Creek Roads. This congestion continually frustrates tourists, skiers and citizens. DISCUSSION:Concrete resurfacing for the roundabout is planned for the year 2022 as a separate project. That project will be a collaboration between CDOT and the City of Aspen. While there have been side studies done at locations like the Aspen Recreation Center and School, there is insufficient data counts at the roundabout because these past projects focused only on information pertaining to their site. Obtaining wholistic data on traffic congesting in the roundabout will lead to better decisions for any modifications that can be made during the 2022 concrete replacement project. 2 The project scope will include organizing existing data and conferring with stakeholders on Maroon Creek and Castle Creek roadways. Stakeholders could include USFS, the school officials, RFTA, CDOT and Aspen Skico. By gaining missing traffic data, staff and the consultant will be able to coordinate modifications that can be made based on counts and not antidotal information. The project scope will not address the “Entrance to Aspen Record of Decision” that was done in the 1994 The project will not address adjusting the entry through Marolt Open Space or an additional bridge. The project will organize all existing data, coordinate with the stakeholders and present minor modifications to Council for any decisions based on the roundabout. Understanding the limits, the data and Council’s direction will help direct staff coordinate with CDOT for the 2022 concrete replacement project. FINANCIAL IMPLICATIONS: This is a planning project to better understand the traffic challenges that impact the local legs of the Aspen Roundabout. During this project the City of Aspen will determine traffic challenges based on the data obtained in the project.
