Staff, along with the consultant team, would like to provide an update on the process, hear Council’s feedback on the alternatives and outline the next steps to project completion. SUMMARY / BACKGROUND: Ordinance No. 4 provided approval for the city building exterior and footprint, as well as a detailed design for Galena Plaza. This went through an extensive land use review and was approved by Council. Members of the public reached out during the regular City Council meeting on March 25th to voice public support for re-visiting the design of Galena Plaza. This was a community driven request and approach. At the June 25th regular City Council meeting, City Council instructed staff to develop an approach to continue working with the community and engage the Galena Plaza consultant team to prepare three additional concepts. At the September 9th regular City Council meeting, City Council approved the change orders for the project team to continue the Galena Plaza improvement planning and public process. To date, we have kicked off the project, hosted three meetings for initial feedback, developed three additional alternatives and hosted a public open house to present the alternatives and obtain community feedback. The consultant team will present a summary of the process, the design alternatives and community feedback. 2 DISCUSSION: We welcome City Council’s feedback on the process and alternatives. The Open Space and Trails Board has been involved and will continue to be involved in ensuring the many views of the community are acknowledged and prioritized into the final design. Concepts for transit will be evaluated and refined in conjunction with Engineering and Transportation. FINANCIAL/BUDGET IMPACTS: The project is currently funded based on a very simple design, included in exhibits (Galena Plaza as Permitted). The programming change to have the seat of City government in the new office building and the public request to reconsider the plan to develop a more programmed and intentional area design will increase costs, based on decisions made by Council, going forward. Staff included an additional $500,000 of funding for Galena Plaza in the 2020 budget as well as $525,000 in 2021. It is anticipated that the preferred alternative will be a synthesis of the three conceptual alternatives and will include a very detailed estimate, including costs of specific design elements, i.e. water feature, or snowmelt, to allow Council to consider the value of each layer of programming. The types of changes being considered represent an increase in both hard and soft costs of the project. ENVIRONMENTAL IMPACTS: Similar to those which are currently proposed. STAFF RECOMMENDATION: Staff would like to continue to work with the Consultant team and stakeholders to enrich and refine a preferred alternative. SUMMARY AND BACKGROUND: Over the past few years, several training opportunities have been available for elected officials to learn the overall response capabilities of the upper valley for a significant man-made or natural disaster. Most of this training has been focused on observing emergency management personnel in table top exercises to evaluate the capacity of local response, identify strengths and weaknesses within the response, and provide guidance for future pre-planning and mitigation discussions. Additionally, the City Council adopted the updated Pitkin County Emergency Operations Plan in July 2019 (Resolution 79, Series of 2019), to comply with the requirements of the Colorado Disaster Act of 1992. DISCUSSION:Pitkin County recently hosted a training focused on educating elected officials on how they will receive information during an emergency, roles of various emergency response personnel, the role of elected officials, and general conversation with question and answer. The City Council’s emergency management work session will be broken into two sections. First, Ken Josselyn with the Aspen Fire Protection District will provide an overview of the Wildfire Council’s work on wildfire prevention in the upper valley. The second section of the work session is focused on Aspen specific details of emergency response, including: Decision making criteria and process for declaring an emergency within the city of Aspen – and what happens after a declaration If/when/how the city requests the assistance of the Pitkin County incident management team Role of intergovernmental cooperation in response 64 Emergency procurement and appropriations – it’s different than the City’s typical processes for acquisition and approvals How and from whom City Council will receive updates Where City Council members should go when something happens – and what to bring with you. How we plan for staff training and response FINANCIAL IMPACTS: While no requests are pending specific to this presentation, infrastructure and staff time could be requested or allocated in the future. ENVIRONMENTAL IMPACTS: None currently anticipated. ALTERNATIVES:Taking no action. RECOMMENDATIONS:Staff recommends each City Council member complete specific online training developed by the U.S. Department of Homeland Security called ICS-402 for Elected and Senior Officials. This training will provide a high-level overview of how the incident command system works and provide assurances about why this system is critical to the City’s expeditious response to the community’s needs during these emergency situations. A member of staff will follow up with each city council member to make arrangements for the training or to obtain a copy of your completion certificate. CITY MANAGER COMMENTS: 65
