Box 10493 Aspen, CO 81612 - 4 - 2.0 PROJECT INTRODUCTION 2.1 Total Project Disturbance Area The area of disturbance is approximately 3,000 SF which includes the existing roof. 2.2 2.2 Project Vicinity Map Please refer to Attachment A – Project Vicinity and Haul Route Map 2.3 Project Description The proposed project will consist of temporarily relocating existing in-use mechanical units, cutting out and hauling off existing structural roof decking and associated concrete slab, temporary weather protection, installation structural steel as required by the engineer of record, installation of new decking, installation of roof insulation, installation of new roofing and associated flashings. 3.0 PROJECT DOCUMENTATION 3.1 Permitting All required permits will be obtained by Hansen Construction and their subcontractors including Structural Repair, Reroofing, Building. Mechanical, Electrical, and Plumbing will be obtained if required by code to complete the re-roofing. 3.2 Public Notification Public notification will take place a minimum of 10 days prior to commencement of work and will be distributed directly to neighbors within a 300 foot radius of the project. It will include an invitation to a pre-construction meeting, a proposed schedule and description of impacts to the neighborhood. A preconstruction meeting summarizing this CMP will be held five days after the aforementioned public notification and held at the project location. 3.3 Project Sign Please refer to Attachment B – Project Sign 3.3 Contact List Please refer to Attachment C – Contact List 4.0 PROJECT IMPLEMENTATION 4.1 Dates of Construction The demolition will commence September 3rd. Estimated completion is October 15th. 05/08/2018 P 970.920.1558 F 970.920.3038 P.O. Box 10493 Aspen, CO 81612 - 5 - 4.2 Hours of Construction Construction hours shall be limited to 7:30am – 5:30pm Monday through Friday and 9am – 5pm on Saturday. No construction is permitted on Sundays, 4th of July day and/or weekend if it falls on a Friday or Monday, Memorial Day and Labor Day weekends, Thanksgiving Day, Christmas Day and New Year’s Day.  During Presidents Day projects located in the Central Resort Area (CRA) are not permitted to work on any exterior elements, however interior work may be permitted with prior approval.  During the Christmas week (12/26-12/31) projects located in the Central Resort Area (CRA) are not permitted to work on any exterior elements, however interior work may be permitted with prior approval.  During the Holiday Season as defined by Aspen’s CMP Requirements Manual, projects located in the Core are not permitted to work on any exterior elements, however interior work will be permitted.  During the Food & Wine Festival in June (Friday thru Saturday) projects located in the Central Resort Area (CRA) are not permitted to work. 4.3 Construction Schedule Mobilization and Relocation of In-Use Mechanical- September 3rd Roof Removal- 2 weeks Structural Steel Repairs- 1 week Structural Decking Installation- 1 week Permanent Roofing and Associated Flashings- 2 weeks Demobilization- October 15th 4.5 Project Fencing We will install safety rail fencing around the perimeter of the parapet as needed for fall protection. 4.6 Tree Protection Not applicable. 4.7 Parks Issues Not applicable. 5.0 PROJECT MANAGEMENT 5.1 Parking Management Form Hansen Construction will utilize the parking space located in the alleyway which is reserved 05/08/2018 P 970.920.1558 F 970.920.3038 P.O. Box 10493 Aspen, CO 81612 - 6 - for the owners of Unit B. All other construction vehicles will utilize paid parking as needed. Please refer to Attachment E – Parking Management Form 5.2 Emergency Access and Ordinance 35 Hansen Construction will maintain continuous emergency vehicle access on and around the site, including but not limited to police, fire, and ambulance services. Please refer to Attachment F – Ordinance 35 5.3 Construction Parking Details  Hansen Construction will utilize the two parking spaces located on the alley which are reserved for the penthouse unit and Unit B.  Hansen will also reserve parking spaces in front of the building on an as needed basis for material deliveries.  Contractor and Subcontractor personnel will be required to carpool in groups of two or more adults to reach the worksite.  HCI will offer public transit passes to workers that will be on site regularly and have the ability to take advantage of the public transportation system.  No construction parking will be permitted within the free two-hour residential parking areas without a valid permit. 5.4 CMP Map - Staging, Trailer, Materials, Waste Management, Recycling The alleyway will be used for staging and material haul-off exclusively. Right-of-Way encroachments will be used as a last resort in all cases. In the case where a ROW encroachment occurs, Hansen Construction will obtain a permit from the City Engineering Department before encroaching in the Right-of-Way. Box 10493 Aspen, CO 81612 - 7 - Hansen is anticipating the 90% of the scope of work can be done from the alley. Hansen does not plan to use a tower crane for this project and will be requesting that parking permits and/or ROW encroachment permits be granted so that pump trucks and mobile cranes can be employed in the alley behind the building. For the remaining 10% of the scope Hansen will be requesting parking permits and/or Row Encroachment permits be granted for two parking spots on Hyman Avenue directly in front of the building site. Hansen understands that ROW encroachments are to be minimized and used as a last resort in all cases. Hansen understands that it shall obtain ROW encroachment permits from the City Engineering Department before proceeding with said encroachments. 6.0 TRAFFIC CONTROL 6.1 General All traffic control operations shall be managed by the designated certified traffic control supervisor. 6.2 Project Haul Routes Please refer to Attachment A – Project Vicinity and Haul Route Map 6.3 Weight and Size Limitations of Vehicles Since the proposed building covers most of the lot, there will be no “onsite” vehicles. All vehicles bring workmen, materials and equipment to the site will comply with State of Colorado weight restrictions. 6.4 Construction Vehicle Activities Hansen Construction understands and agrees that: 1. Traffic control required for deliveries must be fully coordinated with the City of Aspen Engineering Department. 2. Roads will not be closed under any circumstances, unless granted permission from the City of Aspen Engineering Department. 3. Deliveries times will be coordinated so that only one large truck will be on site at any given time. 4. Deliveries will only occur during permitted working hours which are 7:30am – 5:30pm Monday through Friday and 9am – 5pm on Saturday. 5. Delivery and Heavy Duty Vehicles must have a visible sign on the vehicle that specifies the project contractors name and phone number. 05/08/2018 P 970.920.1558 F 970.920.3038 P.O. Delivery vehicles and all other onsite vehicles are not allowed to idle for more than five (5) minutes, with the exception of generators or PTO type operations. 7. 13.08.110 Engine Idling- Hansen will adhere to the city’s idling policy which is attached hereto as Attachment J. 6.5 Traffic Control Plan We anticipate that the alley way directly behind the building will be closed during construction hours throughout the project. No through traffic ahead signs will be posted at the entrance to the alley and alley closed signs will be posted at the crane. If some unique need arises, a Traffic Control Plan (TCP) will be prepared by a State Certified Traffic Control Supervisor. The plan will conform to the most current edition of the Manual of Uniform Traffic Control Devices for Streets and Highways (MUTCD) and be submitted to the City of Aspen Department of Engineering for approval/permitting. 8.0 SEDIMENT AND EROSION CONTROL We do not anticipate that there will be any need for sediment and erosion control measures, however, if we end up doing any unanticipated work that disturbs more than 1,000 square feet of the sidewalk, street or alley, we will submit a Stormwater Management Plan as required. 9.0 FUGITIVE DUST CONTROL We do not anticipate that there will be any need for fugitive dust control measures, however, if we end up doing any unanticipated work that results in fugitive dust emissions, we will submit a fugitive dust control plan and file an application for a construction permit with the Colorado Department of Public Health and Environment as required. 10.0 EMISSIONS 10.1 General All vehicles and equipment used on site will be properly maintained such that the engines will function within the manufacture’s standards or parameters. 10.2 Opacity Emissions from diesel engines operated within the City of Aspen shall be of a shade or density no darker than 40% opacity, except for starting motion no longer than 10 seconds or for stationary operation not exceeding 10 seconds. 05/08/2018 P 970.920.1558 F 970.920.3038 P.O. Box 10493 Aspen, CO 81612 - 9 - 11.0 NOISE SUPPRESSION 11.1 General Hansen understands that projects located in the Core are limited to 75 dB at the property line during the summer season and 80 dB at the property line all other times of the year. All construction equipment shall be adequately muffled and maintained to minimize project noise. The installation of noise barriers is the minimum technique to suppress noise, especially when jack hammering of concrete occurs. 11.2 Noise Suppression 520 E. Hyman roof replacement and structural repair work will require the use the of concrete saws, hammer drills, and a crane. It is our intention to cut the roof out in tiles weighing less than 4,500 pounds for safe removal by a crane. Slabs will be loaded onto a flat bed and hauled away. During saw cutting the use of movable barricades around cutting activity will be utilized. When the crane is onsite the use of movable barricades around the crane will be utilized. 05/08/2018
