COLORADO ASBESTOS REGULATIONS SUMMARY:
Colorado State Regulation 8 requires a State certified Asbestos Building Inspector to inspect and
sample for suspect asbestos containing materials (ACM) or suspect asbestos containing building
materials (ACBM) prior to the disturbance, removal or demolition. In residential buildings of
four or fewer units if more than 32 square feet of any surface coverage (e.g., gypsum wallboard
or drywall and associated applied surfacing materials/textures, acoustic sprays, joint compounds,
plaster, etc.), 50 feet of asbestos covered or asbestos insulated pipe or any material which would
fill a 55 gallon drum—if these materials are going to be disturbed or removed—an asbestos
inspection is required by a state certified asbestos building inspector. For buildings with more
than four residential units (considered public), including commercial, public (including public
access areas to a residential building), civic or industrial buildings, if more than 160 square feet
of surfacing materials, 260 linear feet or more than 35 cubic feet of suspect ACM/ACBM is
going to be disturbed, an asbestos inspection is required under NESHAP. County or City
regulations may be more stringent. The regulations require an absolute minimum of 3 samples
(EPA suggests 9) per homogenous suspect surfacing and TSI materials and an absolute minimum
of 1 sample of homogenous miscellaneous materials or any number of “samples sufficient to 09/14/2017
determine whether a material is ACM” (Reg8.IV.D.3). More samples are required based on
surface area or volume. In order for the contractor to proceed with restoration, renovation or
demolition the suspect materials have to be sampled and analyzed by a NVLAP accredited
laboratory by polarized light microscopy (PLM) methods. OSHA compliance is required for all
employers/employees no matter the quantity of asbestos present.
CLIENT BACKGROUND:
The client, Bill Guth, hired HealthSafe Inspections, Inc. to perform required asbestos inspection,
bulk sampling and reporting in preparation for renovation construction activity, including
possible demolition of this property.
VISUAL INSPECTION, ASSESSMENT & LABORATORY FINDINGS:
An inspection was conducted by Mark Bridges, of HealthSafe Inspections, Inc. on Tuesday,
September 2, 2015. This property is comprised of three structures - original victorian main
house with add-on, renovated/remodeled spaces, detached garage, and guest cottage. Suspect
ACM/ACBM were identified and sampled; those materials were the following:
1. A homogenous taped and joint compounded drywall system (classified as a
miscellaneous material as a complete integral system) [UBRCLT-OP-C/W-J-1,
2]. These composite layered taped and joint compounded drywall materials were
on northwest facing upstairs bedroom closet and walls and ceiling with an
“orange peel” surfacing material/texture. The estimated impact area of remodel
was more than 32 sf, but less than 3,000 sf, requiring a minimum of at least two
composite core samples of all drywall layers. The PLM analytical estimated
results: CHRYSOTILE ASBESTOS 3% present with trace (TR) <1%
CHRYSOTILE ASBESTOS within compound matrix. This material is
classified as ACM and will required asbestos abatement for removal and disposal.
2. A homogenous spray-applied orange peel surfacing material/texture [UBRCLT-OP-
C/W-T-1, 2, 3, 4, 5]. This surfacing material/texture was on closet and bedroom
walls and ceiling. The estimated impact area was more than 32 sf, but less than
3,000 sf, requiring a minimum of at least five surfacing/texture material samples.
The PLM analytical estimated results T-1, 2, 4, : CHRYSOTILE ASBESTOS
3%; Samples T-3, 5: The PLM analytical estimated results: NONE DETECTED.
This material is classified as ACM and will required asbestos abatement for
removal and disposal.
3. A homogenous taped and joint compounded drywall system (classified as a
miscellaneous material as a complete integral system) [STRCL-OP-C/W-J-1, 2].
These composite layered taped and joint compounded drywall materials were on
under stairs storage closet walls and ceiling, staircase walls and ceiling, and main
floor entry bathroom, and bedroom entrance hall walls with an “orange peel”
surfacing material/texture. The estimated impact area of remodel was more than
32 sf, but less than 1,000 sf, requiring a minimum of at least two composite core
samples of all drywall layers. The PLM analytical estimated results:
CHRYSOTILE ASBESTOS 3% with trace (TR) <1% CHRYSOTILE
ASBESTOS within compound matrix. This material is classified as ACM and
will required asbestos abatement for removal and disposal.
4. A homogenous spray-applied orange peel surfacing material/texture [STRCL-OP-C/W-
T-1, 2, 3, 4, 5; LIV-OP-C/W-T-6; DIN-OP-C/W-T-7]. This surfacing
material/texture was on under stairs storage closet walls and ceiling, staircase
walls and ceiling, and main floor entry bathroom, bedroom entrance hall walls, 09/14/2017
living room, and dining room with an “orange peel” surfacing material/texture.
The estimated impact area was more than 32 sf, but less than 3,000 sf, requiring a
minimum of at least five surfacing/texture material samples. The PLM analytical
estimated results: Samples T-1, 4, 6, 7: CHRYSOTILE ASBESTOS 2&3%;
Sample T-5, trace (TR) <1% CHRYSOTILE ASBESTOS; samples T2, 3:
NONE DETECTED. This material is classified as ACM and will required
asbestos abatement for removal and disposal.
5. A homogenous taped and joint compounded drywall system (classified as a
miscellaneous material as a complete integral system) [MBRCL-FLT-C/W-J-1,
2]. These composite layered taped and joint compounded drywall materials were
on main floor master bedroom and closet walls with a flat painted (FLT) surfacing
material/texture. The estimated impact area of remodel was more than 32 sf, but
less than 1,000 sf, requiring a minimum of at least two composite core samples of
all drywall layers. The PLM analytical estimated results: CHRYSOTILE
ASBESTOS 2% present. This material is classified as ACM and will required
asbestos abatement for removal and disposal.
6. A homogenous spray-applied FLT surfacing material/texture [MBRCL-FLT-C/W-T-1,
2, 3]. This surfacing material/texture was on main floor master bedroom and
closet walls with a flat painted (FLT) surfacing material/texture. The estimated
impact area was more than 32 sf, but less than 1,000 sf, requiring a minimum of at
least three surfacing/texture material samples. The PLM analytical estimated
results: Samples T-1, 2: Trace (TR) <1% CHRYSOTILE ASBESTOS; Sample
T-3: NONE DETECTED. This material is classified as ACM, unless “Point
Count” analysis is done for these surfacing material samples with trace and the
joint samples above in paragraph 5 are point counted and the composite results
are less than 1% Chrysotile asbestos. As is, HealthSafe concludes that this is
ACM and will required asbestos abatement for removal and disposal.
7. A homogenous taped and joint compounded drywall system (classified as a
miscellaneous material as a complete integral system) [KTCNTH-FLT-C/W-J-1,
2]. These composite layered taped and joint compounded drywall materials were
on kitchen, kitchen bathroom, utility, and pantry walls with an FLT surfacing
material/texture. The estimated impact area of remodel was more than 32 sf, but
less than 1,000 sf, requiring a minimum of at least two composite core samples of
all drywall layers. The PLM analytical estimated results J-1 (bathroom):
CHRYSOTILE ASBESTOS 3% present; J-2 (utility room) trace (TR) <1%
CHRYSOTILE ASBESTOS. This material is classified as ACM and will
required asbestos abatement for removal and disposal.
8. A homogenous spray-applied FLT surfacing material/texture [KTCNTH-FLT-C/W-T-1,
2, 3]. This surfacing material/texture was on kitchen, kitchen bathroom, utility,
and pantry walls with a flat painted (FLT) surfacing material/texture. The
estimated impact area was more than 32 sf, but less than 1,000 sf, requiring a
minimum of at least three surfacing/texture material samples. The PLM
analytical estimated results: Samples T-1 NONE DETECTED; Sample T-2, 3
(pantry &utility, trace (TR) <1% CHRYSOTILE ASBESTOS. This material is
classified as ACM, unless “Point Count” analysis is done for these surfacing
material samples with trace and the joint samples above in paragraph 7 are point
counted and the composite results are less than 1% Chrysotile asbestos. As is,
HealthSafe concludes that this is ACM and will required asbestos abatement for
removal and disposal.
9. A homogenous taped and joint compounded drywall system (classified as a
miscellaneous material as a complete integral system) [MUDRM-OP-C/W-J-1,
2]. These composite layered taped and joint compounded drywall materials were 09/14/2017
on mudroom walls and ceiling with an orange peel surfacing material/texture.
The estimated impact area of remodel was more than 32 sf, but less than 1,000 sf,
requiring a minimum of at least two composite core samples of all drywall layers.
The PLM analytical estimated results: J-1: CHRYSOTILE ASBESTOS 2%; J-
2: (TR) <1% CHRYSOTILE ASBESTOS within compound matrix. This
material is classified as ACM and will required asbestos abatement for removal
and disposal.
10. A homogenous spray-applied orange peel surfacing material/texture [MDRM-OP-C/W-
T-1, 2, 3]. This surfacing material/texture was on mudroom walls and ceiling
with an orange peel surfacing material/texture. The estimated impact area was
more than 32 sf, but less than 1,000 sf, requiring a minimum of at least three
surfacing/texture material samples. The PLM analytical estimated results:
Samples T-1, 3: CHRYSOTILE ASBESTOS 2%; Sample T-2: trace (TR)
<1% CHRYSOTILE ASBESTOS. This material is classified as ACM and will
required asbestos abatement for removal and disposal.
11. A homogenous taped and joint compounded drywall system (classified as a
miscellaneous material as a complete integral system) [CRTK-OP-C/W-J-1, 2].
These composite layered taped and joint compounded drywall materials were on
caretaker walls and ceiling with an orange peel surfacing material/texture. The
estimated impact area of remodel was more than 32 sf, but less than 1,000 sf,
requiring a minimum of at least two composite core samples of all drywall layers.
The PLM analytical estimated results: CHRYSOTILE ASBESTOS 2%, 3%.
This material is classified as ACM and will required asbestos abatement for
removal and disposal.
12. A homogenous spray-applied orange peel surfacing material/texture [CRTK-OP-C/W-T-
1, 2, 3]. This surfacing material/texture was on caretaker room walls and ceiling
with an orange peel surfacing material/texture. The estimated impact area was
more than 32 sf, but less than 1,000 sf, requiring a minimum of at least three
surfacing/texture material samples. The PLM analytical estimated results: trace
(TR) <1% CHRYSOTILE ASBESTOS. This material is classified as ACM,
unless “Point Count” analysis is done for these surfacing material samples with
trace and the joint samples above in paragraph 11 are point counted and the
composite results are less than 1% Chrysotile asbestos. As is, HealthSafe
concludes that this is ACM and will required asbestos abatement for removal and
disposal.
13. Miscellaneous suspect ACM roofing paper [RFP-T]. The PLM analytical estimated
results: NONE DETECTED.
A total of 36 suspect homogenous ACM/ACBM bulk samples were collected and 36 samples
were analyzed. The bulk samples were analyzed by PLM by a NVLAP accredited laboratory in
accordance with Colorado State Regulation 8 for the presence of asbestos mineral fibers. There
was NO asbestos in 6 samples. CHRYSOTILE >2-3% present in 23 samples; trace Chrysotile
<1% in 15 samples analyzed (total trace amounts also present within some CHRYSOTILE >2-
3% samples)

HEALTHSAFE CONCLUSIONS:

There is CHRYSOTILE >1% present in 23 bulk samples of the suspect building materials
slated to be impacted by renovation/demolition. This material is classified as ACM and will
required asbestos abatement for removal and disposal.
TRACE Chrysotile <1% is present in 15 samples analyzed. State regulation requires all
TRACE samples be “Point Counted”, unless assumed ACM. In order for the TRACE samples to
be confirmed as less than 1.0%, they must be “Point Counted”. In the case of this particular
inspection and set of samples, HealthSafe has concluded that ALL drywall systems on the
property are classified as ACM. There are 3 different homogenous drywall systems with
Chrysotile asbestos
