PO Box 697 Aspen CO 81612 PROJECT PROPERTY ADDRESS: 128 East Main Street, Aspen, Colorado 81611 CLIENT BACKGROUND: Brewster-McLeod Architects, Inc. hired HealthSafe Inspections, Inc. (hereinafter, HealthSafe) to perform the required asbestos building inspection, bulk sampling and reporting for the entire interiors of the Sardy House, Carriage House and Spa. This inspection is limited to the interiors of the built property; the exterior is excluded. An asbestos inspection is required prior to the disturbance, demolition and/or disposal of suspect containing asbestos containing materials (ACM) or suspect asbestos containing building materials (ACBM) over the trigger level of 32 square feet (sf) of surface area (for additional trigger level information, see bottom report). The slated plan is to restore the interior of the historical portion to its original appearance, to relocate the current kitchen and to remodel the interior areas, including staircase re-design and many other interior upgrades. 2 VISUAL INSPECTION & LABORATORY FINDINGS: An inspection was conducted by Jim Baker of HealthSafe on February 3 and 6, 2017 with Brewster-McLeod present during the initial inspection. Suspect ACM/ACBM) were identified and sampled. It was not clear to this inspector prior to sampling if the whole interior flat-surfaced drywalled walls and ceilings in part of the historical Sardy House, the office and kitchen, the hallways and stairwells, the living quarters and hotel sections and spa were all homogeneous. However, following the tested results of each location, this inspector concludes that all drywall systems with a flat finish are all the same homogeneous materials. There is a third-floor gym with an orange peel ceiling; it is a separate homogeneous material. The carriage house basement stairwell and employee dwelling rooms, utility and closets are a separate homogeneous area with orange peel texture. The following are those homogeneous materials: 1. A basement laundry sheet vinyl flooring material, a homogeneous miscellaneous material requiring at least one sample [sample 1]. The PLM analytical estimated results: NONE DETECTED. 2. A homogeneous taped and joint compounded drywall system (classified as a miscellaneous material as a complete integral system) [samples 2,3,7,13,14,18,19,23,24,43,44,]; these composite layered taped and joint compounded drywall materials are on ceilings and walls of all interior spaces with taped and joint compounded gypsum wallboard/drywall with both flat-finish and orange peel textures. The estimated surface area is more than 5,000 sf requiring a sufficient number of composite core samples of all drywall layers (“…number of samples sufficient to determine” …if asbestos is present or not). The PLM analytical estimated results: NONE DETECTED. 3. A homogeneous trowel-applied flat-finish surfacing material/texture [samples 4-6, 8-12, 20-22, 45-53]. This surfacing material/texture is on ceilings and walls of the majority of the gypsum wallboard or drywall of the Sardy House, carriage house and spa with a flat-finish surfacing material/texture. The estimated surface area is more than 5,000 sf. The PLM analytical estimated results: NONE DETECTED. 4. A homogeneous spray-applied surfacing material/texture (“orange peel”) [samples 25-29]. This surfacing material/texture is on ceilings and walls of the east half of the basement of the Sardy House. The estimated surface area is more than 1,000 sf, but less than 5,000 sf, requiring a minimum of at least five surfacing/texture material samples. The PLM analytical estimated results: NONE DETECTED. 5. A homogeneous spray-applied surfacing material/texture (“orange peel”) [samples 30-32]. This surfacing material/texture is on ceilings of the third floor gym. The estimated surface area is more than 32 sf, but less than 1,000 sf, requiring a minimum of at least three surfacing/texture material samples. The PLM analytical estimated results: NONE DETECTED. 3 6. A homogeneous spray-applied surfacing material/texture (“orange peel”) [samples 54-56]. This surfacing material/texture is on ceilings and walls of the carriage house basement and stairwell with utility room, closets and employee housing apartmet. The estimated surface area is more than 32 sf, but less than 1,000 sf, requiring a minimum of at least three surfacing/texture material samples. The PLM analytical estimated results: NONE DETECTED. 7. A homogeneous trowel-applied surfacing plaster in the walls of the main floor, stairwell and upper floor of the historical section of the Sardy House [samples 33- 37], much of the plaster being covered with wall papers. The estimated surface area is more than 1,000 sf, but less than 5,000 sf, requiring a minimum of five samples. The PLM analytical estimated results: NONE DETECTED. 8. A homogeneous trowel-applied cementitious lath compound in the walls of the main floor, stairwell and upper floor of the historical section of the Sardy House [samples 38-42]. The estimated surface area is more than 1,000 sf, but less than 5,000 sf, requiring a minimum of five samples. The PLM analytical estimated results: NONE DETECTED. There were no other additional suspect asbestos building materials to sample which were slated to be disturbed, removed or disposed of in the interior spaces of the property— without being invasive into ceiling and wall cavities. A total of 56 suspect homogeneous ACM/ACBM bulk samples were collected and 56 samples were analyzed. The bulk samples were analyzed by PLM by a NVLAP accredited laboratory in accordance with Colorado State Regulation 8 for the presence of asbestos mineral fibers. There is NO asbestos in all 56 samples analyzed. See supporting NVLAP certified Hayes Microbial Consulting, Inc. data report #17003121. HEALTHSAFE CONCLUSIONS: There is NO asbestos in any of the suspect building materials slated to be impacted by the remodel/renovation of the interior of the historical section of the Sardy House, the newer addition and basement of the Sardy House, the carriage house and the spa. NO asbestos abatement will be required for any of the interior spaces of the property. All building materials needing to be removed or disturbed can be dealt with without the concerns for asbestos fibers. All building waste and debris can be disposed of in any landfill which accepts normal, non-hazardous building waste. Sincerely Submitted, Jim Baker 4 COLORADO ASBESTOS REGULATIONS SUMMARY: Colorado State Regulation 8 requires a State certified Asbestos Building Inspector to inspect and sample for suspect asbestos containing materials (ACM) or suspect asbestos containing building materials (ACBM) prior to the disturbance, removal or demolition. In residential buildings of four or fewer units if more than 32 square feet of any surface coverage (e.g., gypsum wallboard or drywall and associated applied surfacing materials/textures, acoustic sprays, joint compounds, plaster, etc.), 50 feet of asbestos covered or asbestos insulated pipe or any material which would fill a 55-gallon drum—if these materials are going to be disturbed or removed—an asbestos inspection is required by a state certified asbestos building inspector. For buildings with more than four residential units (considered public), including commercial, public (including public access areas to a residential building), civic or industrial buildings, if more than 160 square feet of surfacing materials, 260 linear feet or more than 35 cubic feet of suspect ACM/ACBM is going to be disturbed, an asbestos inspection is required under NESHAP. County or City regulations may be more stringent. The regulations require an absolute minimum of 3 samples (EPA suggests 9) per homogeneous suspect surfacing and TSI materials and an absolute minimum of 1 sample of homogeneous miscellaneous materials or any number of “samples sufficient to determine whether a material is ACM” (Reg8.IV.D.3). More samples are required based on surface area or volume. In order for the contractor to proceed with restoration, renovation or demolition the suspect materials have to be sampled and analyzed by a NVLAP accredited laboratory by polarized light microscopy (PLM) methods.
