We are in the process of addressing your comments in addition to comments we have received from the building and engineering departments. We have been working with our structural engineer and will be submitting an updated plan that takes all of the feedback we have received into consideration with a revised design. As you all know, this non-conforming bridge lies below the top of bank and therefore outside of the building envelope established during the stream margin approval. As such, the code clearly states that it can be maintained, but not rebuilt. Therefore, repairs that are more in keeping with maintenance is the objective. The lower half of the bridge, sistering steel to the original beams and replacing the wooden walkway with new wooden boards is acceptable. Please note, it is imperative that the original beams are kept in place and sistered behind with the steel. If those beams “disappear” in the process, there is a very real chance that this bridge will not come back. As to the railing, simply ripping out the wooden railing and replacing it with a metal railing would not be considered maintenance. Ideally we would want to see the existing wooden railing kept in place and augmented to make it structurally sound – much like what is being done on the lower portion. Please work with your engineering and design team to formulate a plan that stresses maintenance over replacement and send us a new design. If you have questions please contact me.
