MINUTES OF OCTOBER 16, 2013
Chairperson, Don Sheeley called the meeting to order at 8:30 a.m. Commissioners in
attendance: Bill Dinsmoor, Hanna Pevney, Siam Castillo, Fred Ayarza, Riley Tippet, Kiki Raj,
Terry Butler.
MOTION: Kiki moved to approve the minutes of October 2, 2013, second by Siam. All in
favor, motion carried.
Comments:
Dan Nelson said they are attacking the leaves and will start hanging lights next week.
Dan said that the mall improvements have grown for$50,000 to $750,000. It has turned into a
complex situation with improvements of gas lines and the water department is involved as well
as the electric upgrades.
Stephen Elsperman said that the mall electric is significantly underserved. They want to address
all the utilities now and only do this upgrade once. The project may be phased into two years.
First phase to start Spring 2014. Wagner Park is scheduled for upgrades after Food and Wine
2014. This upgrade will include power for special events.
Stephen said the Polo event is scheduled for December 19, 20 and21. The previous promoter
and a new applicant have teamed up to put on the event. The application is going through the
special event process and as approval from the Parks Department. Parks is requiring 18 inches of
snow on the field.
Stephen said they are planning to expand the flowers for the entrance of Aspen from the Airport
to Cemetery Lane. They are going with native vegetation accented with highly visible flowers
similar to what is at John Denver Sanctuary. There will be more flowers in the round a bout next
year.
Don commented that Dan does a great job at these meetings.
Ada Christianson and Ryland French spoke about the door to door outreach the Efficiency team
has been doing for businesses. They are targeting retail, food service, galleries and offices.
There are multiple rebates available. All commercial customers qualify for Holy Cross and Core
rebates. For more information contact Ada or Ryland.
Don asked for problems/ suggestions regarding the Saturday Market.
I Tents mandatory.
2 Everyone must pay the fee.
3 Shorten market by 1 week.
4 Evening market on different day.
Steve with W Jewelry was concerned with the mandatory tent. He said his business suffers with
the tents up. He said the business goes up between 60-80%when the tents are not up. Don said
he feels the market needs tents for congruity. Steve said he would not be able to display
anything in the tent due to insurance regulations. Siam and Kiki said he could display photos
and have a staff person available to answer questions and direct customers inside. IPro said they
use a tent and display boxes because they do not want the product outside and direct customers
into the store. Steve said his situation is different and asked for a better solution.
Missen said she is a 12 year vendor and has been in contact with Siam about the rules for jewelry
vendors. She said that self-governing is not happening when it comes to vendors selling hand-
made jewelry. Terry said there should be a designated committee of 2-3 people. Missen talked
to Kathryn P. and she knows what is hand- made and what is not. Bill said that this starts with
the application process but needs better follow up. Don said he would be fine with a 4 person
committee to police themselves who would report back to CCLC who will deal with the vendors.
Riley said he thinks there should be a formal process to deal with issues and disputes that would
ultimately end up at CCLC to deal with. Jim True also said there needs to be a formal process.
There was then a discussion as to what time vendors need to pack up. Steve W said when even
one tent is not down on time people think the street is still closed. The vendors present said this
is a problem. Bill suggested we modify the application to have tear down complete before 4:00.
Lea Tyler said it is not possible to tear down faster than 45 minutes.
Steve W. asked if they could put the tents in the middle of the street. Riley said the Fire
Department is against this.
There was a discussion about 17 or 18 weeks. The group said 17 or the end of September. Jeff
Isaacson said he sells sorbet and is part of the ag group and would like to keep 18 weeks. Kiki
said vendors who do not show up for last week should be penalized. Siam said a vendor can
miss two markets so they could do the last 2 if they wanted.
The commission brought up the winter market for the month of December. Kiki said it would be
like a European Christmas Market. Bill said it should be part of the 2014 proposed budget with
the City. Possible sites Mall or Wagner Park.
Don ended the public comment.
Commissioner Comments:
Riley suggested that instead of a tent a vendor could have something that gives presence but is
not a tent.
Kiki said we need to write into the application that no shows for the last two weeks will be
penalized. She suggests one written warning than second time dismissed from market.
Siam said a vendor should be able to miss two in a row if they give notice.
Bill said it is not an option to not have a booth.
Hanna agreed and likes the idea of an evening market. Bill is concerned with the lighting.
Hanna suggested June to Labor day, 4-8pm should have plenty of daylight. Just a one block
market with music at the end of block.
Terry also likes the night market and suggested Wednesdays.
MOTION: Fred made motion to adjourn, second by Kiki. All in favor, motion carried.
